At this same time last year we had identified 92 victims, meaning that with the help of our supporters we have identified 157 more victims than at this same time last year!

📧 Project 1591® is the first-ever 24/7 crowdsourcing process and platform that harnesses the power of skilled volunteers to help illuminate victims of s*x trafficking in the United States to law enforcement. Each Publicly Available Information Report (PAIR) developed through this process is individually vetted by a Guardian Group analyst and then delivered to active law enforcement partners via a state-wide distribution email list. The internal Analysis Team focuses on locations in the United States that we have local law enforcement partners ready to receive this information and take action. As our law enforcement partnerships grow this allows our team to focus efforts in new areas. In October this resulted in the identification of victims in 3 new states.

One incentive to the Project 1591 volunteer force is that they are allowed to search anywhere in the US that they would like. If a victim is identified in an area outside our current law enforcement partnerships, the lead is still validated. These situations create an engagement opportunity for our Analysis Team to connect with the local law enforcement, in hopes of providing a path to freedom to the identified victim as well as providing future support to these officers.

S*x trafficking of a teen, s*xual assault land Topeka man behind bars The s*x trafficking of a teenager in the Capital City has landed one man behind bars after he was accused of s*xual assault.

First, this victim is incredibly brave for getting help not only for herself but also to protect her sibling. ❤

Second, this situation is a perfect example of how long these cases can take. The victim asked for help in August of 2022 and both predators are currently waiting for their court dates over a year later.

Project 1591, our volunteer program uses the force of those with Open-Source Intelligence (OSINT) skills to fill the gap that exists in law enforcement’s ability to combat this crime alone.

First a volunteer must take the PURSUIT® Volunteer Training and Assessment course. This course will teach someone what s*x trafficking looks like on the internet; it will not teach OSINT skills. Once the course work is complete the volunteer is asked to show what they learned by passing three practical exercises. After this is accomplished, they are free to begin searching for minors being sold for s*x on the internet wherever they want to in the country.

The goal is for a volunteer to put a true identification and age to a potential victim of trafficking using only Publicly Available Information (PAI) Once this information is gathered it is sent back to Guardian Group for our analysts to vet and send to the correct law enforcement partner.

This quarter we celebrated one year of Project 1591! The volunteer force has identified over 225 victims of domestic s*x trafficking to law enforcement for action in the first year of its existence and is on track to increase victim identification by 400% compared to the previous year. Our law enforcement partners are continuing to spread across the country with 17 new cities added this last quarter. Every law enforcement partner represents a touchpoint to offer a victim a path to freedom. Es**rt ad websites are the starting point most often used to identify victims of trafficking to law enforcement. These sites allow you to filter by location and often the ads for a region are grouped under the largest city in the area. There are approximately 975 cities represented across the United States on these es**rt ad sites.

S*x trafficking is transient by nature and the jurisdictional boundaries officers must follow make this crime harder to combat. This quarter we watched this statewide distribution list work exactly as it is designed. An officer on their specific statewide list received a lead from us, this lead was out of their jurisdiction, meaning he could not take direct action. Instead, he coordinated the lead pass off to an officer in the jurisdiction and that officer was able to take appropriate action within his jurisdiction. This officer found a way to make an impact regardless of his legal boundary limitations.

This level of feedback loop from an officer is rare because officers must protect their cases and we never ask for follow-up information because of this. However, this process has also created another form of feedback loop on the educational side. Officers have reached out asking how we found information using free online tools so that they can try the same methods on their next case. Providing Open-Source Intelligence (OSINT) tips and tricks to law enforcement only increases their ability to proactively combat this crime.

At the beginning of the third quarter, we welcomed a new member to the GG team! After 10 years of service in the Army, she has joined us as an analyst and as our Project 1591 Program Manager. On top of daily victim identification support to law enforcement, she is responsible for all the management and future development of our Project 1591 platform. This includes the management of our volunteer force's focus and validating the leads they submit.

Part of her job includes facilitating quarterly volunteer days for Upstream Intelligence, a company that specializes in complex investigations. Once a quarter this company incentivizes their employees to spend a paid day volunteering for us. This quarter their team identified 8 victims across 6 states. Their single day of effort saved Guardian Group and law enforcement 80 investigative hours.
