Texas Parks and Wildlife Department Awards Contract to CCGI client, Integrated Surveillance and Defense, Inc (ISD)

[Wilsonville, Oregon, 5/7/2024] Integrated Surveillance and Defense, Inc (ISD), a prominent aerospace firm focusing on Intelligence, Surveillance, and Reconnaissance (ISR) solutions, is delighted to unveil its latest achievement: securing a $13.6 million USD contract from the Texas Parks and Wildlife Department (TPWD). This collaborative venture is geared towards bolstering the department's aerial surveillance capacities and strengthening their capabilities of safeguarding and preserving Texas' rich natural and cultural heritage.

Under this contract, ISD will provide the Texas Parks and Wildlife Department with two state-of-the-art Cessna® Grand Caravan® EX aircraft equipped with the advanced Shotover M2 Electro-Optical/Infra-Red (EO/IR) sensors. This aircraft is renowned for its reliable and efficient performance, making it an ideal choice for challenging missions, high payloads, and short, rough runways.

The integration of the Shotover M2 EO/IR camera system into the aircraft, utilizing a certified lift, will provide the TPWD’s aviation unit with unprecedented clarity and advanced long-life High-Definition infrared technology. This cutting-edge system features large format color sensors and precision high-magnification zoom optics, enabling the aircraft to maintain greater stand-off distances for enhanced safety and stealth. Additionally, the system includes built-in 4K video and metadata recording capabilities, with real-time overlays for instant identification of locations.

President of ISD, Blaise Dagilaitis, expressed his enthusiasm for the contract, stating, "The addition of these two aircraft with Shotover M2 capability will be a force multiplier for the Parks and Wildlife Department. This modern technology sensor will enable them to conduct missions to manage and conserve the natural and cultural resources of Texas efficiently. Additionally, the aircraft will provide crucial support and additional resources for other law enforcement agencies, especially in rural areas, in search and rescue operations, manhunts, border security operations, and disaster impact assessments."

Blaise added, “The solution that will be provided to the TPWD follows ISD’s successful $9.1 million program with the State of California’s Department of Fish and Wildlife, which provided and equipped one Cessna 208 and upgraded one Vulcanair P-68 each with a High Definition MX-15, tactical radios, Persistent Systems datalinks and Shotover Augmented Reality mapping systems.”

Excited to announce that CCGI client, Integrated Surveillance & Defense, was awarded a $4.6 million USD contract by the Iowa Department of Public Safety's Iowa State Patrol (ISP) to provide a state-of-the-art Cessna® Grand Caravan® EX aircraft with advanced surveillance technology.

The aircraft will have a side mounted L3Harris MX-15 Electro-Optical/Infra-Red (EO/IR) sensor, the Shotover Augmented Reality Systems (ARS) mapping system, and the VISLINK AeroLink Downlink.

Example of a side mounted EO/IR system can be seen in the aircraft photo below, which ISD provided to the U.S. Air Force.

The integration of the MX-15 EO/IR camera system onto the aircraft will provide the ISP with a medium-altitude surveillance, reconnaissance, and search and rescue capability. The camera system offers multi-sensor imaging and lasing payloads and High Definition EO and IR imagery. It also provides real-time image enhancement for EO day, EO night, and IR, which greatly enhances image detail and scene contrast.

The aircraft will also feature the Shotover Augmented Reality System (ARS) mapping system application, which provides advanced sensor control, recording, playback, and export capabilities. This system provides situational awareness to the user with information about the sensor's pointing location
relative to the aircraft and geographic references. It also enables ISP officers to track targets, obtain accurate speed and heading, and provide map location capability.

Furthermore, ISD will provide the Vislink Aerolink Transmission System, which will enable the transmission of digital HD video collected by the aircraft to ground-based elements. This system can transmit a 4K video stream or two 1080p HD video streams simultaneously providing the ISP actionable intelligence, facilitating its operational flexibility, and enabling fast and effective decision-making by their command elements.

President of ISD, Blaise Dagilaitis, expressed his excitement for the contract, stating, "The Cessna Grand Caravan EX with EO/IR capability will complement the Cirrus SR-22 and Cessna 206s delivered in 2021 and enhance the ISR capabilities of the Iowa State Patrol. Additionally, the selection of the same mapping system in this aircraft, along with the Cirrus SR-22 and Cessna 206s, enables commonality, which reduces training and maintenance time, while increasing operational effectiveness."

Integrated Surveillance and Defense Wins $33.8 Million Navy Contract to Upgrade Aircraft and Mission System Simulators for Indonesia 18/03/2024

CCGI is proud to have contributed its business development and Asian expertise in supporting our client Integrated Surveillance and Defense’s (ISD) recent award.

ISD was awarded a contract by the U.S. Naval Air Warfare Center Aircraft Division (NAWCAD), for the Indonesia Navy (TNI-AL) Maritime Patrol Aircraft (MPA) mission systems upgrades, modifications, and related support program.

Under the contract ISD shall upgrade two CN-235 maritime patrol and modify one King Air 350i aircraft with proven maritime surveillance systems. They will also manufacture and deliver one Mission System Simulator (MSS) for training and provide a Field Service Representative (FSR).

The ISD solution will consist of the installation and integration of a maritime surveillance radar, electro-optical/infra-red sensor, airborne Automatic Identification System (AIS), mission management system (MMS) and data link communications. The period of performance and delivery of the aircraft shall be 24 months.

