City of Mandeville, LA – City of Mandeville residents affected by Tropical Storm/Hurricane Francine are advised to get proper permits when rebuilding their damaged property.

Every part of a building — from roofs, walls and siding to plumbing, septic systems and heating/air conditioning systems — will require a permit before rebuilding. A permit is also needed for demolition.

Permits protect owners, residents, communities and buildings by making sure repairs and/or construction meet current building codes, standards, floodplain ordinances and construction techniques. Permits also provide a permanent record of compliance with elevation and/or retrofitting requirements, which is valuable information when selling the structure or obtaining flood insurance coverage.

Obtaining building permits is especially important for those whose homes or businesses are located within a FEMA-mapped floodplain. However, residents rebuilding after the storm event in Mandeville need to know that building permits are based on local codes and ordinances that are enforced locally, not by FEMA.

Officials warn that if proper permits are not obtained, residents may be subject to stop-work orders, fines or penalties.

Contacting your community’s Floodplain Administration at the local permit office may also provide information on how to find licensed contractors. These offices can provide suggestions on consumer protection against unscrupulous contractors, as well as how to protect homes or businesses from future disaster related damage.

FEMA does not recommend or endorse any contractors, and officials warn people to be leery of any contractors who claim they are authorized by FEMA. They are not.

Dear Residents,

I will be attending Parish President Cooper’s press conference in Covington today at 2pm, however, I have just met with our Emergency Team and here are the latest announcements from the City of Mandeville regarding the approach of Tropical Storm/Hurricane Francine:

I am officially declaring an emergency for the City of Mandeville effective tomorrow (Wednesday, September 11) at 7am. I am also calling for a VOLUNTARY EVACUATION for Old Mandeville residents who live south of Monroe Street as we expect high water as early as tomorrow and can last through Thursday or later.

Mandeville City Hall will be CLOSED tomorrow, Wednesday, September 11th and Thursday, September 12th. However, all essential personnel with our Police and Public Works Departments, as well as our Leadership and Emergency Teams will be working. My cell number is 985-630-8578.

A few more tips for during and post storm:

Segregate debris (see image)
It is important to separate your debris and NOT bag any green debris (limbs, leaves, etc.)

Trees:
The City of Mandeville will require a tree removal permit for all hurricane damaged tress unless they are laying on the ground and only require hauling off. The city will waive all fees associated with the storm. The Planning Dept. requires a permit to ensure your contractor is licensed and insured. This is to protect you as the property owner.

Coastal Environmental:
Coastal will finish picking up recycling today, but will NOT pick up garbage on Wednesday, September 11th. If weather permits, Coastal will resume garbage pick-up on Thursday, September 12th. Stay tuned but PLEASE SECURE your garbage cans during the storm.

Damaged Structures:
If you should experience any storm damage on your structure please make sure your contractor is licensed, insured and registered with the City of Mandeville. If you are unsure if you need a permit please contact the Planning Dept at 985-624-3103.

Safety tips to follow before, during and after a storm:
-Have flashlights, a battery-powered radio and extra batteries.
-Make a list of important phone numbers and family contact numbers.
-Make sure cell phones and other devices are fully charged.
-Plan for medical or special needs.
-Operate portable generators outdoors in well-ventilated areas and plug appliances directly into generators with grounded extension cords. Never plug a generator into a wall outlet.
-Assume all downed power lines are live and stay away. Report downed power lines immediately by calling 1-800-622-6537 and 911.
-If water is rising, turn off electricity at the main breaker, evacuate and stay away until waters have completely receded.

CITY OF MANDEVILLE

Sealed bids will be received until the hour of 11:00 A.M., local time, Wednesday, October 9, 2024, in the office of the Purchasing Agent, City Hall, Mandeville, Louisiana, 3101 East Causeway Approach, Mandeville, LA 70448; for furnishing all labor, materials, supervision, etc., and performing all work necessary to complete 2024 WATER & SEWER MAINTENANCE CONTRACT; PROJECT NO.:211.21.003/212.21.003; for the City of Mandeville. Bids will be opened and publicly read aloud after 11:00 A.M. in the City Council Chambers, City Hall, Mandeville, Louisiana. Any bids received after 11:00 A.M. will be returned unopened.

This contract will be utilized by the City of Mandeville to complete general maintenance and emergency work activities for the replacement, repair and/or rehabilitation of the water distribution system and sewer collection system and other related work throughout the City of Mandeville as detailed on the plans and stated in the specifications. This may include, but is not limited to, repair and/or replacement of sewer & water mains, service connections, manholes, fire hydrants, other appurtenances, and the restoration of disturbed surfaces on as needed basis. The contract will be for one (1) calendar year, with the option to extend up to two (2) additional years for a maximum of three (3) year duration. Individual task orders will be issued under the contract, up to a maximum combined value of $4,000,000. No minimum value is guaranteed.

This contract may be fully or partially funded by the FEMA Public Assistance program. Refer to the Contract Documents, as amended, for the federal contract clauses and provisions applicable to this contract between the City and the contractor.

A Non-Mandatory pre-bid conference will be held Thursday, September 26, 2024; 10:00 A.M., at Mandeville’s Department of Public Works, 1100 Mandeville High Blvd. Mandeville, LA 70471; (985-624-3169).

Drawings and Specifications are open for inspection at the Mandeville Department of Public Works Director’s Office, 1100 Mandeville High Blvd., Mandeville, LA, 70471; (985-624-3169). A complete set of bidding documents may be secured from Digital Engineering & Imaging, Inc. located at 3500 U.S. 190, Suite 201, Mandeville, LA 70471; (985-334-4131) by licensed Contractors upon payment of ONE HUNDRED dollars ($100.00) per set. This payment is refundable to bonafide bidders returning the Documents in good condition within ten (10) days after the Opening of Bids.
