📌 Mbrëmë ishte ceremonia përmbyllëse e projektit QAINT i financuar nga Agjencia Austriake për Zhvillim (ADA) në partneritet me MASHTI. Përgjatë tri viteve të kaluara, KEC, ORCA dhe ZSI u angazhuam për cilësi, llogaridhënie, integritet dhe transparencë në arsimin e lartë.
Udhëheqësja e zyrës së ADA-së në Kosovë, znj. Sandra Horina tha që është e kënaqur me rezultatet e arritura nga ky projekt si dhe theksoi se do të ketë prapë përkrahje për projekte në fushën e arsimit të lartë.
Ne zotohemi që në te ardhmen do të punojmë me më shumë energji dhe përkushtim në mënyrë që të ketë përmirësim të vazhdueshëm në arsimin e lartë në Kosovë.
Projekti QAINT u financua nga Agjencia Austriake për Zhvillim (ang. ADA), me kontribut të Ministrisë së Arsimit, Shkencës, Teknologjisë dhe Inovacionit (MAShTI) dhe u zbatua nga konsorciumi KEC, ORCA dhe ZSI në periudhën 2019 – 2022.

📌 Last night was the closing ceremony of the QAINT project funded by the Austrian Development Agency (ADA) in partnership with MESTI. During the past three years, KEC, ORCA and ZSI committed to quality, accountability, integrity and transparency in higher education.
The head of ADA Office in Kosovo, Mrs. Sandra Horina declared that she is satisfied with the achieved results of the project and and emphasized that the support for projects in the field of higher education will continue.
We promise that in the future we’ll work with more energy and dedication, so that there is continuous improvement in higher education in Kosovo.
The QAINT project was funded by the Austrian Development Agency (ADA), with the contribution of the Ministry of Education, Science, Technology and Innovation (MESTI) and was implemented by the consortium KEC, ORCA and ZSI in the period 2019-2022.

The Quality, Accountability, Integrity and Transparency in Higher Education (QAINT) project organized a workshop with higher education institutions on the topic “Promoting and Supporting Research-based Teaching”.
The workshop gathered HEI representatives of the academic staff and research offices and representatives of the Ministry of Education, Science, Technology and Innovation (MESTI) to attend presentations of local and international experts on the field, who shared their experiences with the implementation of research-based teaching and the digitalization impact in this approach. In addition, the piloting scheme of grants and awards launched by MESTI was presented and elaborated in detail. An open discussion took place, where the panel participants responded to questions and comments. The workshop was organized both physically and online, to accommodate all participants.

📌📒 On 13th of July, the Kosovo Accreditation Agency (KAA) in cooperation with QAINT Project has organized an Information Session for the Monitoring Methodology and Post-Accreditation Procedures.
The aim of this session was to inform Higher Education Institutions (HEIs) about the procedures that KAA will carry out in relation to the monitoring process, so that HEIs can maintain the standards according to the Accreditation Manual and continue to fulfill recommendations by evaluators. The event also included a Q&A session, so HEIs had the chance to ask questions and give feedback.
The session was moderated by; Ms. Marija Vasilevska – International Expert on Quality Assurance in Higher Education and Mr. Flamur Abazaj – Senior Officer for Monitoring and Evaluation from the KAA.
The drafting of the Monitoring Methodology and Post-accreditation procedures was supported by the QAINT Project. The project is funded by the Austrian Development Agency (ADA) and is implemented by three partner organizations – Kosova Education Center (KEC), Organization for Improvement of the Quality of Education (ORCA), and Center for Social Innovation (ZSI).

📌📒 Më 13 korrik, Agjencia e Kosovës për Akreditim (AKA) në bashkëpunim me Projektin QAINT ka organizuar Sesionin Informues për Metodologjinë e Monitorimit dhe Procedurat e Pas-Akreditimit.
Qëllimi i këtij sesioni ishte informimi i Institucioneve të Arsimit të Lartë (IAL) për procedurat që AKA do të kryejë në lidhje me procesin e monitorimit, në mënyrë që IAL-të të mirëmbajnë standardet dhe të vazhdojnë të përmbushin rekomandimet sipas Manualit të Akreditimit. Aktiviteti përfshiu gjithashtu sesionin e pyetjeve dhe përgjigjeve në mënyrë që IAL-të të kenë mundësinë të bëjnë pyetje dhe të japin komente.
Sesioni u moderua nga; Marija Vasilevska – Eksperte Ndërkombëtare për Sigurim të Cilësisë në Arsim të Lartë dhe Z. Flamur Abazaj – Zyrtar i Lartë për Monitorim dhe Vlerësim nga AKA.

Monitoring is a formal process carried out by the KAA through which it assesses that the higher education institutions maintain and continue to meet the recommendations of external evaluators and the conditions of accreditation and implements the standards of the Accreditation Manual, whereas the post-accreditation procedure is a process which is limited to verifying the conditions of accreditation and confirming the degree of fulfillment of recommendations by KAA and commitments by HEIs.
The aim of this training is to strengthen the capacities of the KAA staff to conduct monitoring of HEIs and to discuss the best international practices on this matter. After successful completion of this training, the staff will be able to deliver the knowledge and competencies to other future KAA employees, as well as organize regular information sessions with HEIs.

