Minimum Transaction Amounts

Visa and MasterCard are very specific when it comes to having a minimum transaction amount for credit card transactions. The rules for setting a minimum transaction amount are as follows:

The MTA must not be greater than $10.00 USD on credit transactions.
The MTA must not be discriminatory between Issuers or between Card Brands.
Merchants can only establish an MTA on credit cards.
Merchants cannot establish an MTA on debit cards. All debits must be accepted regardless of transaction amount.

Visa has informed us that they are seeing an increase in merchants who are non-compliant with card brand rules and risk being shut down.

Visa Adjusts Chargeback Rules to Help Businesses.

Friendly fraud has become so problematic, it can account for up to 75% of all chargebacks, according to Visa Inc. As with all disputed card transactions, which include items purchased with stolen card credentials, the merchant must provide proof the transaction was legitimate to avoid a chargeback. To help merchants tame the growing problem of friendly fraud, Visa late Thursday announced it is altering its chargeback rules to allow merchants to provide additional information to prove a disputed purchase is legitimate.

The change, which will go into effect April 15, 2023, will allow merchants to prove the validity of a transaction by providing such information as examples of the customer previously using the same payment credential at their store, a customer’s login credentials, and proof the customer has used the product.

Buyer beware. It seems that North American Bankcard has sent out a mailer noting that Cash Discounting is no longer legal and that they offer the only legal program in the industry. Needless to say this is very misleading. It has come to pass that Visa and MasterCard no longer accept the term "Cash Discounting" when marketing the zero fee program, not the program itself.
