Under the Public Financial Management (PFM) Reform Program Phase II of the Banadir Regional Administration (BRA), and with the technical support of the Institute of Public Finance - Somalia (IPFS), Governor Yusuf Hussein Jimale (Madaale), the leader of the Banadir Region and Mayor of Mogadishu, officially ratified the 2024 budget on Monday. Additionally, he signed the Public Financial Management Act of the Banadir Regional Administration and Mogadishu Municipality, signifying a noteworthy advancement in the fiscal governance of the region.

The Institute of Public Finance Somalia team has been carrying out Employee Assessment activities at Banadir Regional Administration for the past few weeks.

This week, the human resources department of Banadir Regional Administration (BRA) received an employee assessment session from the Institute of Public Finance Somalia (IPF).

The Institute of Public Finance of Somalia (IPFS) and the Benadir Regional Administration (BRA) have reached a major milestone with the delivery of on-the-job training and technical assistance to the BRA Finance and Budget Teams to improve their ability to create and document an annual budget in accordance with international standards.

We have signed a cooperation agreement with AARC Ltd., AARC Consultancy, Dublin, Ireland, for the implementation of the Framework Contract Services for the EU’s External Action 2023 INTPA/2022/EA-OP/0102 in Lots 6, 7, and 8, more specifically in the following sectors:
1. Sector: 1. Macroeconomic analysis
2. Sector: 2. Public finance management (PFM)
3. Sector 3. Domestic revenue mobilization (DRM)
4. Sector 4. Budget Support
5. Public policies
6. Statistics and indicators
7. Financiers/Risk Takers (serving EFSD+)
8. Legal, institutional, and procedural issues
9. Private sector development policy and reform with a strong focus on inclusive and sustainable PSD
10. Employment creation and labor standards (labor market and employment, formal and non-formal)

We have successfully delivered on-the-job training and technical assistance to BRA Finance and Budget Teams to strengthen their capacity of annual budget formulation and documentation in regard to the implementation of international standards, which is a big milestone for both Benadir Regional Administration (BRA) and Institute of Public Finance of Somalia (IPFS).

The Institute of Public Finance Somalia has provided crucial technical support to the Benadir Regional Administration in their budget formulation for the year 2024. This assistance involved a rigorous three-week collaboration with the Finance and Administration Directorate, as well as other relevant offices and cross-cutting departments, to ensure the thoroughness and integrity of their budget policy and processes.

Major developments in the Banadir Region Administration PFM Reform Program! On August 9, 2023, the Deputy Governor/Mayor Isse Mohamud Gurre and the DG and departmental directors inaugurated the second phase of Public Financial Management (PFM) and Revenue Administration Reform. A significant step in enhancing public financial management and accountability reform in the Benadir Regional Administration .
