What is Outcomes Based Contracting (OBC)? SEF's OBC initiative seeks to improve opportunities for students to participate in meaningful academic experiences, create a competitive marketplace for vendors that prioritize student outcomes, and help school districts and vendors collaborate to serve students better and show evidence of their results. The program is part of our mission to improve education, reaching students throughout and beyond the South in recognition of education inequities nationwide. Georgia HBCUs could become even stronger centers of education and economic opportunity with the right state support, a state legislative study committee has found. Today at the Capitol, state Senator Sonya Halpern announced the committee's recommendations alongside other representatives and supporters. SEF President Raymond C.
