Awareness of Rwanda Vision 2050 where by Rwanda aspires to become an upper-middle income country (UMIC) by 2035, and a high- income country (HIC) by 2050.

The aim is to achieve high quality and standards of living The Vision 2050 sets a new pathway that will lead the country to the living standards of upper middle income by 2035 and high income countries by 2050. The Vision 2050 has overarching objectives of promoting Economic Growth and Prosperity and High Quality of Life for Rwandans and is anchored around five pillars.

Senior Government officials and Development Partners are assessing NST1 achievements amidst various challenges, while also pinpointing their focus on elaborating hashtag .

Themed "Thinking and Working Together towards NST2," the two-day retreat will reflect on key achievements of the National Strategy for Transformation (NST1) realized over a period of numerous challenges including; the COVID-19 pandemic, periods of heightened global inflation, geopolitical conflicts and climate-related shocks.

The primary focus will be the elaboration of the second generation of the National Strategy for Transformation (NST2). Discussions will revolve around identifying transformative strategies on key issues of; poverty alleviation and resilience, job creation and youth employment, as well as human capital development. This will pave the way for alignment of Development Partners' technical and financial contributions to the NST2 priorities.

Rwanda closer to reaching $1 billion agricultural export target

Rwanda’s agricultural exports grew rapidly in the past years, doubling from $225 million in 2013-2014 to $516 million in 2017-2018, and were on pace to reach $1 billion by 2024, as per to NAEB’s 2019-2024 strategic plan.

Speaking about the performance in 2022/2023, Bizimana said that in the context of NAEB’s target of achieving $1 billion from agricultural exports in FY 2023/24, the attained performance means that the sector is contributing significantly to the set national targets, and trade balance, and gross domestic product (GDP).

The $1 billion agricultural export revenue ‘within reach’

Despite the unpredicted circumstances that might be beyond control or anticipated scenario, and price volatility, among others “we remain positive to reach $1 bn agricultural export revenues by FY 2023/24, even beyond following, several ongoing initiatives including but not limited to continuing exploring new markets and engaging more buyers, ongoing trade protocols signing, and other trade engagements (like AfCFTA), and new routing opportunities for RwandAir, and sea maritime approach to uplift more volume of fresh (horticultural ) produces in particular, etc”.

On the strategies or factors that could enable the country to realise the revenue target, Bizimana cited exploring and developing new markets while strengthening existing ones through trade exhibitions, agreements, and partnerships.

They also include investing in training for farmers for good agricultural practices and adopting modern techniques, and third-party certifications support, which is anticipated to enhance productivity and overall output for export.

Competitiveness and Integration as one of five Pillars of the Vision 2050 on Modern and innovative services sectors that will be driving transformative growth.

Rwanda’s growth trajectory over Vision 2050 will be driven by its services sector. Looking to countries who have achieved this pathway, a country’s services sector typically grows in size (relative to GDP) and complexity as its income level rises. To achieve transformative growth and structural shifts to high productivity, it will be important to ensure close linkages between competitive service sectors and other economic sectors.

Creating a Vision

“The future is digital, and transformation is happening now…” The address touched on emerging technology, AI, digital jobs, and investing in innovation. It was noted for its forward-thinking approach but, was inherently grounded in Rwanda’s well-established and aspirational digital vision and agenda. Said by H.E. President Paul Kagame addressed this year’s UN General Assembly in 2022.

ICT and digital has been central to Rwanda’s development plans. First articulated in the country’s Vision 2020 strategy, the subsequent Vision 2050 strategy identified technology and innovation as core tenets to Rwanda’s future state and goals. The strategic plan envisions Rwanda becoming a “proof-of-concept destination and living laboratory” that facilitates innovation and incentivizes startups in the technology space. The Smart Rwanda Master Plan provides a whole-of-government approach to achieve a knowledge-based society, including defined roles, institutional collaboration, and aligned national and sectoral strategies and visions.

Leveraging Policy

Given the interest and advocacy from the Government, Rwanda mobilizes robust policies to help advance the digital agenda. National, sectoral, and sub-national strategies have all been developed to align with Vision 2050 and the National Strategies for Transformation. A revolutionary e-waste law passed in 2016 made it among a select number of countries globally with national legislation on the management of discarded electronics. In 2021, Rwanda passed a new data protection law, allowing individuals and institutions to emplace processes that ensure personal data is handled in a trusted and secure way. Rwanda is also pioneering strategies and policies related to emerging technologies and AI, including cutting-edge concepts and provisions that address and mitigate risks and ethical concerns.

Fostering Innovation

Rwanda positions itself as a market that fosters innovation., “We see ourselves as a proof-of-concept destination for innovative companies and start-ups to launch, test, and scale.” Rwanda is making strides in promoting technological innovation and investment, launching everything from “anti-epidemic” robots during the height of the pandemic to utilizing drones for critical health services to advancing the space sector” Said by Minister of ICT and Innovation Paula Ingabire in 2022 year’s ITU conference,
While Rwanda’s use cases are wildly imaginative, they are not a panacea. Sustaining and scaling technological innovation is difficult. Currently the technology sector represents only 3 percent of the annual gross domestic product, and the government has set the goal of reaching 10 percent within the next decade. This will require substantial sustained market development, growth, and investment. The economics are further exacerbated by a small domestic market and its capacity to absorb ICT products (due to limited household incomes), and other development challenges, including digital access and literacy.

An efficient services sector not only makes direct contributions to a country’s GDP and export capabilities, but also high-value-added segments of value chains are especially rich in services content; it is in services that most of the value is added within value chains.
By 2050, Rwanda’s manufacturing and commercial agriculture sectors will be regionally and globally competitive with access to modern, high quality, and cost-effective services as inputs.
While the existing services sectors will remain a key focus, it will be critical to continuously anticipate and accelerate high-value, niche emerging sectors, such as nanotechnology, biotechnology, block chain technology or artificial intelligence. This will require strategic foresight and a good understanding of Rwanda’s competitive advantages. Leveraging on this, niche sectors will be targeted with appropriate interventions to develop them. Over the course of Vision 2050, the shift will be to equip Rwandans with the skills to lead as innovators in services
