CBS news obtained internal documents from USCIS and reported the raw numbers for the Humanitarian Parole program, which would explain the crazy backlogs and nonsensical distribution of the parole to applicants. Read more about that here -

Highlights from CBS' reports are as follows:

-1.5 million applied for U.S. migrant sponsorship program with 30,000 monthly cap.
-“the agency was receiving an average of nearly 12,000 applications per day from those seeking to sponsor Cubans, Haitians, Nicaraguans and Venezuelans, calling the number "overwhelming."
-“The documents noted that less than three days' worth of applications were processed per month due to the 30,000 monthly cap.”
-“More than 100,000 migrants have arrived in the U.S. under the sponsorship initiative.”
-“... the government was overseeing more than 580,000 pending cases for Haitians, more than 380,000 for Cubans, nearly 120,000 for Venezuelans and more than 20,000 for Nicaraguans at the end of April.”
-“Due to the massive and rapidly mounting backlog of unresolved applications, USCIS recently altered the way it processes these cases, selecting half of the requests it reviews each month through a lottery system. The other half will continue to be adjudicated on a first come, first serve basis.”

All the reasons above tie into why the program was recently altered by USCIS to have 50% of applications adjudicated as "First In, First Out" (FIFO) and 50% adjudicated per a lottery system.
One significant huge reason for the high numbers are sponsors submitting multiple HP requests for the same individuals, USCIS conitnues to discourage duplicate filings. ALSO, it is important to note that the program remains under legal threat before a very conservative Texas judge, the hearing is happening in June!

The U.S. government is granting advance travel authorization for up to 30,000 noncitizens each month to come to the United States to seek parole on a case-by-case basis under the processes for Cubans, Haitians, Nicaraguans, and Venezuelans. Due to high interest in these processes, USCIS is updating the review process effective May 17, 2023.
We are updating the review process because the number of supporters who have submitted Form I-134A, Online Request to be a Supporter and Declaration of Financial Support, is significantly higher than the 30,000 monthly travel authorizations available. It is intended to maintain a meaningful and equitable opportunity for all beneficiaries of a Form I-134A to move forward through the process and seek advance travel authorization.
Under the new review process that went into effect on May 17, USCIS will randomly select about half of the monthly total, regardless of filing date, from the entire pending workload of Form I-134A to determine whether the case can be confirmed. We will review the other half of the monthly total of Forms I-134A based on when the case was submitted under the first-in, first-out method, which prioritizes the oldest Forms I-134A for review.
Potential supporters should not submit a duplicate Form I-134A for the same beneficiary. We will not accept a duplicate Form I-134A if a previously submitted Form I-134A between the same potential supporter and beneficiary is pending. If we do not confirm a Form I-134A, but a supporter believes they meet the requirements to be a supporter under the process, they may file a new Form I-134A and submit additional information as evidence.
Under this updated review process, processing times will vary. Potential supporters may monitor the status of a Form I-134A they filed in their USCIS online account or check the most recent status in Case Status Online. The USCIS Contact Center cannot provide any additional information about the status of your case.

As of June 7, 2022: Cameroonians can file for TPS in the United States!

All individuals who want to request TPS under the designation of Cameroon must file an application.

To be eligible for TPS under the Cameroon designation, individuals must demonstrate their continuous residence in the United States since April 14, 2022, and continuous physical presence in the United States since June 7, 2022. Individuals arriving in the United States after April 14, 2022 are not eligible for TPS under this designation and may be subject to removal if they have no other authorization to be in the United States. USCIS estimates that about 11,700 individuals may be eligible for TPS under the designation of Cameroon.

Individuals applying for TPS under the Cameroon designation must submit Form I-821, Application for Temporary Protected Status, during the 18-month initial registration period that runs from June 7, 2022, through Dec. 7, 2023. Cameroon TPS applicants are eligible to file Form I-821 online. When filing a TPS application, applicants can also request an Employment Authorization Document by submitting a completed Form I-765, Application for Employment Authorization, with their Form I-821. Applicants may also submit Form I-765 online.
