LEGISLATIVE UPDATE 🗳️: SB 999 clears the Assembly Health Committee! Steinberg Institute Senior Advocate John Drebinger III made the case in testimony on Tuesday for this important legislation. This bill, sponsored by the Steinberg Institute, would establish criteria for health plans and disability insurers that protect patient access to timely substance use treatment.

"Close to 80% of appeals are wrongful denials — and these are only for those who have the capacity to appeal their plans’ decisions to regulators. High denial rates are often driven by plans contracting with untrained reviewers. Data from 38 state-licensed treatment centers showed that reviewers with no training in addiction medicine are making determinations. This extends to mental health, eating disorders, autism treatment, and more."

Iqra is pioneering innovative connections to substance use care in the Sacramento community. She has implemented both a substance use navigator program and some of the first free Narcan programs in the area.

Iqra is a California Northstate University College of Pharmacy student committed to helping people with substance use disorders get the care they need. Her research and projects are focused on reaching people with these challenges where they are and overcoming barriers to care.

Do you or a loved one have experience with California’s behavioral health crisis services?

The 988 system in California is being implemented by the California Health and Human Services Agency (CalHHS). Important that process, is hearing from families who have personal experience with our crisis services or who may be at greater risk of engaging with the crisis system.

Please see the link below to participate in a survey that will help guide the implementation of 988 in California.

CalHHS is especially interested in hearing from people who have called the 988 Su***de & Crisis Lifeline or who have experienced a behavioral health crisis event and sought assistance.

The survey should take no more than 5 – 10 minutes to complete. All responses will be anonymous. The first 200 individuals who complete the survey* will receive a $15 online Amazon gift card.

LEGISLATIVE UPDATE!

Two bills we are sponsoring received unanimous support in committees this week.

SB 1082 would require California to update the Community Care Facilities Act in order to ensure Augmented Residential Care Facilities receive the funds they need when caring for individuals with serious mental illness.

AB 2051 would ratify and approve the Psychology Interjurisdictional Compact (PSYPACT) in California. PSYPACT is an interstate compact that allows psychologists to practice telehealth and temporary in-person psychology across state lines.

California needs to reduce unnecessary and traumatic emergency department visits for people in behavioral health crisis. That’s why we are sponsoring AB 2700, Authored by Assemblymember Jesse Gabriel, which increases access to behavioral health treatment locations other than emergency rooms.

We’re grateful for the Assembly Health Committee’s bipartisan 13-0 show of support for the bill.

AB 2700 builds on the success of the 988 and connects individuals in crisis to appropriate care. Our Director of Government Affairs, Tara Gamboa-Eastman highlighted the urgency in Tuesday’s hearing.

We are excited to share our 2024 legislative agenda!

This year we are sponsoring six bills. Each are aligned with our Vision 2030 initiative, which is focused on reducing the cycle of hospitalization, homelessness and incarceration for those living with behavioral health conditions.

The six pieces of legislation are aimed at:
Funding behavioral health in California’s criminal justice system (McCarty, AB 2882)
Improving behavioral health outcomes in our child welfare system (Pellerin, AB 1907)
Reducing emergency department visits for behavioral health crises (Gabriel, AB 2700)
Growing our behavioral health workforce (Bonta, AB 2051).
Holding insurers accountable for providing substance use care (Cortese, SB 999)
Keeping residential facilities open for our most vulnerable (Eggman, SB 1082)

Modernize and strengthen California's behavioral health workforce to meet the diverse needs of the entire state.

Dissatisfaction with mental health care is high among Californians, especially those who have direct experience with the system. Specifically, two in three Californians believe improvement is needed in the treatment of people with serious mental illness (SMI), with 42% saying “significant” improvement is needed.

Advancing Sound Public Policy and Inspiring Leadership on Issues of Brain Health

There are three indisputable facts about mental health in California.

First, everyone knows someone who suffers from a brain illness, though it is rarely discussed.

Second, brain health affects virtually every major budget and policy issue addressed by government: criminal justice, housing and homelessness, the plight of veterans, children and education, and more.

Third, with rare exception, few governors, legislators, or other elected officials choose to prioritize or work substantially on brain health issues.

What’s more, advocacy organizations have collectively struggled to develop and articulate a comprehensive legislative agenda to elevate brain health as a state priority.

The numbers say it all.

- Brain illness is the most frequent cause of visits to emergency rooms.
- Forty percent of permanent disabilities are a result of brain illness.
- One third of people living homeless are diagnosed with a brain illness.
- Thirty percent of the inmates in our correctional system live with brain illness

The Steinberg Institute was created to change the status quo and dramatically raise the profile and increase the effectiveness of mental health policy-making. Founded by Sacramento Mayor and former State Senate President Pro Tem Darrell Steinberg, the Steinberg Institute is dedicated to advancing sound public policy and inspiring leadership on issues of brain health.

The institute supports and encourages legislative champions; helps resolve disputes among mental health stakeholders; engages business leaders and other non-traditional stakeholders; evaluates the impact of investments; and promotes a tangible vision to advance brain health services and support. To help heal the minds of millions of Californians, we first have to change the mindset in Sacramento. Please join us!
