Nghe Đinh Lực (DOL) quảng cáo về phương pháp tư duy tiếp tuyến mới đọc tưởng là cái gì mới nhưng thật chất tôi đã áp dụng từ lâu. Vốn từ nhỏ đến lớp tự học tiếng Anh và IELTS, sau này may mắn được đi du học Úc, tôi luôn bảo học viên rằng đừng áp dụng máy móc phương pháp keyword để làm, vì Cambridge (người ra đề và chấm điểm) rất thông minh, nếu cứ dùng keyword thì sẽ bị mắc bẫy ngay lập tức. On the afternoon of July 27 (local time), as part of his official visit to Egypt, Vice Prime Minister Tran Luu Quang witnessed the signing of the Friendship and Cooperation Agreement between the capital of Hanoi, Vietnam, and the capital of Cairo, Egypt.

The agreement was signed between Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen and Governor of Cairo Khaled Abdel A'al to promote friendship, cooperation and mutual understanding between the two cities in the fields of culture, science, education, health, tourism, sports, environment and trade, for the common good of both sides.

Court sentences 54 defendants in "rescue flight" case

According to the announcement of Judge Vu Quang Huy, the presiding judge of the first-instance trial of the "rescue flight" case, the trial panel will sentence the defendants at 2:00 pm on July 28.

Earlier, on July 17, the representative of the People's Procuracy announced the indictment against 54 defendants.

21 people in the group of bribery receivers were recommended to be sentenced to 2 to 20 years in prison, with Pham Trung Kien (former Secretary of the Deputy Minister of Health) being recommended the death penalty.

In the group of defendants who were former officials of the Ministry of Foreign Affairs, the People's Procuracy proposed to sentence To Anh Dung (former Deputy Minister of Foreign Affairs) to 12 to 13 years in prison; Nguyen Thi Huong Lan (former Director of the Consular Department) 18 to 19 years in prison; Do Hoang Tung (former Deputy Director of the Consular Department) 9 to 10 years in prison...

However, the defendants in many ministries, departments and localities received extremely sophisticated bribes with a particularly large amount of money when they were assigned to issue permits for rescue flights. Many defendants harassed and caused difficulties to create a "give and take" mechanism, forcing businesses to raise ticket prices and other incidental costs, and then taking money from here to bribe.

The Public Prosecutor's Office assessed that the act of receiving bribes by 21 defendants had "betrayed the efforts of their colleagues, teammates, and comrades."

The Public Prosecutor's Office repeatedly affirmed that no matter how they justify, the actions of the 21 defendants above "are precisely receiving bribes." Some defendants have "misconstrued the concept" that they received money in gratitude.

"Businesses are forced to give, not just a simple thank-you. The defendants are on duty, so it cannot be considered a thank-you. The amount of bribes received by many defendants is equal to the wealth of others," said a representative of the Public Prosecutor's Office.

Regarding the way of receiving money, the Public Prosecutor's Office believes that there are two types. One is to make harassing requests and directly bargain about the price. Two is that the person with authority has caused difficulties to force businesses to pay money "according to the unwritten law" in order to obtain a flight permit.

To conceal their actions, when being investigated and prosecuted, the defendants transferred money back and asked to report it as personal borrowing.

Defendant Phạm Trung Kiên was assessed by the Public Prosecutor's Office as receiving the most bribes in the case (253 times, a total of 42.6 billion VND) with the "most blatant" method. Of these, he received 198 times by transfer, 30 times through the account numbers of his mother-in-law and son.

Through the interrogation of defendant Kiên, the Public Prosecutor's Office proposed to clarify the actions of Mr. Đỗ Xuân Tuyên in the second phase of the case. In addition, some defendants have signs of money laundering, which also need to be verified at this stage.

With the act of "running the case", the Public Prosecutor's Office said that there is sufficient evidence to confirm that the defendants Lê Hồng Sơn and Nguyễn Thị Thanh Hằng bribed 2.65 million USD.

Defendant Nguyễn Anh Tuấn acted as a middleman for the bribe of 2.65 million USD. When the defendants Hằng and Sơn spent money to "run the case", they were deceived by former investigator Hoàng Văn Hưng to swindle 800,000 USD, the indictment said.

With the amount of 1.25 million USD that the defendants declared to have given, the Public Prosecutor's Office believes that there is not enough evidence to conclude that the defendant Hưng has received it. Vietnam - Italy Issue Joint Statement on Strengthening Strategic Partnership Relations

TPO - On the occasion of the state visit of President Vo Van Thuong to Italy from July 26-27, the two countries today issued a joint statement on strengthening strategic partnership relations.

