It was legal to pay taxes with h**p in America from 1631 until the early 1800s. H**p was not the only crop a person could use for paying taxes. To***co, cotton, lumber and alcohol have all been used as currency in the United States as well. The reason for making it legal tender was to encourage farmers to grow more. You could then pay your taxes with cannabis h**p throughout America for over 200 years.

At one time h**p was legal. Not only was it legal, the law required the growing of it. In fact, refusing to grow h**p in America during the 17th and 18th centuries was actually against the law. You could be jailed in Virginia for refusing to grow h**p from 1763 to 1769. Imagine that.

The first crop to grow in many American states was industrial h**p. 1850 was a peak year for Kentucky, producing 40,000 tons. H**p was the largest cash crop until the 20th century. DEA Says New Cannabis Extract Code Does Only Good Things There is some doubt about that, though.
In 2004, the 9th US Circuit Court of Appeals ruled that the naturally occurring Cannabinoids contained in non psychoactive varieties of Cannabis (industrial H**p) are outside of the regulatory power of the DEA after the DEA attempted to enforce a zero tolerance policy on the trace amounts of THC contained in H**p products being sold at the time, such as nutritional H**p seed oil. One can view these trace amount of THC being very similar to the trace amount of morphine and codeine found within poppy seeds used for baked goods. This zero tolerance policy was challenged by the HIA (H**p Industries Association) who won the ruling in 2004, which was subsequently left unchallenged by the Bush administration and DEA. Industrial H**p is defined internationally as having .3% THC or less by dry weight, so that has become a defining line between what is legally considered H**p and what is considered “Ma*****na” under U.S. law after the 9th circuit court of appeals ruling that placed the Cannabinoids contained within H**p into a separate category than those within strains of Ma*****na with higher than .3% THC content.
And while you can’t grow h**p in the US at the national level yet, importing h**p products — like fabric, rope and oil — has been legal for decades. Remember — the United States imports over half a billion dollars worth of h**p products from overseas every year.
