Strengthening Diplomatic Ties with Jamaica🇹🇹🇯🇲
Last Tuesday, July 16th, 2024, I had the honor of welcoming Her Excellency Natalie Campbell-Rodriques, High Commissioner for Jamaica, to Trinidad and Tobago at the Ministry of Planning and Development located in the prestigious Level 14 Eric Williams Financial Complex.

The High Commissioner and I reasserted the deep-rooted connections and rich history of collaboration between our nations, highlighting our shared goal to partner on initiatives of common interest within regional and international frameworks.

Our discussions delved into potential synergies in Sports, Disaster Risk Management, and legislation tailored to address Climate Change challenges in our region.

Emphasizing our unwavering dedication, we pledged to strengthen Trinidad and Tobago-Jamaica relations and foster greater cooperation during High Commissioner Campbell-Rodriques' tenure in our country.

In a delightful exchange, we conversed about the cultivation of Yellow Yam in Trinidad and Tobago versus Jamaica, showcasing the culinary contrasts between our lands. While Yellow Yam holds a special place in Jamaica, Trinidad and Tobago boasts a diverse range of favored provisions.

Here's to forging a stronger bond and nurturing mutual understanding for a brighter future ahead!

🌊 Introducing the Sargassum Management Task Force in Trinidad and Tobago!🌊

In response to the alarming rise of sargassum seaweed affecting the Caribbean since 2011, the Planning Ministry has taken a bold step forward by establishing a dedicated Task Force. The unprecedented influx of sargassum has posed serious threats to our coastal communities, public health, tourism, and fisheries — and it’s time to take action!

Chairing this vital initiative is Dr. Rahanna Juman, Deputy Director of Research at the Institute of Marine Affairs, alongside a diverse team of experts committed to safeguarding our environment and supporting sustainable practices:

The other members are: Marcia Tinto of the EMA; Mr. Ricardo Mieux, Ministry of Agriculture, Land and Fisheries; Ms. Renelle Bernard Brown, Ministry of works and Transport; Ms. Curmira Gulston, Ministry of National Security; Mr. Linford Beckles, Tobago House of Assembly (THA); Ms. Suzan Lakhan-Baptiste, Nature Seekers; Dr. Ryan Mohammed, Aquatic Ecologist; Mr. Barry Lovelace, Council of Presidents of the Environment

Inaugurating WASA’s Operational Control Centre (OCC)

In a bid to enhance the services provided to the customers of the Water and Sewerage Authority, we officially launched the Operational Control Centre on Wednesday. This pivotal step signifies our dedication to better serving the people of Trinidad and Tobago.

I had the privilege of speaking at the commissioning ceremony, emphasizing the significance of this Centre in our response to climate change and our ability to efficiently monitor our water resources.

I accompanied my colleague, The Honourable Marvin Gonzales, Minister of Public Utilities, who underscored the importance of this operational center and its anticipated impact on Trinidad and Tobago.

The establishment of the Operational Control Centre underscores the Government’s commitment to realizing the objectives of Trinidad and Tobago’s National Development Strategy – Vision 2030. This vision prioritizes enhancing productivity through robust infrastructure, fostering good governance and service excellence, prioritizing the welfare of citizens, and placing environmental sustainability at the core of social and economic progress.

Empowering the Next Generation of Female Leaders through Parliamentary Mentorship

Enthusiasm filled the air as I recently joined the dynamic Women Parliamentarians of Trinidad and Tobago (WPTT) in their transformative Young Women Empowered to Serve (YES) Leadership Programme. This initiative, carefully crafted to ignite a passion for active participation in political spheres among young women, was nothing short of inspiring.

In the past few weeks, it was my privilege to guide and mentor the talented Nikki Williams through this incredible journey. Sharing valuable insights and offering heartfelt advice, we navigated through her role as the dedicated Member of Parliament for Laventille East/Morvant.

The grand finale of the YES Leadership Programme was a riveting parliamentary debate. Set on the vibrant morning of Tuesday, July 9, 2024, at 9:00 am, this captivating event provided a platform for participants to showcase their newfound skills. The debate centered around a crucial motion: proposing legislation to criminalize sextortion within a year—an issue demanding urgent attention.

The atmosphere was electric, as young minds fervently debated and defended their stances, embodying the essence of empowered leadership in action.

Connecting Arima Forward

Shortly, Arima will make history as the first Connected Community on the island. Our vision is for Arima to evolve into a Connnect Arima, Smart City, offering Internet access and prioritizing safety, accessibility, and secure public spaces.

