Cap Fendig District 2 Commissioner
Glynn County Commissioner Cap Fendig is a life long resident of St. Simons Island. He is married to Catherine Fendig and has two daughters, three grandchildren.
His experience includes being an at-large Glynn County Commissioner from 2000 to 2008.
The day for Dunbar Creek bridge replacement is now drawing closer.
‼‼‼The Glynn County Community Development Department would like to advise the public that beginning Monday, July 10th through Wednesday, July 12th, there will be single-lane closures on this section of Sea Island Road beginning each night at 10PM and lasting until 6AM.
The lane closures are for the purposes of equipment occupation on the road for soil sampling procedures conducted by the Georgia Department of Transportation’s engineering company.
Thank you Glynn County Glynn County Board of Commissioners, GA DNR, and our GI CVB partners for funding and installing an emergency beach cross over in front of Massengale Park. Another one on the way!
Tomorrow Monday June 12, 2023 there will be our regular meeting of the Transportation Committee (BATS) at the Harold Pate Building to present a variety of issues. This is a group that partners with GA DOT on road projects for the future. An update on Sea Island Corridor expansion will be presented and discussed. I would watch in online.
Also here is the link to the most recent update on Sea Island Road from Demere road intersection all the way to the gate at Sea Island that has been underway by the State of Georgia DOT.
Keeping you informed of all discussions going on and public presentations for your FYI

Arnold Road Final Phases
Arnold Road, Saint Simons Island: Commuters of Arnold Road will experience daily temporary lane closures between East Peachtree and Demere Road. The road closure will begin at 8:00 a.m. on
Monday, April 17th, 2023.
Work must be completed during daylight hours due to the safety issues involved. Both lanes will be reopened following completion of work tasks each day. No water or sewer service outage is expected, and homeowner/business access will be maintained but all other vehicular and pedestrian traffic should be prepared to take an alternate route if possible, during work hours.
Following compaction test concerns, the final phases of the project will include removal of the current road base, dewatering of the roadbed and refilling the base; this will ensure proper
compaction for increased reliability of the paving and integrity of the road.
Once these phases have been completed, final paving is expected to be completed before Memorial Day.
To perform sanitary sewer force main upgrades needed to increase reliability of the existing
infrastructure, BGJWSC replaced 1,050 linear feet of cast iron pipe with C-900 PVC pipe beginning
in November 2022. Cold patch temporary paving was put in place until final paving. BGJWSC and Glynn
County Public Works contractor, Allen Owens Construction and Paving will pave the entirety of
Arnold Road.
Questions regarding this project can be directed to Jay Sellers at 912-261-7123 or
[email protected] or Jason Hartman at 912-554-7469 or [email protected].

Here is the contract work GA DOT is doing replacing Dunbar Creek Bridge and starting work designing the widening of Sea Island Road from to Demere Road starting with Dunbar Creek Bridge. This is the first step effort underway to connect the roundabout improvements at Sea Island Road/Frederica Road to Demere Road going off the island. We are working with GDOT to connect the flow of traffic more efficiently. Please respond to their request for comments.
Thanks,

To the island residents of District 2, the rest of the citizens of Glynn County, and to all those who are feeling angry and broken-hearted over the incidents that have taken place here last Tuesday. As your Island County Commissioner, I want to express how appalled I am over the actions of a group of minors who committed the physical and mental atrocities that caused Trent to be hospitalized and suffer as he has. I am confident the police are doing their job. Let’s all continue to support Trent and his family in his recovery.

