What that means is that, for the first time since 2021, the South Bay International Wastewater Treatment Plant will be able to control its flow of accepted wastewater. City Proclaims Urgency, not Emergency, in Sewage Crisis - Coronado Times 08/09/2024

Declaring an emergency is a legal tool that allows cities to bypass certain restrictions as they address problems under their jurisdiction. The failing infrastructure that dumps millions of gallons of raw sewage into the Pacific Ocean daily is not operated by the city.

The argument, then, is that Coronado declaring an emergency would be purely symbolic.