Last Sunday, on June 30, 2024, I had the privilege of joining a collaborative team comprising representatives from the Inter-Development Bank (IDB), T&TEC, Amplia, and the Borough of Arima. Together, we witnessed the progress of installation works occurring in Arima’s Town Center.

During our visit, we actively engaged with members of the public, Arima residents, and various stakeholders to evaluate the potential for Internet Connectivity in the town center of Arima.

Our efforts persist as we lay the foundation for the Connect Arima initiative, striving to realize our goal of establishing a SMART City model within the Arima Community.

The Ministry of Planning and Development cordially welcomes the newly appointed Board of Directors at the IMA Institute of Marine Affairs.

It was my privilege to host the inauguration of the Institute’s new Board on Tuesday, June 25th, 2024.

During the ceremony, I officially bestowed the instruments of appointment upon the esteemed members of the Board. Mr. Ermath Harrington was appointed as the Chairman.

The distinguished members of the Board include Mr. Leroy Williams, Mr. Francis Weekes, Mr. Kenneth Deoraj, Ms. Nadra Nathai-Gyan, Ms. Louanna Martin, Ms. Andrea Julien, Mr. Dave Elliot, and Dr. Ancil Kirk.

Established by Act of Parliament (Chap. 37:01 of the Revised Laws of the Republic of Trinidad and Tobago, as amended by Act No. 13 of 1990), the IMA is a pivotal multidisciplinary marine and environmental research organization.

The Institute’s core mandate encompasses the collection, analysis, and dissemination of crucial information pertaining to economic, technological, environmental, social, and legal facets of marine affairs. Additionally, the Institute is tasked with devising and executing targeted programs and projects in alignment with its objectives.

I am currently at the 54th Annual Meeting of the Board of Governors of the Caribbean Development Bank in Ottawa, Canada from June 17 to 20 representing Trinidad and Tobago.

I had the pleasure to meet with Ahmed Hussen, Chairman of the Board of Governors and Minister of International Development, Canada.

The 54th Annual Meeting provides the opportunity for the CDB to engage with government ministers, development partners, CDB governors and directors to reflect on the Caribbean Region’s major development challenges and the Bank’s role in supporting the needs of its Borrowing Member Countries.

I lead the Trinidad and Tobago’s delegation consisting of Ms. Aarti Bedassie, Deputy Permanent Secretary of the Ministry of Planning and Development and Ms. Stacy Mohammed-Roopchand, Senior Planning Officer of the Socio-Economic Policy and Planning Division of the Ministry.

Today we celebrate the Birthday and Father Day for to the Oldest Man in T&T

Yesterday(June 15th, 2024) I Joined the Joseph Family as they celebrated a great milestone with their Dad, Granddad, and Son of Arima, Irving Joseph who celebrated 109 years.

According to the Ministry of Social Development and Family Service, he is the oldest registered man in Trinidad and Tobago.

Celebrating Excellence: Arima Success Stories Recognized

It was a pleasure to welcome His Excellency Fang Qiu, the esteemed Chinese Ambassador, on Wednesday as we marked the outstanding achievements of five exceptional students from Secondary Schools in Arima.

Five promising students hailing from the Arima constituency were honored with scholarships valued at $5,000 each on June 12 during a special ceremony at Holy Cross College, nestled in the serene surroundings of Calvary Hill, Arima. These scholarships were presented by the Chinese Ambassador as part of a broader Scholarship Programme that has supported 50 deserving students since 2022.

The noteworthy recipients of this year’s scholarships are Ciara Evans from Johnson Finishing School, Jeremiah Fowler from Holy Cross College, Christopher Hosein from Arima Central Secondary, Sapphire Aaron from Blanchisseuse Secondary School, and Lei-Anna Valentine from Aripo Village.

In attendance to witness this significant event were His Worship, Alderman Balliram Maharaj, the Mayor of Arima, alongside other Council Members, distinguished representatives from My Cabinet College, The Honourable Marvin Gonzales, Minister of Public Utilities and Member of Parliament for Lopinot Bon Air West, and my esteemed Parliamentary Colleague, The Honourable Roger Monroe, Member of Parliament for Toco Sangre Grande.

This commendable initiative not only bolsters our academic community but also reinforces the enduring friendship and collaboration between our two nations.

The government remains resolute in its commitment to enhancing the quality of education, aiming to cultivate more students into national treasures and global citizens who will contribute positively to humanity as a whole.

