Services Available Through the VA Home Care Program
The H/HHA Program may include assistance with a wide range of daily tasks to help veterans continue living safely and independently in their own homes.
Homemaker Services (Help With IADLs)
Light housekeeping necessary to maintain a safe and sanitary environment in the areas of the home used by the patient
Laundering essential to the comfort and cleanliness of the patient
Meal preparation
Grocery shopping
Escorting the patient to necessary appointments
Ensuring patient safety
Home Health Aide Services (Help With ADLs or Personal Care)
Bathing
Toileting
Eating
Dressing
Ambulating or transfers
Active and passive exercises
Assistance with medical equipment
Routine health monitoring
In-home care isn’t just for the benefit of veterans; it provides their family caregivers with valuable respite time and peace of mind. These services can be used in conjunction with others, like adult day care, to ease the caregiver burden on family members and delay or prevent nursing home placement for veterans.
Although veterans can receive more than one type of home and community-based service at a time, note that eligibility requirements for skilled home health care services (e.g., wound care, catheter care, physical therapy, occupational therapy) are different from those for the H/HHA Program.
Many people are aware that the U.S. Department of Veterans Affairs (VA) offers veterans comprehensive health care benefits through the Veterans Health Administration (VHA). Non-Medical Home Care
Non-medical home care (home care) services, offered by caregivers, perform only non-medical care tasks. Payment options are out-of-pocket private pay or long-term care insurance. Medicare does not pay for in-home care because Medicare only covers medical expenses, and in-home care is non-medical.
In-home care is not home health, and it offers:
Assistance with Activities of Daily Living and Personal Care such as feeding, bathing, toileting, dressing, ambulation and transferring
Assistance with Instrumental Activities of Daily Living, such as light housekeeping, laundry, grocery shopping, errands, meal preparation, medication reminders and companionship
Personal Assistant Services (PAS) which includes any hands-on assistance, incontinent care, and bathing
Companionship services which include social outings, playing cards, visiting and conversation, reading books, activities and hobbies, recreational activities and travel
Caregivers provide reminders to clients to take medication
Light transportation
Respite Care that gives caregivers a much-needed break.

A November 2021 study from insurance firm Genworth found that 42 percent of family caregivers experience depression, mood swings or resentment as a result of their labors.
Thirty percent reported sleep deprivation, and 43 percent said caregiving responsibilities have negatively affected their relationship with a spouse or partner.
That's why it's so important to watch for signs of caregiver burnout and take proactive steps to deal with it before it spirals out of control.
Causes of caregiver burnout
Along with the heavy workload and emotional demands of family caregiving, these issues also can contribute to burnout.
• Conflicting demands as you try to balance the needs of the care recipient, coworkers and employers, family members, and yourself.
• Lack of control over money and resources and a lack of the skills needed to effectively manage a loved one's care.
• Lack of privacy because caregiving may leave you with little time to be alone.
• Role confusion, difficulty separating your roles as caregiver and as the parent, sibling or spouse of the care recipient.
• Unreasonable demands placed upon a caregiver by other family members or the person being cared for.
• Unrealistic expectations about the effect caregiving efforts will have on loved ones with progressive diseases such as Parkinson's or Alzheimer's.