ISD has been a key system integrator of maritime surveillance systems for CN-235’s for the past 12 years, installing and integrating solutions in Indonesia for two Navy and one Air Force aircraft, as well as for three Royal Malaysian Air Force (RMAF) and one Sengalese Air Force (SAF) platform.

All installation and integration work has been in collaboration with Indonesian Aerospace (PTDI), with installation in Bandung, Indonesia. ISD’s mission system has been certified by the Indonesian Defence Airworthiness Authority (IDAA) for the CN235 aircraft.

Additionally, ISD has integrated and installed ISR equipment on over 20 King Air aircraft, to include the Victoria Police (Australia), Mexican Air Force and Navy, Guatemala Air Force, Egyptian Air Force, Turkish Land Forces and Jandarma as well as the Nigerian Air Force. ISD is also the prime system integrator for nine US Customs Border Protection (CBP) Multi-Enforcement (MEA) Land Interdiction (LI) aircraft.

Blaise Dagilaitis, President of ISD, said of the recent contract, “Installation and delivery of ISD’s solutions will provide a common mission system for Indonesian Navy and Air Force aircraft, resulting in standardized mission ex*****on and training for all operators, resulting in increased mission effectiveness. Additionally, this program will enable a common equipment spares pool that can be used across platforms, thus reducing life cycle and maintenance costs”.

CCGI’s maritime security consultant, Ray Corrigan, recently participated in SRT Marine’s product development workshop at their facility in Cardiff, Wales, UK.

The workshop was focused on SRT’s MDM systems for Coast Guards and Navies and VMS Fisheries Systems.

In working with SRT’s product development team, as well as with other end user experts, Ray brought over 20 years of US Navy maritime security operational experience and 20 years of defense/security industry program implementation to brainstorming sessions, which explored end user interaction with solutions, their design, usability, how the products met the needs of operators and future growth to incorporate new and developing technologies.

This is part of CCGI’s work in supporting the rescue, support & education of marginalized castle groups in Nepal that are at risk of human trafficking.

Founded in 2009, Light House Foundation Nepal (LHFN) is a non-governmental, non-profit organization which aims to advance the lives of destitute and socially excluded children, and to enhance the livelihood of the children who are at risk of sexual abuse and/or human trafficking.

LHFN focuses on providing proper accommodation and education. They have been providing housing for around - 510 children from the Dalit and Badi communities of the western region of Nepal, along with the children recommended by the Government authorities. The aim is to reduce discrimination and encourage equality for all, regardless of caste, gender or socio-economic status.

Integrated Surveillance and Defense, Inc (ISD), supported by CCGI’s Ray Corrigan and in country partner, Aerospace Engineering Services Joint Stock Company (AESC), had a great day of meetings with the Vietnamese Air Force, Navy & Coast Guard in Hanoi, Vietnam recently.

It was an outstanding opportunity to visit AESC’s facility, see its repair and overhaul, aircraft part design and manufacturing, spare parts support and training services.

In its meetings with Vietnamese customers ISD shared details on its capabilities to install high-end EO/IR cameras, radars and surveillance sensors on aircraft as stand alone systems or sensor suites that can be fully integrated with existing on-board navigation and control systems.

ISD and AESC look forward to providing proven solutions to enhance the ISR capabilities of the Vietnamese military and security forces.

CCGI client, Integrated Surveillance & Defense (ISD), announced recently that it had developed and introduced a quick reaction sensor pod for surveillance applications.

The Expeditionary ISR POD System (EIPS) is a flexible and cost effective solution that was developed to support a customer that had a need to perform ISR missions on short notice and no dedicated aircraft.

It is a unique system that can act as a force multiplier for a country with limited, dedicated airborne ISR assets.

Light, compact and portable, fitting within a standard Pelican case, EIPS supports multiple EO/IR turrets and mounts to aircraft with no permanent modification and is compatible with multiple commercial type fixed and rotary wing aircraft.

EIPS is easy to install and remove, taking less than 15 minutes, and is a stand-alone solution requiring no aircraft modifications or cabling needed for full operations.

Operationally, EIPS is controllable from the cockpit, has a video datalink (data and voice) to a hand-held ground terminal and has an endurance equal to the aircraft’s fuel capacity.

Raymond Corrigan, CCGI’s principal consultant, will be attending INDO DEFENCE 2022 EXPO & FORUM.

This is the 9th edition of this show, which will be held 2 – 5 November 2022 at Jakarta International Expo (JIExpo) Kemayoran, Jakarta – Indonesia.

The expo is hosted by the Ministry of Defence of the Republic of Indonesia and is held concurrently with the 7th INDO AEROSPACE 2022 Expo & Forum and the 6th INDO MARINE 2022 Expo & Forum.

Raymond Corrigan, CCGI’s principal consultant, and Angela Corrigan, CCGI’s Senior Consultant, attended the Singapore Council of the US Navy League’s annual Navy Birthday Ball in Singapore.

Held on 15 October 2022, the ball was attended by more than 400 people and celebrated the 247th Birthday of the US Navy.

Guest speakers were Mr. Charlie Brown, President of the SIngapore Council, His Excellency Mr. Jonathan Kaplan, Ambassador of the U.S. Embassy in Singapore and Rear Admiral Mark Melson, Commander Logistics Group Western Pacific.

CCGI’s Raymond Corrigan had the pleasure of hosting the Luck Draw, distributing prizes to lucky attendees.
