Copy of my resolution at the County Board on a commitment to exploring, identifying, and pursuing effective autonomous drone system solutions that are domestically produced and/or that otherwise do not pose undue security risk will appear before the Executive Committee next week for consideration.

RESOLUTION BY THE EXECUTIVE COMMITTEE SETTING FORTH COMMITMENT TO EXPLORING, IDENTIFYING, AND PURSUING EFFECTIVE AUTONOMOUS DRONE SYSTEM SOLUTIONS THAT ARE DOMESTICALLY PRODUCED AND/OR THAT OTHERWISE DO NOT POSE UNDUE SECURITY RISK To the

Honorable Members of the Racine County Board of Supervisors:

WHEREAS, Racine County is committed to the safety, security, and well-being of its citizens and recognizes the importance of safeguarding sensitive information, protecting privacy, and preserving intellectual property; and

WHEREAS, federal government intelligence and national security assessments consistently note that China presents a cyber espionage threat aimed at bolstering its civil-military industrial development, gaining economic advantage, and/or supporting its attack capabilities against core military and critical infrastructure systems; and

WHEREAS, Chinese drone companies control almost ninety (90) percent of the American marketplace; and WHEREAS, the U.S. Federal Communications
Commission, the government agency that authorizes drone use on U.S. communications networks, has called for restrictions on Chinese-made drones due in part to concerns with counterintelligence and economic espionage threats from China; and

WHEREAS, specifically, there is concern that Chinese-made drone technology may be leveraged by the People's Republic of China to conduct surveillance operations throughout the United States due to Military Civil Fusion laws - which require private companies in China to share data and technology with the Chinese military where it is deemed beneficial for advancing the People's Liberation Army; and

WHEREAS, in 2020, the U.S. Congress prohibited the Department of Defense from purchasing these systems, while the Pentagon banned all commercial off-the-shelf drones because of security concerns two years earlier; and

WHEREAS, in early 2023, Sen. Mark Warner (D-VA), the Chairman of the Senate Intelligence Committee, and Sen.
Marsha Blackburn (R-TN) led a coalition letter signed by a bipartisan group of 14 of their colleagues requesting the Cybersecurity and Infrastructure Security Agency ("CISA") analyze the security risks posed by drones manufactured in China; and

WHEREAS, those effects led to the American Security Drone Act of 2023 - a bipartisan bill introduced in the U.S.
House of Representatives that would bar federal agencies from using DJI, Autel Robotics, and other Chinese-made drones - which was added to the Fiscal Year 2024 National Defense Authorization Act by the U.S. Senate; and

WHEREAS, the American Security Drone Act would also bar local and state governments from purchasing Chinese-made drones with federal grants; and

WHEREAS, in August 2023, the U.S. Department of Defense unveiled an ambitious initiative named Replicator, aimed at rapidly scaling and increasing the inventory and availability of autonomous drone systems produced domestically in the face of competition with, and reliance on, Chinese-made drone technology; and

WHEREAS, it is anticipated that the U.S. drone industry will have a much stronger supply chain in the years ahead through accelerated software acquisition, procurement of innovative technologies, and injection of financial resources for buying and developing autonomous drone systems.

NOW, THEREFORE, BE IT RESOLVED by the Racine County Board of Supervisors that Racine County is committed to exploring and identifying (e.g., market research, testing, etc.), and pursuing grant funding and public procurement or group purchasing opportunities for the purchase and operation of autonomous drone system solutions that meet its specific needs but that are not manufactured or assembled by:

(A) an entity included on the Consolidated Screening List, a list of parties for which the U.S. government maintains restrictions on certain exports, reexports, or transfers of items;

(B) an entity the Secretary of Homeland Security, in coordination with the Secretary of State, the Attorney General, Director of National Intelligence, and the Secretary of Defense, determines poses a national security risk;

(c) an entity domiciled in the People's Republic of China or subject to influence or owned or controlled by the Government of the People's Republic of China or the Communist Party of the People's Republic of China, as determined by the Secretary of Homeland Security, in coordination with the Secretary of State; and/or

(D) a "covered foreign entity" as that term is defined under the American Security Drone Act of 2023 (i.e., "an entity included on a list developed and maintained by the Federal Acquisition Security Counsel and published in the System for Award Management (SAM).").

(E) Any subsidiary or affiliate of an entity described in subparagraphs (A) through (D).

BE IT FURTHER RESOLVED that a copy of this resolution be forwarded by the County Clerk to the Governor of the State of Wisconsin, State Senators and State Representatives representing Racine County, U.S. Representatives and Senators representing Racine County, and the Wisconsin Counties Association for consideration.

Your support is greatly appreciated, and I'm excited for the opportunity to continue serving as your representative in Burlington!

In my next term, my focus will be on enhancing parks and recreation, supporting local businesses, investing in mental health and law enforcement, fostering collaboration between government entities, and promoting our community for investment and job creation.
