Supplemental Funding for Current Rental Subsidy Programs
Previous congressional action provided supplemental funding in late March for HUD rental assistance programs to address the anticipated reduction of incomes related to existing subsidy recipients’ loss of employment. That action was critical - and was successful in protecting several million households from being economically displaced. Unfortunately, the pandemic’s impact on the economy and household incomes has not dissipated and Congress should ensure that supplemental funding continues to be allocated for Section 8 and other HUD and RD subsidy programs.
Emergency Temporary Rental Assistance Program
Nearly half of the 43 million renter households report one or more members are unemployed. The supplemental unemployment payments have been crucial to the ability of such households to pay rent and other necessary expenses. However, the July 31 expiration of these direct payments severely will impact the ability of renters to meet their financial obligations. NLHA’s members operate thousands of affordable units under the housing tax credit program occupied by tenants with incomes at or below 60 percent of median income. These are mostly hourly workers in the hospitality, restaurant, and transportation industries significantly impacted by furloughs or job loss. The majority of those households pay upwards of $1000 a month in rent formulated on their income. Unlike Section 8, their rental payments are not able to be reduced as their incomes decline.
Band aid solutions like suspending evictions for some renters was necessary in the short term but could result in long term harm that will be irreversible. In other words, rent payments will eventually come due with no way to satisfy them. A proposed extended eviction moratorium is not a sustainable solution for households facing financial hardship. Further, a cascading number of evictions a year from now would not only be detrimental to residents, it will have a severe impact on the viability of the rental market, putting both housing providers and their communities at economic risk.
It is critical that Congress authorize and fund emergency rental assistance for the millions of renters that have or will certainly see reductions in income. Please help by reaching out to your congressional representatives.
