The Governor has signed Chapters 55 and 56 of the Laws of 2024, which, among other things, increases the pension for Police Officers who serve at least 25 years in rank, and repeals the five year final average salary in Tier 3.
All Tier 3 members who separate service on or after April 20, 2024 will have their benefit calculated utilizing the average wages earned during any three consecutive years which provide the highest average wage. Wages exceeding 110% of the prior two year averages are excluded from the computation of final average salary.
Police Officers who retire on or after April 23, 2024 and have at least 25 years in rank as a PO will receive a pension calculated based on the salary of a Detective, Third Grade; those with at least 30 years in rank will be calculated based on the salary of a Sergeant. Please note, members must serve this time in the rank of PO; therefore, prior service and pre-membership military time does not count.
The Police Pension Fund is working through this legislation and must update our computer systems. Please be advised that members separating from service and obtaining pension estimates from the Fund will see their benefits calculated without this law change. The Fund will adjust retirement benefits at finalization until our systems are adjusted. We will notify the membership when this is complete and the estimates reflect these amendments.
The Board of Trustees will meet for its monthly meeting on Wednesday, April 10, 2024 . Part of this meeting includes the review of disability applications. Members are not permitted to appear before the Board of Trustees when cases are heard. Applications for disability must be filed at the Medical Division of the NYPD at 1 Lefrak City Plaza, 59-17 Junction Boulevard, Corona, New York, 11368. For assistance filing an application, members should contact the Medical Division and a union representative can assist with the application
The Fund has received inquiries via telephone and social media regarding shortages that may exist in a member’s pension account. A shortage occurs when a member’s pension account balance falls below the required amount. In either tier, shortages may occur because of delays in contract settlements. Retroactive pay from a contract settlement does not include the interest that would have been earned on the retroactive contributions paid by the city on behalf of the member. Interest earned on contributions is part of a member’s required amount; therefore, missing interest can create a shortage, the city is not responsible for interest leading to account shortages.
Recently the Fund sent out Annual Statements. In most cases, if the member has an account shortage, the amount is listed on the statement.
Additionally, form # 85 on our website called Account Shortage Inquiry may be completed and mailed (for either Tier) to the Fund.
In response, the Fund will provide the member with an updated shortage amount and allow the member to choose between making a payment to the Fund or setting up payroll deductions.
For general questions please contact the Membership Services Unit at 212-693-5850.

As you are aware, the Police Pension Fund (“PPF”) began a multi-phase strategic initiative to replace our pension administration system with a new system, known as COPS 2.0, that automates business processes and enables us to serve our members more efficiently.
We are pleased to announce that the second rollout of COPS 2.0 will launch soon! With the completion of Rollout 2, PPF members and retirees will have access to new self-service features in their webCOPS accounts.
To prepare for the launch of these new features and other enhancements, webCOPS will be unavailable from 1800 on Thursday October 19 until 0900 on Thursday Nov 2.
During this time, members and retirees may still correspond via mail, visit our offices, or call 212-693-5100 between 0800 x 1700 Monday – Friday. Any forms that are not submitted in person during this time will need to be notarized. While we can receive documentation, some of our processes will be limited and unable to be completed during this time frame.
When the new features are live on Thursday November 2, log-on and take a look! Your username and password will remain the same. If you have not yet signed up for webCOPS, please wait until we’re live with the new features, then request a registration pin from us by calling (646) 905-5596.
The new URL for webCOPS will be https://webcopsmss.v3locity.com

Today, the Police Pension Fund remembers the 23 uniformed members of the service who died in the line of duty on September 11, 2001, as well as the dozens of officers who have died and the hundreds who have retired on disability pensions for World Trade Center related illnesses in the 17 years since the terrorist attacks. We thank those who work tirelessly to safeguard the City of New York, often putting our safety ahead of their own. The Fund extends our thoughts to the survivors and to the families of the deceased and ill. Always remember, never forget.