Below is the full text of the joint statement:

Accepting the invitation of Italian President Sergio Mattarella, President of the Socialist Republic of Vietnam Vo Van Thuong made a state visit to the Italian Republic, from July 26 to July 27, 2023.

This is the first head-of-state visit between the two countries in seven years, with significant importance to promote political trust and strengthen Vietnam-Italy strategic partnership relations. The visit is especially significant as the two countries celebrate the 50th anniversary of the establishment of diplomatic relations (1973 – 2023) and 10 years of establishing a strategic partnership.

At the talks, in an atmosphere of friendship and mutual understanding, the two leaders highly appreciated the strong development of relations between the two countries over the past 50 years and agreed to continue to further strengthen exchanges, high-level contacts between the two countries in bilateral and multilateral frameworks, in order to enhance the effectiveness of professional cooperation mechanisms between the two countries. The two sides had extensive discussions on the direction of future relationship development as well as international and regional issues of mutual concern.

On the development of Vietnam - Italy relations

The two leaders welcomed the positive and in-depth achievements in Vietnam - Italy relations, especially since the two countries established a strategic partnership in 2013, thereby promoting mutual cooperation and exchange of delegations at all levels, including high-level visits. The two sides have effectively implemented bilateral cooperation mechanisms and coordinated closely at multilateral forums. Economically, the two countries have become important partners to each other, where Vietnam has become Italy's largest trading partner in ASEAN. Regarding defense - security, the two countries are implementing effective cooperation mechanisms. Cooperation in the fields of education - training, science - technology, culture, tourism, and people-to-people exchanges continues to be promoted. The two sides are pleased to acknowledge that the two countries have supported each other with vaccines and medical equipment during the difficult stage of the Covid-19 pandemic.

The two leaders agreed on the importance of bilateral cooperation, in the context of a region and world with complex and unpredictable developments, inherent risks of instability, and the international community facing increasingly serious global issues. Accordingly, the two leaders reaffirmed their determination to strengthen the Vietnam - Italy strategic partnership through maintaining cooperation in traditional fields and expanding cooperation to new areas such as digital transformation, green growth, and responding to climate change. The two sides also agreed to closely coordinate for the prosperity, sustainable and inclusive development of the two countries and for peace, cooperation, and development in the region and the world, in line with the basic principles of international law and the United Nations Charter.

On enhancing political, diplomatic, defense, and security cooperation

The two leaders agreed to strengthen cooperation between the two countries' Foreign Ministries, maintain the effective Political Consultation mechanism at the Deputy Foreign Minister level, and support the diplomatic, consular representative agencies of the two countries to operate smoothly.

The two leaders agreed that defense and security cooperation are important pillars of bilateral relations and affirmed to continue promoting exchange activities at all levels. Regarding defense cooperation, the two leaders agreed to maintain the effective mechanism of Deputy-level Defense Policy Dialogue. Vietnam will actively consider welcoming Italian naval ships to visit Vietnamese ports in accordance with the law, international customs, Vietnamese regulations, and practical conditions. The two sides will continue to study the possibility of conducting specialized training on United Nations peacekeeping, defense industry, security, and maritime security. Regarding security cooperation, the two leaders agreed to establish a Joint Committee to promote cooperation between the Vietnam Ministry of Public Security and the Italian Ministry of Interior. The two leaders also agreed to enhance cooperation in the field of cybersecurity, prevention of transnational organized crime and piracy, thereby contributing to deepening defense and security cooperation relations between the two countries, contributing to peace, stability, and development in the region and the world.
On enhancing economic, commercial, investment and development cooperation

The two leaders highly appreciate the fact that the two countries are important trade and investment partners for each other, affirming the potentials and needs to continue cooperating in many other fields, especially infrastructure development, digital economy, high technology, green growth, renewable energy, innovative industry and smart agriculture. The two leaders emphasized the need to continue facilitating investment and business activities of partners from both sides.

The two leaders committed to continue fully and effectively implementing the EU - Vietnam Free Trade Agreement (EVFTA) and improving each other's market access through removing unnecessary and unreasonable trade restrictions. The two leaders also agreed to continue effectively implementing the Joint Committee mechanism on economic cooperation and strive to increase the bilateral trade turnover to 7 billion USD soon.

Vietnam welcomes the Italian Parliament's approval of the law ratifying the EU - Vietnam Investment Protection Agreement (EVIPA), facilitating investors from both sides on the basis of equality and mutual benefits. The Italian side acknowledges Vietnam's efforts in strictly and fully implementing the EC's recommendations on addressing the issue of illegal, unreported and unregulated (IUU) fishing.

