Comprehensive learner records are the “infrastructure” of skills-based hiring. But are postsecondary institutions offering them? Planning to offer them? Have the building blocks in place to make them possible? New research from CAEL and The EvoLLLution explores these topics. Among the findings is that even as a vast majority (86%) of higher education institutions acknowledge that postsecondary education models need to be designed around well-defined skills and competencies vital for today’s workforce, only 22% have fully implemented the skills-based frameworks that would be needed to support CLRs.