Good evening
My phone is ringing off the charts about the hazing and victimization of a local individual. Then in the last few hours a hoax post in social media stated the individual was dead. This is. HACK attempt. it is NOT TRUE he is NOT DEAD. Destroy that link trying to install spyware. I am glad to report he is awake, talking to police and is slowly making progress. Our thanks to our hospital staff. Now an investigation has been underway since his arrival at the hospital and our law enforcement and judicial system partners are reviewing and working on this matter. In the meantime he needs prayer along with his family. Our community heart is outraged of course. The professionals who are to respond are doing so. Thank you for all the information folks have shared. If you have further information call the GLYNN County police at 912-264-1333 to the silent witness line.
Now let’s focus on prayer together for his full recovery

Today Georgia DOT hosted an open house on future widening of Sea Island Road from the intersection of Frederica road going west to Demere road. This looked at 4 lane and 3 lane options. It would potentially be funded by Federal, State and local funding and would include a biking walking pathway. It was a great turnout especially from Hawkins Island and Hamilton and Epworth neighborhoods. This would be the final traffic improvement after Sea Island Road/Frederica road roundabout and the Gateway improvements at the entrance to the island. Road projects of this magnitude take a long time and process. It is also important for Hurricane evacuation. The latest update on Dunbar Creek bridge replacement is 2025 start date. I appreciate my fellow Commissioners, especially Walter Rafolski for supporting the need to invest in future road improvements for St Simons. And as someone always asks and I respond there will be no new second Causeway to the island.

Reminder - we would love to see you!
Brunswick Area Transportation Study (BATS) will be holding a public meeting/workshop concerning the ongoing Sea Island Road Corridor Study on March 8 beginning at 4pm until 6pm at Epworth. There is no formal presentation, the public is invited to attend anytime during these hours for open dialogue. 👍👍👍
CONGRATS CHRIS KIRK!!!
NOTICE TO MY ISLANDERS
NIMBY NOTICE
( not in my back yard).
So the tension between tennis and pickleball players is exactly why I am bringing forth public conversation. As your Island Commissioner I have been listening to this public rhetoric 2 years and now I am challenging my Commissioners and citizens to deal with this issue. Some of the pickle ball players behaving rude. And so are some tennis players. Neither of these in your face behaviors represent the crowd as a whole. So everyone has weighed in to on their view. NIMBY. I will have this scheduled for a vote on the agenda for the March 2nd meeting. There will not be a public comment period. It will be a discussion by the Commissioners after the Recreation department head presents facts on usage and alternative recommendations. Not just what I suggested but some recommendations on what many of you have reasonably pointed out. Then I will ask the Chairman to allow the president of the two organizations to speak 5 minutes to the issue. I would think the two organizations would come in with a peace ✌️ plan for usage Then the Commission will select one of the proposed items on the agenda to vote to approve. Also the County attorney has confirmed the procedures to ban any confrontational persons from the park from any duration including life banishment. Confrontational behaviors are not acceptable and will end By a vote the Commission will decide on this issue and it will be so on March 2nd. 6pm.

