Alert for Drivers from MoDOT: The I-229 Double-Decker Bridge will be closed from September 9-13, weather permitting, for a biannual inspection. During this closure, crews will also take advantage of the time to complete various bridge maintenance and repair work. As the area has been placed under a heat advisory from 1pm today, August 24, through 8pm on Sunday, August 25, here are some safety tips to keep in mind:

-Authorizing the issuance of a purchase order to Auxier Construction Company in the amount of $466,384.26 for the Civic Center Park sidewalk and landing improvement project utilizing previously-approved American Rescue Plan Act funds
-Authorizing ex*****on of Change Order No. 1 with Brooner Construction & Crane in the amount of $10,086.00 for restroom facilities renovations at the Joyce Raye Patterson 50+ Activity Center, Northside Complex, and Bartlett Park and an amendment to the capital projects fund budget to provide the necessary funding
-Authorizing the ex*****on of a lump sum contract with DS Industrial Solutions and an amendment to the landfill fund budget in an amount not to exceed $118,120.00 for the landfill epoxy floor project

It's hard to believe, but the new school year is just around the corner. As students get ready to head back, remember to always be aware of your surroundings. Here are some safety tips to keep in mind:
🍎Watch for children crossing streets or waiting at bus stops.
📚Exercise caution in school zones.
🚍Know the bus routes in your neighborhood.
✏️Remember you must stop for school buses.
📓Slow down and be mindful of posted school zone speeds.
🖍The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them to safely enter and exit the bus.

The community engagement open house will take place at the Felix Street Square concessions building, located at the intersection of Felix and 7th Streets.
Share your aspirations to shape the initial planning of the performance and spectator area of Coleman Hawkins Park. City staff will be joined by the project contractor, Goldberg Group Architects, to facilitate discussions and listen to community input. Together, the purpose is to identify shared ambitions, common goals, and collective values on the renovation. Funding for the renovation is provided through the Parks Half-Cent Sales Tax approved by voters in 2021.

Starting on Sunday, August 18, the St. Joseph Animal Control & Rescue shelter will be operating under new hours. The shelter will be open to the public Tuesday through Sunday from 1-5:30pm. Interim Finance Director Dawn Lanning has been named as the director for the Finance Department for the City of St. Joseph.
Lanning is a native of St. Joseph and has been with the City of St. Joseph since 2000. She was named as the interim director in March 2023 and has led the department through completion of the FY23 Annual Comprehensive Financial Report and development of the $215,000,000 budget for fiscal year 2025. Under Lanning’s leadership, the department has enhanced analysis and reporting, improved the annual budget development process, and focused on the services provided by the Finance Department to other city departments.
City Manager Bryan Carter has been impressed by Lanning’s leadership, stating “Dawn’s leadership skills and the experience she has gained in her 24 years serving the city enabled her to immediately begin implementing positive process improvements within the Finance Department. Her ability to develop relationships also enhanced the service the department provided to other city departments and to the public. She has been a stabilizing influence whose work will, undoubtedly, continue to improve the service provided by the department.”
Mayor Josendale added “Dawn’s work has produced optimum transparency for city administration and the City Council. She has consistently provided understandable financial information that has enabled both the council and city administration to make well-informed decisions on a day-to-day basis and through the annual budgeting process. I’m excited to work with Dawn as the city strives to achieve its strategic goal of ensuring fiscal responsibility.”
Lanning’s appointment is effective immediately and her salary will be $120,743.

Bryan Carter has announced his resignation as St. Joseph’s City Manager, effective September 6, 2024. Carter has served in the City Manager role since January 2021, when he was initially named Interim City Manager. He previously served in the city’s legal department beginning in 2011.
As City Manager, Carter has worked closely with city staff, the City Council, and community leaders to position St. Joseph for growth and redevelopment. Their efforts included implementation of a new long-term strategic plan focused on optimizing resources and building connections with the community and developing tax initiative proposals that were overwhelmingly supported by voters. Those efforts will enable significant improvements to public infrastructure and serve as a catalyst for growth.
Carter noted that leaving the City Manager role was a difficult decision, but one that will enable him to pursue other personal and career objectives. He stated, “I have been honored to serve as St. Joseph’s City Manager. I appreciate the immense support the City Council, our community members, and our dedicated city employees have provided. Although I will be stepping away from the City Manager role, I remain excited for St. Joseph’s future and will continue to be an advocate for this community.”
Mayor Josendale offered his immense gratitude to Carter for his service to the community, “Bryan has worked hard to establish solid partnerships with our community partners and help further the growth and development of our community. We wish him nothing but the best as he moves into this next chapter in his life.”
The City Council will appoint an interim city manager upon Carter’s departure and begin the search for a replacement immediately.