Earth Day Breakfast With Staff

During my recent trip to Tobago, I had the opportunity to stop by the Tobago Regional Office of the CSO. It was a productive visit focused on enhancing the resilience and work ethic of our dedicated team at CSO.

One memorable event during our time together was enjoying a special Earth-day lunch where we bonded and strengthened our commitment to our work. It was a wonderful experience that brought us closer as a team and reminded us of the importance of unity and collaboration in achieving our goals.

In Celebration of World Environmental Day 2024🌎

On Wednesday I had the pleasure to lead the exercises of commemorating World Environment Day 2024 with the Tobago House of Assembly as we launched the EMA’s Youth Climate Ambassador Programme at
Shaw Park Cultural Complex.

This was then followed by the Building of a bench made from recycled plastic bottles, which was a prize for winning a video competition for Earth Day in April.  The bench was donated by . Students of Bishop’s High School in Tobago commemorated the Day with Ministry’s Environmental Policy & Planning Division.

This year’s theme focused on land restoration, desertification, and drought resilience which amplifies the call for conserving and revitalising the ecosystems that are crucial for our survival.

In so doing I empathized that we are obligated to secure a sustainable future for generations to come, and once we come together to make the difference we need, all is not lost.

Disaster Risk Management Conference 2024: Empowering Communities for a Resilient Future

It was an incredible privilege to deliver the keynote address during the grand opening of PODS Emergency Management Consultancy Solutions at the prestigious Disaster Risk Management Conference & Expo 2024 on June 3rd.

The event brought together leading industry experts to delve into crucial topics such as efficient evacuation strategies, ensuring uninterrupted critical operations, and cybersecurity measures to mitigate threats. Over three intensive days, attendees gained invaluable insights and practical strategies for effectively addressing and managing disaster risks.

Trinidad and Tobago remains dedicated to upholding various regional and international agreements and initiatives, including the 2030 Agenda for Sustainable Development, the Sendai Framework for Disaster Risk Reduction 2015–2030, and the Paris Agreement on Climate Change 2015. Moreover, our commitment extends to the Addis Ababa Action Agenda, the Caribbean Disaster Emergency Management Agency (CDEMA) Regional Comprehensive Disaster Management Strategy and Results Framework (2014-2024).

Minister of Planning and Development, Pennelope Beckles delivered a dynamic country statement on behalf of Trinidad and Tobago at the Conference, emphasizing the critical role that small island developing states play and the commitment of Trinidad and Tobago to address the issues we face.

In her address, Minister Beckles stated, “Trinidad and Tobago reaffirms its commitment to work collaboratively with fellow small island developing states and the international community to address the aforementioned challenges and chart a course towards resilient prosperity.”

As the Caribbean Region joins the conversation at , Minister Beckles emphasized that climate finance must be accessible, adequate, and predictable for small island developing states. Climate finance is not charity but a moral imperative and a commitment under the Paris Agreement.

SIDS still struggle to access the finance and tools we need to build a brighter, more sustainable future for their communities and the world. The time is now to be resilient in our commitment to advance small island development.

Minister of Planning and Development Heads Delegation in Antigua and Barbuda

The Hon. Pennelope Beckles, Minister of Planning and Development of Trinidad and Tobago, is leading the Trinidad and Tobago Delegation at the (Small Islands Development States 4) Conference in Antigua and Barbuda.

This significant assembly signifies the commencement of a pivotal discourse on sustainable development, climate action, and resilience for Small Island Developing States.

Upon her arrival at the University, the Minister was warmly welcomed by the Prime Minister of Antigua and Barbuda, Hon. Gaston Browne, and the UN Secretary-General António Guterres. Additionally, she received a gracious reception from His Excellency Dennis Francis, the President of the General Assembly.

As leaders unite to tackle the distinctive challenges encountered by SIDS, this conference acts as a forum for cooperation, ingenuity, and proactive measures.

Trinidad and Tobago eagerly anticipates the insights, endeavors, and alliances that will arise from this significant gathering, fostering progress towards a more sustainable and prosperous future for SIDS.

Repositioning of the Ministry of Planning and Development

Are you familiar with the role of the Ministry of Planning and Development? To move the Ministry Forward I listened to some of the concerns of the members of Staff of the Ministry

On Monday, the 20th of May, 2024, the Ministry of Planning and Development embarked on the next phase towards achieving growth and development by enhancing the services provided by the Ministry. This milestone was reached through collaboration with LCI Consulting Inc. as part of an ongoing effort to create a strategic plan spanning from 2024 to 2027.

