IT WAS NOVEMBER 1873...
The Clay County Commissioners’ Court is meeting for the first time, but there is not yet a courthouse. The county is renting homes and storefronts in Henrietta to hold court, paying the property owners $1.00 per day.
In true governmental fashion, the very first official order of the Court is the establishment of taxes which were levied and collected on various businesses, including the sale of “intoxicating liquors” which was taxed at a rate of $25-$100/year. “Food Pedlers” with or without a horse or yoke of cattle incurred a tax ranging from $5-$25/ year. Hotels, cook shops, wholesale merchants, persons selling or bartering medicines, land agents, physicians and surveyors are among those who generally paid $5 per year in taxes. It was ordered that vendors of fruit trees, goods, and wares manufactured in Texas were exempt from paying a tax.
Court Order No. 2 established an ad valorem tax to be levied and collected for the upcoming year of 1874, of 5 cents on each $100 of taxable real and personal property for road and bridge purposes.
Order No. 3 created a special tax of 10 cents on each $100 of taxable property “to be applied for the er****on of a courthouse at the county seat of Clay County known as the town of Henrietta”.
Order No. 4 authorized the reimbursement of the Clerk who had purchased out-of-pocket the blank record books in which these court minutes were written.
This original 1873 record book, Commissioners’ Court Minutes Volume I is one of many historical books the Clerk’s office has had mended, bound and preserved in recent years. All public county records are available for public viewing at the Courthouse Annex.
