With early voting ending at noon on Monday I began wondering how many had already voted, how many would wait to vote on Election day and how many wouldn’t vote at all. Statistically Presidential election years have the largest voter turn out, however off cycle election years can at times affect your local communities most greatly. This year Mooresville has 3 Town Council positions, the Clerk Treasurer and Town Judge on the ballot. Martinsville has Council, Clerk, Judge positions on their ballot as well. Both of these communities have contested races. I believe voting is privilege that all should respectfully take part in! I encourage all to vote on or by Tuesday May 2nd
Early voting has begun in Mooresville at the First Christian Church 525 N. Indiana St.
Saturday 4/22 & 4/29 8am-3pm
Mon 4/24 - Fri 4/28 8am-4pm
Monday 5/1 8am-12pm
Voting on Election Day, Tuesday May 2nd at all voting locations is 6:am - 6:pm
About the Clerk Treasurers office:
All Clerk Treasurers, in Indiana, are elected for a four year term. The Clerk Treasurer is the Chief Financial officer of the town.
The ranking status of the Clerk Treasurer is on an equal level of the elected Town Council.
The Clerk Treasurer acts as the clerk for the Town Council in that the Clerk Treasurer attends meetings, takes minutes and votes only in the event of a tie.
The Clerks duties include (but are not limited to):
*establish & maintain all personnel records
* compiles, completes & distributes payroll
* administers & maintains records of all oaths
* advertises meetings, legal notices, budgets & financial reports
* receives, process & pays all financial obligations of the town
* acts as custodian of all public records
* oversees all monetary deposits & allocates funds appropriately
* assists with the annual budget process
* responsible for the submitting the annual report
* processing of all payroll deductions; taxes, PERF, etc
* multiple accounts bank reconciliations
* sewer utility billing & payment processing
The only areas the Clerk Treasurer does not have complete financial authority is in the final budget approval and in setting the salary / wages of municipal town employees.
No other elected municipal duties are specifically defined by law as the duties of the elected Clerk Treasurer.

While I enjoyed the ten years I worked for the Town of Mooresville as the Sewer Billing Clerk and I am enjoying my fourth year as the Clerk Treasurer, I could not do it by myself. I would like to take a moment to acknowledge my staff and their years of service.
Deputy Clerk, Debbie Monts will be celebrating 25 years in the Clerk Treasurers office this year! Tammy VanHook, the Accounts Payable Clerk, is beginning her eleventh year with the Clerk’s office. Our Billing Clerk, Linda Davidson is seven plus years in and Kata Kendall, sitting at the front desk, joined the team last year. WOW!!, for those keeping count that is over 55 years of service, experience and knowledge in the Clerk Treasurer’s office.
I want to thank all of these ladies for all of their hard work and dedication. I appreciated their support when I ran for office in 2019 and I am more appreciative for their support and commitment as I look at another term. I couldn’t ask for a better group to do this job with!
As I intend to use this platform as a way for residents of Mooresville to get to know me a little better, I thought I would begin with a brief bio:
I am the third of seven children born and raised in Mooresville, Indiana.
After a brief absence I returned to my hometown to raise my son, Justin. I am now blessed to watch him and his wife settle down and begin raising their children here, as well.
After twenty-nine years working for the Indianapolis Water Company, I was given the opportunity by the Clerk Treasurer Sandra Perry, to come to work for the Town of Mooresville as the Sewer Billing Clerk. While working under the guidance of Sandy I had opportunity to serve as a member of the Stormwater Citizens Advisory Group plus sit on the committee to redesign the Town’s website at the time.
In 2019, Sandra Perry announced her end of term retirement and with her blessing I filed to run for the position of Mooresville Clerk Treasurer. Sworn in as the elected Clerk Treasurer in January of 2020 I am currently beginning the fourth year of what I hope is my first term.
While I have sat on the Board of Directors for the Boys and Girls Club, was President of the Mooresville Fraternal Order of Eagles, I now enjoy spending my free time “hanging” with my three amazing grandkids!

As the Clerk-Treasurer I am happy to share with the town of Mooresville the results of the recent 2020 - 2021 audit. The State Board of Accounts was in the Government Center for six weeks reviewing anything and everything that falls under the Clerk Treasurer’s office.
