Cheyenne Police Detectives are seeking information regarding a burglary that occurred on June 30 at a residence on Warren Avenue.
Security camera footage shows an unknown male subject entered the home through an unlocked door and then left with bags full of items.

The Cheyenne Police Department is requesting assistance locating a runaway juvenile. 14-year-old, Emily Carbajal, 4'10", 90 lbs, left her residence last night.

Today while the CPD Crime Prevention Team was conducting surveillance, they located Top 10 most wanted suspect Richard Segura. Segura was quickly apprehended and arrested on his narcotics warrant.
Today, working with Cheyenne citizens, officers were able to locate Top 10 Most Wanted suspect Christopher Leyo. K9 Maverick was deployed, and Leyo complied with all commands given to him after K9 warnings were issued, resulting in Leyo being apprehended with no force being used. Leyo had an active warrant for failure to appear out of the Laramie County District Court and is presumed innocent until proven guilty.
The Cheyenne Police Department is seeking information regarding a firearm that may have been owned by Douglas "Trin" Smith, 68-years-old. If you previously acquired a firearm from this individual or have any knowledge of a firearm belonging to this individual, please contact Detective Pendleton at (307) 633-6666. This afternoon, the Cheyenne Police Department hosted a media conference to provide an update related to the 2015 Coin Shop double homicide case.
Cheyenne Police Investigation Leads to Arrest in Coin Shop Double Homicide Case
A suspect has been arrested in connection with the 2015 double homicide that occurred at The Coin Shop located in downtown Cheyenne.
This morning, Cheyenne Police Detectives with assistance of the Siskiyou County Sheriff’s Office (California), arrested Douglas Smith, 68-years-old, of McCloud, California on a warrant alleging two counts of first-degree murder. Smith is now awaiting extradition from California to Cheyenne.
Case Background:
On July 20, 2015, Cheyenne Police Officers responded to a report of a shooting and robbery in progress at The Coin Shop located at 510 West Lincolnway. Responding officers located two victims with apparent gunshot wounds. George Manley, 76-years-old, and Dwight Brockman, 67-years-old, both from Cheyenne, were pronounced deceased at the scene. Their deaths were ruled as homicides.
Since 2015, the investigation has remained open, with assignments to five different case detectives and one civilian. In March of 2023, Cheyenne Police Detectives revisited the homicide evidence, with goals of generating additional investigative recommendations and determining if newly available technologies would produce more leads to solve the case.
“Three years ago, when I was hired as Chief of Police, I became aware of the homicide at The Coin Shop and decided to make this a priority,” said Chief Mark Francisco. “Cases like this can be very challenging with many layers of evidence. Our detectives have been diligently working for almost a decade, and, through detailed analysis, have been able to thoughtfully re-examine the evidence in ways that bring those responsible to justice.”
Case Review and Partnerships:
Since 2023, over 1,500 hours have been spent working on the case. Hundreds of tips, emails, and letters have been reviewed. Additional warrant service operations and interviews were also conducted in California and Colorado with assistance from partnering law enforcement agencies. The cost for travel, testing, and examination during this time period is approximately $11,106.
Cheyenne Police have also worked regularly with federal, state, and local partners to include, the Federal Bureau of Investigation (FBI), Laramie County District Attorney’s Office, Riverside County Sheriff’s Office, the California Highway Patrol, Siskiyou County Sheriff’s Office, the Secret Service, the Bureau of Alcohol, To***co, Fi****ms and Explosives (ATF), Homeland Security Investigations (HSI), and the US Marshals Service.
As a result of their investigation, detectives believe that Douglas Smith, the initial 9-1-1 caller, killed Manley and Brockman on July 20. The case has now been turned over to the Laramie County District Attorney’s Office for prosecution.
“I would like to commend our team of detectives for their tireless work and commitment to building a solid case. I’d also like to thank the District Attorney’s Office, for working diligently to prosecute the case,” said Chief Mark Francisco. “Strong partnerships have resulted in an arrest, which is a step closer to closure for our community.”
Sylvia Hackl, Laramie County District Attorney said, “I have been aware of this crime since it occurred and have followed the investigation since that time. I appreciate the diligent work of our investigators who have brought this suspect to justice.”

Missing Juvenile
Donovan Soza left his residence in the 4300 BK E. 8th Street around 1300 hrs. on June 24, 2024. Soza is driving a 2007 GMC Sierra (WY 2-41442) with a chrome brush guard on the front bumper. Soza is to be 5'6”, 160 lbs and is 16 years old. Soza frequents the downtown parking garage, Cahill Park, and may be camping near Pole Mountain in Albany County, WY. Officer Inman found this good girl in the area of Logan Ave & E 20th St at around 730am today.
She jumped right into his patrol vehicle when he made contact with her.
Unfortunately she will still have to go through the application process to become a Police K9 🫤, but Officer Inman did note her enthusiasm!
She will be at the Animal Shelter on Southwest Drive in the meantime if anyone knows her.

