What to make of these numbers re: Policy changes at the federal level (HUD) in 2013 re: criteria and funding to decrease unsheltered homelessness resulted in the following results over a five year period from 2014-2019 as we have followed the new policies...
Keep in mind that funding has increased every year for the past 10 years. For the 10 years prior there was also a massive effort nationwide to end homelessness by 2015. The word "end" was a misnomer. You can't stamp it out completely. At any given time someone is newly homeless. The big fat question is how to address it immediately?
Funds were allocated and helped 42.7% more clients from 2014-2019. Unsheltered homelessness rose 20.5% nationally over the same period!

INSLEE EXTENDS EVICTION MORATORIUM
Posted By: Radio Pacific, Inc June 3, 2020 @ 5:17 pm Northwest News
OLYMPIA (AP) — Gov. Inslee has extended the state’s eviction moratorium through Aug. 1. He says the intent of his order is to prevent an increase in homelessness during the ongoing coronavirus pandemic.

The moratorium, in place since March and extended once, was scheduled to expire this week.

It prohibits, with limited exceptions, residential evictions and late fees on unpaid rent. It also requires landlords to offer residents a repayment plan to catch up on unpaid rent.

Huge kudos, love, warmth, gratitude for those who are well enough and brave enough to continue this important support work. Things are complicated for both our homeless communities and our supportive agencies during this shutdown.

“Drive-In WiFi Hotspot” Available for Free Internet Use

In response to the impacts of COVID-19, new Drive-In WiFi Hotspots provide free temporary, emergency internet access for Washingtonians who do not have broadband service to their homes.

Our Clallam County site has been selected as one of an initial fifteen locations in Washington to participate in the project. It provides wireless internet access throughout the entire Forks Branch Library parking lot. This WiFi hotspot is supported locally by the North Olympic Library System (NOLS) and WSU Clallam County Extension. There is a specific emphasis on student access but is available to all residents. In addition to access for remote learning, it can be used for job searches, telehealth, telework, unemployment filing, census participation and other uses. The site is in located at 171 Forks Avenue South, Forks, WA 98331. NOLS also provides free WiFi in its library parking lots in Clallam Bay, Port Angeles and Sequim.

We are delighted to offer this free internet access in our community. COVID-19 has shown a light on how critical broadband is for our economy, educational needs and quality of life for all our residents,” said Noah Glaude, Assistant Library Director.

Anticipated WiFi coverage area is 1000-2000 feet diameter around each access point. Each location will include network security protocols and promote Governor Jay Inslee’s social distancing requirements during the COVID-19 outbreak. You are asked to respect the property of those who have offered its availability.

Clea Rome, WSU Clallam County Extension Director, explained, “When you log on you will be asked to identify your uses such as education, telehealth, job search or government services. This information will help determine the important reasons we need to increase broadband availability to homes and businesses in our area.”

This project was launched in collaboration with Washington State University Extension, the Washington State Library, part of the Washington Office of the Secretary of State, and the Washington State Broadband Office. Equipment for the first 15 sites was generously donated by Microsoft. Counties participating in this first phase of this project include Asotin, Clallam, Ferry, Garfield, Grant, Grays Harbor, Island, Okanogan, Pend Oreille, Pierce, Skamania, Stevens, Wahkiakum, and Yakima.

Over the next few weeks, additional Phase Two sites will be offered at WSU Extension offices, libraries, schools, and other locations across the state. Phase Three is dependent on funding and site selection based on areas of need. Efforts are underway to identify sites that meet those with the greatest need through a selection process that includes school free and reduced lunch programs data and reported regional unserved access areas.

A State Drive-In WiFi Hotspot locations map created in collaboration with the OCIO (Office of the Chief Information Officer) and WaTech will be available at www.driveinwifi.wa.gov. This map will be continually updated as new sites are offered across the state.

Though this project does not expand networks to homes or businesses, it does offer an immediate source for internet in regional locations for citizens, students, and workers during the COVID-19 emergency. The project partners and supporters are committed to continuing

work beyond this crisis to ensure all in Washington have access to affordable, reliable, redundant and broadband and the skills to successfully use it.

For questions or more information about our Clallam County site, please contact:

Many parts of Clallam County do not have adequate internet service. Through Washington State University Extension, the Washington State Broadband Office, the Washington State Library and Microsoft, free, wireless internet access is available in the parking lot at the Forks Branch Library. People receiving Supplemental Security Income (SSI) who did not file 2018 or 2019 taxes, and have qualifying children under age 17, however, should not wait for their automatic $1,200 individual payment. They should immediately go to the IRS’s webpage www.irs.gov/coronavirus/non-filers-enter-payment-info-here at and visit the Non-Filers: Enter Your Information section to provide their information. SSI recipients who have dependent children and did not file 2018 or 2019 taxes need to act by Tuesday, May 5, in order to receive additional payments for their eligible children quickly.

If people in this group do not provide their information to the IRS soon, their payment at this time will be $1,200 only. They would then be required to file a tax year 2020 tax return to obtain the additional $500 per eligible child.

Direct Express Card Holders You may use the Non-Filer tool, but you will not receive your $1,200 payment on your Direct Express card. Our Story

Clallam County Homeless Outreach is a 501 c3 non profit organization Tax ID #45-5570501 which sponsors this county-wide annual event called Project Homeless Connect. The event offers on-site services and builds community connections with people experiencing homelessness or at risk of becoming homeless in Clallam County. This project is modeled after an innovative initiative launched in San Francisco in 2004 that has inspired similar outreach efforts in hundreds of cities across the country.

On March 6th, 2020 Clallam County will be hosting its eleventh annual Project Homeless Connect. This event's success is based upon volunteers partnering with city/county government, non-profits and the private sector to provide a one-stop shop of health and human services for homeless individuals and families in Clallam County. Services include housing referrals and placement, employment services, medical care, eye doctors, dental, mental health and substance abuse care, benefits advice/enrollment, haircuts, food and clothing, legal services & veterans services, and much more.

We invite everyone in our community to make a difference one person at a time by participating in this event. Please support this cause, invite others to join and volunteer. Together we can help to write the next chapter in the lives of our neighbors and help reduce and prevent homelessness in Clallam County.

We welcome and appreciate financial contributions as well as volunteer contributions. Checks can be made payable to Clallam County Homeless Outreach and mailed to PO Box 804 Port Angeles, WA 98362. Our treasurer will mail you a tax deductible receipt :)