Good morning District 2!
On the last day of 2022 I wanted to express some thanks and alert you to 2023 goals and project updates. These will be more elaborated on future meetings , town halls, social media broadcasts.
First I want to acknowledge Commissioners David Oquinn and Bill Brunson who are leaving office. One of the reasons I ran for office was the life long relationship I have had with them personally and the respect I had for their wisdom. The last two years had a huge number of obstacles and difficulties for the County to face. These two men and the other Commissioners worked really hard to do good for their community and though we of course had different views at time each one chose to work together and make the best possible decisions for the people. Thank you Bill and David!
Secondly Bo Clark and David Sweat will bring the same wisdom and passion to join the Commissioners in January 2023. I have known them all my life. I served with Bo’s dad Tommy Clark 20 years ago and expect the same character and ethics to serve from each of these new Commissioners. I personally give the team coming together as an “A” team able to be serving you the people most capably!
3-District 2 Projects
I came onboard with an aggressive agenda for the district in 2021. With your support, we are on target. There were a lot of small and large objectives which I will touch on
1-You told me to clean up our parks, upgrade our parks and create new parks Upgrades specifically for Neptune Park, Coast Guard park, new Glynn Haven park,
Demere Park, Mallory Park, Kings Park St Simons Park we’re on the list and are being done. My last two objectives are two new parks. One to honor the story and legacy of Ebo Landing and another is a Kayak & Paddle Board dock network
2-Bike paths, sidewalks, drainage, paving. These assets provide everyday use by you and our guests. As much as could be done to upgrade these assets we are doing that. And will continue to focus on care and improving these investments
3-The largest issues confronting District 2 is traffic traffic and traffic
First installment of eyebrows and turn lanes whereever feasible is being done
Traffic light sequence improvements are done consistently By the way you cannot imagine the number of hours I have spent sitting, yes sitting at stop lights watching traffic. I have overwhelmingly documented our number one problem is drivers not pulling up to the white painted spot which triggers light sequence changes Secondly out of general fund balance we are focused on the proposed roundabout at Sea Island Road. The design of the roundabout is not costly or a big deal. The real nut is all, I mean all of the utility infrastructure runs under, through, and over and the design and cost issues are the big hurdle and products and labor costs are at a all time high. Not to mention harassment law suits proposed by opposition of this project. Also thanks to you, especially from this district, you empowered the approval of SPLOST which will fund traffic improvements on the island at the “Gateway”. The place and only place you can enter or exit St Simons. The County will immediately put an RFP for design on this project.
Fourth, density. Traffic and over popularity of the island, short term rentals , etc. I have consistently advocated taking actions to save the island character. Some efforts successfully with your help and some efforts initially failed We all see and feel the over intrusion. So I want to challenge your backing as I will make a new push. And I thank my current Commissioners who agreed on certain courses of action already like limiting height of buildings and homes down to 35’ for 95% of the island. My advocacy for stricter rules on historical sub standard lots of record which over the last twenty years has allowed developers to build the density of housing which is undermining the character we desire. Short term rentals I have asked to be capped. Short term rentals have brought me more business than imagined but has invaded our quiet neighborhoods, clogged our roads, increased our county revenues and is the reason for accelerating building and property values. It is a discussion I want us to have again. Lastly I have asked for a LIDAR survey of the island. It was Las done when I served 20 years ago and it will show our loss of canopy Thus tool along with a some day code rewrite and new Comp plan will provide a pathway for those improvements we need to consider.
There is much more to share but enough for today. More to come
Share this please
Happy New Year and yes
Go Dawgs!
Cap Fendig.

UPDATE:
Following an extensive search of Brunswick High by our agency law-enforcement partners, no actual shooter or injuries were discovered at the school. At this time, it appears to have been a prank call, as other school districts in our area have received similar calls.
Officers from various agencies will remain at the school until further notice; however, all other schools have returned to normal day-to-day operations. We are grateful for the swift and diligent response of our SROs and partnering agencies as we continue to make every effort daily to ensure the security and well-being of our students and staff. Again, thank you for your time and patience in this matter.
It was great to see the Spirit of Christmas return to the pier village tonight with the lighting of the Christmas tree and Postell park. Music by the Frederica Baptist Church! A large crowd of all ages enjoying. Weather was perfect too!! In that moment we all enjoyed a spec...
This Monday on November 28th Phase 2 of the revival of Christmas in the pier village will occur. In this picture Chris McDougald is getting the PIER Christmas tree ready to light at 6:30pm along with Postell Park. This effort was funded by our CVB, Sandcastle restaurant, St Simons Bait & Tackle, JC Strother Hardware and a few other donors along with the help of Glynn County Public works partnership to provide electrical and lift equipment to get all up and ready for Monday!! Additionally Keep Glynn Beautiful will do a clean up of Neptune Park and Postell Park IF YOU SHOW up to help. That will start at 430pm. Plus Sandcastle restaurant will be serving hot chocolate and cookies (limited supply) And rumor has it that the golf cart community is going to have a number of Christmas lighted units rolling around the pier! I love our community and the partnership of government, private enterprises, and everyone who helped to revive the Christmas Spirit in the pier village. So will I see you there?

Many have asked for link information to County website and posted updates for Hurricane info See below
As for the days ahead use common sense. There is plenty of official information and directions to help you choose what to do. Stupid decisions will put rescue personnel lives at risk.
I would start today with your plans for various decisions you need to make in the coming days. Be kind and helpful to those around you and begin your prayers for all. Thx. Cap Fendig your island Commissioner
