1. Additional Buyersโ€™ Stamp Duty (ABSD), see belowโ€ฆ..
2. Total Debt Servicing Ratio (TDSR) from 60% to 55%
3. Loan-to-Value (LTV) for HDB from 90% to 85%

ABSD Rates
- Singaporeans (1st property) 0% NO change
- Permanent Residents (1st property) 5% NO change
- Foreigners (any property) increased form 20% to 30%

Major impact are for purchases of 2nd property onwards are from 17% to 30%.
