ALERT! ALERT! ALERT!!!!!!!!! SHARE! SHARE!!! SHARE!!!! I hinted about it the other day but out of respect didn’t announce details, and now here it is OFFICIAL. DECEMBER 14th at the Oklahoma Capitol, a committee created by Representatives Echols and Fetgatter will conduct hearings about the current state of medical ma*****na in Oklahoma. PLAN TO BE THERE PLEASE or plan to watch from home. If you are a business, this would be a day to shut down for a few hours to participate in the legislative process. Lots of topics will be covered from my understanding, including many items I posted here recently. I will post that list again below of what I think needs attention in 2021. Tell me what I missed or need to change? Oh, and you may all just hear some talk at this about a move toward adding FULL ACCESS to the existing medical program in 2021 (as everyone knows, I support this fully provided it’s only a point of sale difference and not a convoluted mess like a dual system). THIS IS HUGE!! Please give a shout out to Representatives Echols, Re-Elect Scott Fetgatter State Representative House District 16, Speaker McCall, and all of those that help us in our drive to make this program the envy of the world.
This is my 2021 Agenda for things that need attention. Again, post in the comments if you think I’ve missed something or got something wrong.
Patient Areas:
1. Fix Safety Sensitive Job Language;
2. Revise DUI laws related to medical ma*****na (this one still baffles me how to fix, but I’m working on ideas);
3. Dismiss and expunge most if not all old ma*****na convictions (if someone was arrested for murder and also caught a felony for ma*****na at the same time, I’m not much worried about helping their criminal record).
4. Expand patient protections from the sale or otherwise unauthorized use of their personal information.
5. Expand access to medical program for those residing in other states.
6. End tax on disabled veterans’ medicine. Heck, remove it on all disabled persons medicine.
7. Lower or remove medical patient license fees (at a max it should be $20 in my opinion).
8. Remove excise tax on medical ma*****na.
9. Allow doctors to issue lifetime medical cards for certain chronic conditions.
10. Allow doctors to issue a temporary medical card to patients at time of visit.
11. Add protections for pain patients using medical ma*****na (prohibit doctors from considering or asking about medical ma*****na use in pain management cases).
12. Authorize adult use over 21 without a medical card (provided only if it’s only a difference in tax and not an entirely different system or a different license). Let’s keep it simple shall we?
13. Allow patients to share harvests under certain circumstances.
14. Provide for patient cultivation centers where patients can collectively come together to grow.
15. Delivery of medicine
Businesses:
1. Remove OMMA from Department of Health.
2. Affix requirements for qualifications of OMMA Director and other positions (I may be flexible on this one, but jury is still out. We shall see how things progress in the next few months).
3. Provide OMMA with regulatory teeth and enforcement power.
4. Fix 10 pound batch issues.
5. Revise licensing requirements to prevent bad actors from jumping to new licenses.
6. Fix lab language to resolve issues relating to lab procedures, validity of results, the sales of test results (I saw a test with 32 plus percent THC on flower 2 days ago) etc). There is a lot to fix in this category.
7. Allocate some income from ma*****na sales to economic development (why are we not using money we are making on medical ma*****na to entice those making things like lights, packaging, soil, nutrients, etc to relocate their operations to Oklahoma? Our property is cheaper generally, labor costs are lower, taxes are lower, etc.) I would love to actually see this become a Green Gold Rush.
8. Remove OBNDD from involvement, or at a minimum make it one license issued with the OMMA instead of the dual process).
9. Increase penalties for willful violation of the rules.
10. Prohibit county tax assessments on medical ma*****na business assets (they already can’t deduct ordinary business expenses for income tax purposes due to 280E so it’s not asking much).
11. Remove the Certificate of Compliance requirement and prohibit cities and/counties from unreasonably regulating (Broken Arrow, Wagoner and Rogers Counties, I’m looking at you, among others!!!).
12. Amend the stand alone Transport License (not the one you get with a grow, dispensary, or processing license) to convert it to a wholesale/broker license.
13. End unregistered broker activity (this is where all, or at least most, of the failed medicine is coming from).
14. Fix packaging rules to allow for flexibility in package design.
15. Beef up language related to interstate transport of medical ma*****na from Oklahoma in the event of federal legalization or rescheduling.
16. Incentivize research via grants.
17. Create a proper industry advisory board, made up of actually industry experts and patients, which must approve rule changes before they can be presented to the Governor for signature.
18. Fix the Metrc issue regarding RFID (in fact, out right prohibit omma from requiring it if I don’t take them to court first);
19. Fix distance rules;
20. Everything else in HB3228 that is still a good idea.

A little heads up to my OK Cana family.
Just got notice from OBNDD that my license has expired BUT I renewed in September and have the receipt.
Called them and it appears they have a IT issue. Bet I’m not the only one this happens too.
Anyone else experiencing this ??
