Governments are most often the ones contracting these groups to strengthen their war capabilities and assist in a multitude of military tasks, from providing intelligence to fighting in front-line operations. At times, private military companies are used because they are cheaper over the long term, not requiring governments to pay for soldiers’ retirements and health benefits, for example.

The war in Ukraine is demonstrating much of what came out of Britain’s Integrated Review: the importance of cyber and electronic warfare to disrupt command and of bandwidth for directing weapons, as well as the critical value of operations like Orbital. Ukraine also shows, however, that mass is vital, and this can only be provided affordably by reserves.

Army and Marine Corps infantry squads were outgunned in Vietnam by the North Vietnamese Army’s superior AK-47 assault rifles. One would think that maybe, 50 years later, infantry Soldiers and Marines would be able to fire a bullet costing about 30 cents that did not disintegrate in the air. A $200 aiming device developed for hunters would provide the precision needed to hit a distant enemy target with the same relative precision as that of the rifles used by the Taliban. The Army has yet to buy it.

The main difference between success and failure was timing and speed. The mental health providers had a wide range of tactics to gain access to the commanders and subsequently gain their trust. What tactics they used depended on their resources. Because the army values military experience, anyone with military service or endorsement could use that to be recognized as an insider. Because the army values manhood, participating in rigorous training signaled commitment. Because the army values rank and protocol, learning and strictly following these helped communications. Doing each of these things quickly was essential because any specialist will sometimes make recommendations contrary to a commander’s wishes, and it is essential to build rapport before the first conflict happens.