This evening, an officer caught a driver speeding 85 mph in a 30 mph zone near the intersection of Central Avenue and 6th Avenue.
The driver was issued a reckless driving citation due to cyclists being on the road at the same time, pedestrians in the area, and heavy traffic. The penalty is a $750 ticket, a mandatory court appearance, and an automatic license suspension upon conviction.
Four Cheyenne Police Detectives were recently recognized by the U.S. Attorney's Office at the Wyoming Law Enforcement Coordinating Committee (LECC) Award Ceremony for their work investigating a drug operation.
Detectives J. Reiber, M. Freeman, C. Sanne, and S. Smith received the awards alongside other federal, state, and local law enforcement officers who make up the DEA Task Force.
The awards honor work completed during “Operation Shattered Glass,” which led to more than 30 drug-related arrests in Wyoming and Colorado. More than 12,000 fentanyl pills, 600 grams of methamphetamines, 60 grams of he**in, and five guns. Many arrested were charged federally and received 24-120 months in federal prison.
Congratulations, detectives, and thank you for your ongoing dedication to keep deadly drugs out of our community.
The Cheyenne Police Department wants to remind citizens that the downtown parking garage is a great place to park your car or truck while walking around, shopping in the area, or visiting the nearby bar and restaurants. However, our patrol officers will be starting to strictly enforce the loitering-prohibited city ordinance by ticketing those that use the parking garage as a place to conduct "burn-outs," or as an "echo-chamber" for their vehicle's exhaust systems.
9.08.100 - Loitering.
A person is guilty of loitering when he or she:
A. Loiters or remains in or about a school not having any reason or relationship involving custody of or responsibility for a pupil or student, or any other specific, legitimate reason for being there, and not having written permission from anyone authorized to grant the same; or
B. Loiters, remains or wanders in or about a building, lot, street, sidewalk, or any other public or private place without apparent reason and under circumstances which justify suspicion that he or she may be engaged in or about to engage in a crime.
The Cheyenne Police Department is conducting a private training at the Cheyenne Frontier Days arena tomorrow, Monday, June 10. As a result, there will be an increased police presence but no reason for public concern.
The routine training will not result in the closure of any streets and should not interfere with the daily activities of residents in the area.

Yesterday, the Cheyenne Police Department teamed up with local first responders to host a public safety event for regional Junior ROTC programs.
Throughout the day, 110 cadets viewed a series of demonstrations. The Cheyenne Police/Laramie County SWAT team showcased their tactical skills and equipment, the K9 Unit demonstrated skills in apprehension, and the Bomb Squad highlighted technology and techniques used to keep our community safe from potential threats.

Cheyenne Police Warn of Vehicle Theft Trend
The Cheyenne Police Department’s Crime Prevention Team (CPT) is warning the public of a trend targeting Kia vehicles in the south area of Cheyenne. In what appears to be a nationwide issue, techniques to steal these cars are spreading through social media channels - a security flaw allows certain models to be started without the owner’s original key.
In Cheyenne, most cases involve damage to the windows of vehicles and unsuccessful attempts at starting the ignition. Kia dealerships are issuing software and mechanical updates to prevent these thefts – customers can call to determine if their vehicle is eligible to be fixed. Once the update is complete, technicians apply an anti-theft window decal to discourage future criminals.
To help further address this issue, the department is increasing patrols in high-risk areas and is working closely with community members to identify and apprehend suspects. The CPT reminds the public of these tips to prevent vehicle theft:
✔️Park in well-lit, populated areas whenever possible.
✔️Secure valuables: Keep valuables out of sight to avoid attracting attention. Remove personal belongings such as electronics, purses, and fi****ms.
✔️Keep doors locked: Always lock your vehicle doors and close your windows, even when parked at home.
✔️Install Security Cameras: Video evidence can be valuable in these investigations. Install cameras in a location that captures parked vehicles, make sure that they store video recordings, and keep them updated.
✔️Report any suspicious activity to dispatch at (307) 637-6525.

In 2023, the CPT was created to enhance public safety in the community. This team of specialized officers works to identify the underlying causes of crime and collaborates closely with the public to develop solutions. In 2024, the team will continue to use criminal intelligence, public education, and Crime Prevention by Environmental Design (CPTED) strategies to deter criminal activity.
UPDATE: Roads are back open. Two adults were transported to the hospital for non-life-threatening injuries. Driver failure to yield contributed to the crash. Remember to slow down in construction zones and stay alert!

Thursday, July 11 the Cheyenne Police Department is hosting the 15th annual Cheyenne Neighborhood Night (previously named Neighborhood Night Out); a community-building event designed to bring neighbors, businesses, and police together in partnership against crime in Cheyenne.
The CPD will kick off this year’s Cheyenne Neighborhood Night by hosting a Block Captain planning meeting on Thursday, May 30 at 5:30 p.m. at the Public Safety Center located at 415 West 18th Street. Anyone interested in hosting a block party is encouraged to participate.
“Even though we’ve rebranded the name this year, it’s still the same event everyone knows and loves - Cheyenne Neighborhood Night is a fun evening for all,” said Chief Mark Francisco. “Our agency believes in community policing, and this is an opportunity to come together and build relationships that make our city stronger.”
The Block Captain meeting will be informational and feature an open discussion for sharing block party planning ideas. Whether you have hosted a block party in the past or are interested in hosting a party this year, this is your opportunity to begin the process and plan a special event for your neighborhood.
Each year, neighborhood “Block Captains” organize block parties featuring cookouts, live music, and entertainment provided by neighborhood residents with the help of sponsoring Cheyenne businesses, churches, and specialty groups.
“Many times, our community members only meet law enforcement when a crime occurs, but during this event, we are able to talk with residents, hear their public safety questions, and build relationships under positive circumstances,” said Francisco.

Shanna Brubaker is 38 years old and was last seen wearing green shoes, black or gray jeans, a denim jacket, and a cloth or bonnet type cap on her head. Brubaker does not have a cell phone or any means of transportation and has been known to hitch-hike. With the Memorial Day holiday weekend fast approaching, we are partnering with law enforcement agencies across the state in the annual "Click It or Ticket" traffic safety campaign.
Through Sunday, June 2, police are increasing patrols and encouraging drivers to be more vigilant about following traffic laws, like properly wearing a seatbelt.
“We want everyone to safely enjoy the upcoming holiday and the summer season ahead,” said Chief Mark Francisco. “Help keep our roadways safe by slowing down, eliminating distractions, buckling up, and encouraging your loved ones to do the same.”
