In December of 2020, the Inclusivity Institute received a grant from United Fidelity Bank to examine ways we could explore expanding the Family Assistance Program in St. Croix or provide capacity support for other CRA-aligned investment ideas to help stabilize and expand opportunities for low- income residents.
Since then, we have been holding stakeholder calls with numerous local non-profit and philanthropic organizations and the VI housing finance agency to gain a fuller understanding of what the biggest barriers to housing and economic stability for low-income residents are in St. Croix.
Through those conversations, we have generated ideas that are responsive to those priorities and innovative in using financial tools to address unmet needs.

A local example of fair housing work in action is research carried out by the Fair Housing Center of Central Indiana released this year showing that homeownership rates overall in Indianapolis are decreasing, but large racial disparities in who is disproportionately impacted.
The report finds that “since 1970, white homeownership rates in Marion County have remained fairly level, decreasing by 0.3% from 1970 to 2019. The largest disparity has Marion County’s Black homeownership rate decreasing by 30.8% during that same time.” https://www.fhcci.org/wp-content/uploads/2022/01/2021-FHCCI-MC-Lending-Report.pdf?utm_campaign=meetedgar&utm_medium=social&utm_source=meetedgar.com
In the 54 years since the passing of the Fair Housing Act, housing gaps persist disproportionately affecting families of color. Throughout the year our programs seek to remedy the harm caused by housing segregation and discriminatory housing policies. This work is critical because homeownership gaps between Black and White households remain stark.

What we do: The Inclusivity Institute works to establish programs that engage the community and to create meaningful resources that can invigorate partners to tackle systemic issues in housing affordability and racial segregation. In the early part of 2020, the Institute worked to create an innovative new rental assistance program model that is a win-win, partnering with landlords to help stabilize renters in their properties. It is aimed at addressing housing inequities and instability among low- and moderate-income renter households and reducing our nation’s eviction crisis. Discussions in early 2020 led to the development of the Family Assistance Program (FamAP)