The two leaders appreciate Italy's continuous allocation of ODA capital for Vietnam, welcome Italy's expansion of the Office of the Development Cooperation Agency in Hanoi responsible for the region and Italy's new strategy to promote development cooperation with ASEAN and Vietnam.

On climate change response

The two leaders welcome Vietnam's strong commitments at COP26 on achieving net-zero emissions by 2050. The two leaders also reaffirmed the existing cooperation under the framework of the Memorandum of Understanding on climate change mitigation and adaptation signed in 2018, in which Vietnam and Italy are developing the project "Establishing and implementing a geographic information system on climate change vulnerability, Risk Assessment and Environmental Monitoring for Vietnam based on remote sensing technology". As a G7 member, Italy reaffirms its commitment to support the Vietnamese Government in implementing the Just Energy Transition Partnership (JETP) through technology transfer, financial support, institutional development and capacity building for Vietnam in the transition process.
On expanding cooperation in other fields

The two leaders emphasized that science and technology are a priority area in bilateral cooperation and reaffirmed the necessity of maintaining the Joint Committee mechanism on science and technology cooperation to thereby implement cooperation programs. The two leaders welcomed the Call for Proposals under the 2024-2026 Science and Technology Cooperation Program in specific fields of common interest, such as agriculture and food science, climate change and sustainable development, information society, space science and Earth observation, conservation technology and restoration of cultural and natural heritage.

Vietnam welcomes the Italian proposal to expand the scale and operation of the "Italian House" under the new name "Italian House - Italian Cultural Institute in Hanoi".

The two leaders highly value the cooperation in education and training, thereby promoting exchange and mutual understanding between young generations and students of the two countries. The two leaders agreed to maintain the Action Programs on education cooperation and the Higher Education Forum between the two countries. Vietnam proposed Italy to increase scholarships for Vietnamese students and researchers and support projects to enhance teaching, research and teaching capacity for Vietnamese teachers. The two leaders welcomed cultural and artistic exchange activities and appreciated the common logo and events organized on the occasion of the 50th anniversary of the establishment of diplomatic relations and 10 years of establishment of the Strategic Partnership Vietnam - Italy in 2023.

The two leaders are pleased with the development in the relationship between local authorities and businesses of the two countries recently, especially the newly signed Memorandum of Understanding between Vinh P**c province and the region of Tuscany. The two leaders particularly welcome the cooperative connections and enhanced exchanges between Hanoi city and Rome city, Binh Duong province and the Emilia Romagna region, Quang Tri province and the ENI group as well as other localities and businesses of the two countries.

The two leaders appreciate the bridge role and contributions of the communities of the two countries to the host country. The two leaders agreed to give attention and support to these communities to stabilize their activities, studies and work in each country as well as to protect their legitimate rights.
On International and Regional Issues

The two Leaders commit to enhancing the sharing of perspectives, coordination, and mutual support at international and regional forums, especially at the United Nations and within the ASEAN – EU framework. The two Leaders support the construction of a strongly developed, prosperous ASEAN community that plays a central role in the regional structure as well as in strengthening the ASEAN – Italy Development Partnership and the ASEAN – EU Strategic Partnership. The two Leaders agree to continue coordinating to maintain Asia-Europe dialogue and cooperation, including through the ASEF Fund.

The two Leaders discussed international and regional issues of mutual concern. Both sides reaffirmed the importance of maintaining peace, security, stability, freedom of navigation, and aviation in the South China Sea, implementing the United Nations Convention on the Law of the Sea 1982 (UNCLOS) in good faith and responsibly, resolving disputes by peaceful means, without threatening or using force, and respecting diplomatic and legal processes in accordance with international law, particularly UNCLOS 1982. The two Leaders also emphasized the universal and integral value of UNCLOS and reaffirmed that UNCLOS is a comprehensive legal framework governing all activities in the marine and oceanic areas.

The two Leaders commit to enhancing coordination to promote the formation of an open, inclusive, transparent, and international law-respecting regional structure with ASEAN at its center.

The two Leaders emphasized the necessity of establishing a comprehensive, fair, and lasting peace in Ukraine, in accordance with the United Nations Charter and international law.

On this occasion, the two Leaders welcomed the signing of the Extradition Agreement and the Agreement on the Transfer of Sentenced Persons between the Socialist Republic of Vietnam and the Italian Republic and witnessed the signing ceremony of the Cultural Cooperation Program between the Government of the Socialist Republic of Vietnam and the Government of the Italian Republic for the period 2023-2026, the Judicial Assistance Agreement between the Supreme People's Procuracy of Vietnam and the Italian Ministry of Justice, and the Memorandum of Cooperation between the People's Committee of Vinh P**c Province and the Region of Tuscany.
