West Side Restoration Progress Update

Mountaineer Gas Company (MGC) customers on the West Side of Charleston experienced a gas outage due to a high-pressure water main break that infiltrated the gas distribution system in that area on November 10, 2023.

As of 4:00 p.m., December 18, 2023:
MGC is providing the below information regarding the continued progress being made to restore natural gas services to the West Side area.
• Of the over 270 excavation holes needed to drain water out of the gas lines, approximately 95% have been fully or partially restored (concrete applied) and the remaining streets’ excavation, pending weather, should be completed by the end of the week. Work will continue on sidewalks and residential excavation issues.
• Gas service has been available to 100% of West Side customers since November 24, 2023.
• Approximately twenty-five (25) customers have furnace issues remaining due to parts and scheduling availability.
• MGC still has HVAC contractors (total of twelve) in addition to MGC employees restoring customers’ appliances damaged by water in the gas lines. Depending on the amount of water in the appliances, each customer will have different restoration requirements.
• MGC crews have been to every customer on the West Side and will continue canvasing the area, and certified letters for appointments have been distributed.

MGC Customer Restored Service Information:
• Customers should not attempt to restore gas services on their own.
• Customers should not attempt to use appliances until an MGC employee or contractor has inspected them.
• Customers should not buy or order any appliances or parts. Wait until MGC or the plumbing companies working with MGC have evaluated any damages.
• Customers having remaining appliances or parts damaged due to the outage will have these repaired or replaced at no cost.
• If customers smell natural gas, move to a safe space, and call 1-800-834-2070 and 911.

Mountaineer Gas Company Files Civil Action

Mountaineer Gas Company filed a civil action today against West Virginia American Water Company as a result of the water main rupture that occurred on the West Side of the City of Charleston, which resulted in substantial amounts of water infiltrating Mountaineer’s gas lines. The Complaint asserts that the water company, not Mountaineer, is responsible for the interruption to gas service.

“We firmly believe the interruption of gas service to our customers is a direct result of the failure of the West Virginia American Water Company facilities, and we feel West Virginia American Water should be responsible for the significant costs incurred by Mountaineer,” said spokesperson Senior Vice President Moses Skaff.

According to the Complaint, on November 10, 2023, a water main located on the West Side ruptured, producing a blast of water that broke a nearby gas line. This caused water to infiltrate Mountaineer’s lines as well as some customer lines and appliances. Mountaineer says the water company is responsible for the damages to the gas line as well as the resulting interruption of gas service and damage to Mountaineer and customer facilities. The company said it mobilized crews from across the State to purge its lines of water and restore service to customers. In addition, Mountaineer has paid to replace customer appliances damaged by the water infiltration.

These costs are significant, which Mountaineer demands the water company pay. In addition, Mountaineer maintains the water company should pay all expenses associated with civil actions that have been filed as well as any damages awarded in those actions.

“The company has worked around the clock to minimize the interruption in service and endeavored to keep lines of communication with local officials and customers open, and the company will continue to do so,” Skaff said. “However, due to the pending legal proceedings Mountaineer will focus communications on ongoing developments rather than the matters at issue in the court actions.”

As of 3:00 p.m., November 29, 2023:

MGC is providing the below information indicating progress that is being made as we are restoring customers through this outage.

• West Side Customers impacted by the gas outage which occurred on November 10, 2023, due to the high-pressure water main break that infiltrated MGC’s gas distribution system, will receive credit on their next bill from MGC. The affected customers will be receiving notification of the credit by letter this week.
• Gas service is now available to 100% of the West Side customers.
• Customers that are pending inspection due to their availability are being contacted in person and by phone.
MGC crews have been to every customer on the West Side and will continue to canvas the area through the week.
• There are some customers remaining without the use of their appliances due to water damage occurring.
Restoration to individual customers with appliances damaged due to water will continue as efficiently as possible.
In addition to MGC employees, ten (10) HVAC contractors with over 30 crews are working on customer appliances. Depending on the amount of water in the appliances, each customer will have different restoration requirements.
• Restoration of over 270 excavations on the West Side streets due water in the mains is currently being performed.
• Safety information has been distributed throughout the affected area as gas services are being restored.

As gas is being restored to the main gas lines, several hundred additional customers not previously reported as being affected by water in the mains have been identified. The initial estimated customer outage count reported was based on the assessment of the proximity of the water in the mains at that time. Customer service lines will then need to be individually restored.
• Individual customer restoration will begin once water has been purged from the main/service lines and gas safely restored.
• Depending on the amount of water in the customers lines, each customer will have different restoration requirements. Thus, restoration to individual customers will be a slow process to ensure the safety of the community.

Mountaineer Gas Company (MGC) customers on the West Side of Charleston are without gas service due to a high-pressure water main break that infiltrated the gas distribution system in that area on November 10, 2023.

MGC continues to purge water out of its 46 miles of natural gas service lines on the West Side and restoring customers’ services.

As of 3:00 p.m., November 21, 2023:
MGC is providing the below information to indicate that progress is being made during the outage process and should be considered as estimates as we are restoring customers through the outage.
• Approximately 1,000 customers have gas services restored.
• Gas has been restored to approximately 90% of the 46 miles of gas lines. Anticipated main line system restoration is estimated at four (4) days. As gas is being restored to the main gas lines, several hundred additional customers not previously reported as being affected by water in the mains have been identified. The initial estimated customer outage count reported was based on the assessment of the proximity of the water in the mains at that time.
Customer service lines will then need to be individually restored.
• Individual customer restoration will begin once water has been purged from the main/service lines and gas safely restored.

water main break that infiltrated the gas distribution system in that area on November 10, 2023.

MGC continues to purge water out of its 46 miles of natural gas service lines on the West Side and restoring customers’
services.

As of 3:30 p.m., November 20, 2023:
MGC is providing the below information to indicate that progress is being made during the outage process and should be
considered as estimates as we are restoring customers through the outage.
• Gas service has been restored to approximately 80% of the 46 miles of affected gas line.
• Approximately 825 customers have gas services restored.
• 51 crews from around the state, and over 200 employees along with contractors worked through the weekend.
Crews will continue working through the week, including Thanksgiving Day.
• Customers restoration will begin once MGC has purged its gas main lines from water by the respective areas.
• Anticipated main line system restoration is estimated at five (5) days.
• Safety information is being distributed throughout the affected area.

MGC Customer Restored Service Information:

• Customers should not attempt to restore gas services on their own.
• Customers should not attempt to use appliances until an MGC employee or contractor has inspected them.
• Customers should not buy or order any appliances or parts. Wait until MGC or the plumbing companies working with
