Jerry Snow Bella Vista City Council
Questions and answers regarding Bella Vista city government
If you have or are currently experiencing problems with contractors and workers blocking streets as well as trash and building debris in the street - please let me know. Photos would be great. If you contacted the city regarding your concerns, who did you contact and what was the response? Questions or concerns regarding this message, please let me know.
At this Monday's City Council Work Session I will propose a get acquainted seminar about septic tanks for all the new folks moving to Bella Vista who have not idea about the operation and maintenance of septic tanks. Good idea, bad idea or just simply not needed? Would appreciate your thoughts and comments.
I have an amendment to our our burn ordinance coming up for consideration in this month's council sessions. This amendment will deal with the large scale burning of debris from the clearing of building lots. It will cover such issues as excessive smoke, burn must be a specific distance from another structure, a guard must be with the fire until is out and there must be heavy equipment or water on site to put the fire out should it be necessary.
DID YOU KNOW? Builders & Contractors are required to have a dumpster on the job site for the control of their trash and other debris.
I am promoting a bagged leaf collection program for the City. You would bag your leaves and leave them by your drive for a City Truck to pick-up. We're missing a critical part of such a program that being the property for a composting facility to handle the collected leaves.
Any thoughts, concerns, good idea, bad idea, etc. Let me know!!
I would like to have your thoughts and suggestions regarding the establishment of a Bella Vista composting facility. This would be a place where you could take your yard waste, tree cuttings, leaves and such items for disposal. A chipper would be available to reduce small tree limbs and such to composting size. After this material has degraded to a certain point, it would be available to residents. I see such a facility as being of benefit to entire City of Bella Vista. Since there is no longer a stump dump to dispose of such waste, in my opinion we have got to provide our residents with such a facility. This would not be a place to dump large trees and other lot clearing materials. The number one obstacle at this time is a location for such a facility. Thanks for your serious input for this idea.
The purpose of this FaceBook page will be to answer your questions about the happenings in Bella Vista City Government. I believe it is very important that our citizens be aware of the actions and activity of your City Council so that you can ask questions and express your opinions. I would also hope this interaction will help prevent even just a little of the ongoing responsibility confusion regarding the City and the POA. I am looking forward to being of service to the Citizens of our Great City.
The candidate most qualified by experience:
• City & County Government Operations
• Business & Financial Management
• Former Bella Vista City Council Member
• Former Mayor of a small Central Arkansas town
• Law enforcement, Paralegal & Risk Management experience
• Justice of the Peace & Member of the Quorum Court
As a 25-year resident of Bella Vista, I am concerned about the obstacles & challenges we face in dealing with our rapid growth. I am confident my experience will be a valuable asset Our City in dealing with these issues.
Here's an example of the tremendous growth Bella Vista experiencing;
My neighbor's home was recently listed for sale, it sold in 2 days. The realtor agent related there was usually an inventory of around 400 homes for sale in Bella Vista. At the time of my neighbor's listing, there were 96. The agent also advised that any reasonable condition and priced home was being grabbed up as soon as it hit the market. The City's sales tax revenue is being boosted by building supply sales.
Bella Vista is at a very critical stage in the future development of this City. The City is growing at a rate so fast the infrastructure cannot keep up. The demand for City services as well as water and sewer being separate entities will continue to be an ongoing issue. Do I have the answer to solving these concerns? NO, I do not. But, you can be assured as your next City Councilman I will be diligently searching for a solution. We are not the first city to face such a problem. I will appreciate your vote for Justice of the Peace Jerry Snow on November 3rd. Should you have questions or concerns about Bella Vista or the City Government, please post them here for me to answer.

Justice of the Peace Jerry Snow Announces his
Candidacy for the Bella Vista City Council
Jerry Snow has filed as a candidate for the Ward 1, Position 1 seat on the Bella Vista City Council in the November 3 rd General Election. Snow is currently a Justice of the Peace and Member of the Benton County Quorum Court, which is the legislative branch of County Government. Snow’s term on the court expires on December 31 st of this year. He was not eligible to be a candidate for election to the position as he was appointed by Governor Hutchinson to fill a vacancy in February of 2019.
Snow and his wife Cindy are 25 year residents of Bella Vista. He has a background in law enforcement and business management. He last served as a Special Investigator for the 5th Arkansas Judical District Prosecuting Attorney. Snow was the CEO of a dealer finance company before being employed by Sam’s Clubs and moving up the ranks to the Asset Protection Special Investigations Manager. He later retired from Wal-Mart Stores in a like position. He previously served 2 terms on the Bella Vista City Council, choosing not to run again after his last term. Most recently, Snow has had a number of business ventures in the metal working and craft fields. His life philosophy is “be thankful for the opportunity you have for another day. Plus, you have got to keep busy and moving. Otherwise, someone may run over you”.
After a lot of thought and encouragement from a number of residents who feel my background in business and government operations would be an asset to our City Council at this critical time in our progress, it is with great pleasure and much excitement that I announce my candidacy.