On the same day, we inaugurated Phase 3 of this initiative, which involved holding a Strategic Planning Workshop with the Ministry’s Executive Management, a diverse group of internal staff, and a select few key external stakeholders.

The objective was to encourage your involvement by sharing the insights from these workshops, outlining the strategic priorities, and presenting other relevant information.

To lead this phase, I extended invitations to my esteemed colleagues: The Honourable Marvin Gonzales, Minister of Public Utilities; Senator the Honourable Allyson West, Minister of Public Administration; Ms. Carina Cockburn, Country Representative for Trinidad and Tobago of the Inter-American Development Bank; and Her Excellency Joanna Kazana, Resident Coordinator for the United Nations in Trinidad and Tobago.

Constituency Connection: Immersed in Community Action

As an MP, the definition of my role may be fluid, but one thing remains crystal clear - my unwavering commitment to engaging with those I serve.

Last week, May 17 to May 18, I dived headfirst into my constituency duties. Immersing myself in the heartbeat of my community, I undertook a series of visits that not only connected me with the pulse of the people but also allowed me to identify pressing needs that demanded immediate attention.

I made it a point to address the myriad concerns brought forth by constituents. Issues ranging from employment woes to infrastructural gaps, from housing repairs to crucial social assistance were all tackled head-on.

Venturing through the thriving neighborhoods along the Arima By Pass Road, Mt Pleasant, the tranquil Calvary, Calvary Branch Road, the lively Kingdom Avenue, Temple Street, and Paul Mitchell Street, I left no stone unturned in my quest to make a difference.

My resolve to stand by the resilient people of Arima remains unshaken. Despite the hurdles and obstacles that may come our way, my pledge is simple - no one gets left behind. To those constituents who are yet to reach out for support, I extend a warm invitation. Let your voices be heard, your needs acknowledged, for together, we can build a stronger, more vibrant community.

Pinto Trainline Cleanup Recap

During the past week (14-16 May 2024), I had the privilege of working alongside Councillor Roger Moore from Blanchisseuse/Santa Rosa in conducting a significant cleanup operation in the Pinto Road Trainline community.

This endeavor was made possible through a partnership with CEPEP and the Tunapuna Piarco Regional Corporation, marking the inaugural cleanup activity in a series of similar initiatives scheduled to take place before the onset of the rainy season.

While overseeing the cleaning operations, I engaged with numerous residents from the local communities, fostering meaningful interactions alongside our efforts to enhance the cleanliness of the area.

Launch of the Blue Carbon Credit System

On Wednesday, 8th May 2024, I had the pleasure of signing a groundbreaking Technical Cooperation Agreement with the Inter-American Development Bank, valued at half a million US dollars, to pilot the Blue Carbon Credit System in Trinidad and Tobago.

This initiative marks a significant step towards our Vision 2030 goals, aligning with our commitment under the Paris Agreement to reduce greenhouse gas emissions and foster sustainable development. As we face the escalating challenges of climate change, our focus on restoring and rehabilitating vital coastal ecosystems like mangroves and seagrasses has never been more critical.

🌊 The Blue Carbon Credit System will help us combat climate change by sequestering carbon and generating much-needed revenue to reinvest in our beautiful island’s environmental health. This project will support livelihoods, increase biodiversity, and enhance our resilience against climate impacts.

Together with our partners and the community, we’re paving the way for a sustainable future where economic development is balanced with ecological integrity. Let’s continue to work together for a greener, more resilient Trinidad and Tobago.

Sod-Turning Ceremony at Santa Rosa First People’s Community Heritage Village Site! 🚧

As the Member of Parliamentfor Arima, I had the honor of leading the groundbreaking ceremony for the new road access and drainage infrastructure works at the Santa Rosa First People’s Community Heritage Village Site on Old Blanchisseuse Road, Arima. The event, which took place on Thursday, May 9th, 2024, was a significant moment in our dedication to community development and cultural preservation.

Alongside me were key figures such as Chief Ricardo Bharath Hernandez of the Santa Rosa First People’s Community, Councillor Sheldon Roger Moore of Santa Rosa—Blanchisseuse, and Mr. Wallace Charles. Representatives from Premium Maintenance and Repairs Company Limited, as well as teams from Palo Seco Agricultural Enterprises Ltd (PSAEL) under the Ministry of Agriculture, Land, and Fisheries, played crucial roles in these infrastructure improvements.

The LowCarbonTnT is more than just a policy—it’s a movement toward protecting our natural resources and ensuring that our beautiful island leads the charge in ecological responsibility.