Më 28 dhe 29 qershor, stafi i Agjencisë së Kosovës për Akreditim (AKA) ka marrë pjesë në kursin e Trajnimit të Trajnerëve për Monitorimin e Institucioneve të Arsimit të Lartë dhe procedurat pas-akredituese.
Monitorimi është proces formal i kryer nga AKA përmes së cilit vlerësohet se institucioni i arsimit të lartë mirëmban dhe vazhdon të plotësojë, rekomandimet e vlerësuesve të jashtëm dhe kushtet e dhëna të akreditimit si dhe zbaton standardet e Manualit të Akreditimit, ndërsa “Procedura pas-akredituese” është proces i cili kufizohen në verifikimin e kushteve të akreditimit dhe konfirmimin e shkallës së përmbushjes së rekomandimeve nga AKA dhe zotimeve nga IAL dhe jo në rivlerësimin e standardeve të Manualit të Akreditimit.
Qëllimi i këtij trajnimi është fuqizimi i kapaciteteve të stafit të AKA-së për të kryer monitorimin e IAL-ve dhe për të diskutuar mbi praktikat më të mira ndërkombëtare. Pas përfundimit të suksesshëm të këtij trajnimi, stafi do të jetë në gjendje t'i përcjellë njohuritë dhe kompetencat punonjësve të tjerë të ardhshëm të AKA-së, si dhe të organizojë sesione të rregullta informuese me IAL-të.

📌The Kosovo Accreditation Agency (KAA) has started the process of monitoring of higher education institutions in the Republic of Kosovo, in accordance with the Monitoring Methodology and post-accreditation procedures, which was supported by the QAINT Project.
Monitoring is a formal process carried out by the KAA through which it assesses that the higher education institutions maintain and continue to meet the recommendations of external evaluators and the conditions of accreditation and implements the standards of the Accreditation Manual, whereas the post-accreditation procedure is a process which is limited to verifying the conditions of accreditation and confirming the degree of fulfillment of recommendations by KAA and commitments by HEIs.
✅This achievement fulfills important recommendations by both, the European Association for Quality Assurance in Higher Education (ENQA) and the European Commission, within the framework of the Stabilization and Association Process. The monitoring process also meets Standard 2.3 of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) which requires quality assurance agencies to complete the accreditation cycle with post-accreditation procedures aimed at continuously improving the quality of higher education institutions.

📌The Quality, Accountability, Integrity and Transparency in Higher Education (QAINT) project, in cooperation with the Ministry of Education, Science, Technology and Innovation (MESTI) organized an information session with Kosovo public universities regarding the open call for the Research-based Teaching Program. This Program covers two different sub-programs:
1. Rewards for teachers who successfully implemented research-based teaching;
2. Grants for the implementation of research projects based on research work.
The session was organized in Prishtina and invited potential applicants from public universities to an active discussion about possible ideas that can be proposed as projects and informed on the call procedures and expected results. In addition, background principles of research-based teaching were presented, as well as practical examples.
🟢If unable to participate, interested applicants can attend another information session on April 14, which will be organized in Gjakova, at Jupat Hotel starting from 10:00 A.M.

📌The Quality, Accountability, Integrity and Transparency in Higher Education (QAINT) project, in cooperation with the Kosovo Accreditation Agency (KAA) organized a public presentation event, to present two very important reports for the Agency, which are required for reapplication for membership in international higher education agencies, specifically by ENQA and EQAR.
The QAINT project has continually supported the KAA by providing expertise in different areas. One of these activities is the support offered in drafting the following reports:

The event invited relevant stakeholders in the higher education system, such as the State Quality Council (SQC) members, MESTI, KAA staff, project donor ADA, other donor funded projects in higher education, representatives from public higher education institutions etc. The activity is related to strengthening institutional independence, technical capacity and increase transparency of the KAA.

Today, the Ministry of Education, Science, Technology and Innovation (MESTI), through the support of the QAINT project held a workshop to present and discuss the first draft of the feasibility study report of the Higher Education Information Management System (HEMIS). The purpose of this feasibility study was to give an initial assessment of the system’s functionalization, identify shortcomings and give recommendations on how to address the identified limitations.
The workshop invited officials from institutions such as MESTI, Kosovo Accreditation Agency, NARIC Kosova, public universities, donor-funded projects in higher education etc., to contribute with feedback and give recommendations which will be incorporated in the final draft.
The SMIAL feasibility study was supported by the QAINT project. The project is funded by Austrian Development Agency (ADA) with the contribution of the Ministry of Education, Science, Technology and Innovation (MESTI), and is implemented by the consortium KEC, ORCA and ZSI.
Happening now:
The Kosovo Accreditation Agency (KAA), with the support offered by the QAINT project, is holding a workshop to review and finalize a very important activity for the KAA - the Monitoring Methodology along with the Post-Accreditation Procedures, as well as to discuss and review other issues which are crucial to the functionalization of the KAA, such as the Agency’s Strategic Plan and the Regulation on Internal Organization and Job Systematization.
This workshop invited representatives of all relevant higher education stakeholders to contribute with their feedback, such as members of the State Council of Quality (SCQ), representatives from the Ministry of Education, Science, Technology and Innovation (MESTI), National Academic Recognition and Information Center (NARIC) & and public and private HEIs.
The KAA received valuable input from the participants and the finalized documents will soon be placed for public discussion and are expected to be approved by the SCQ. All of these activities will also contribute towards fulfilling some of the key recommendations required for re-application for membership in the European Association for Quality Assurance (ENQA).

The QAINT project has supported the publication of the third report on "Transparency and accountability in Kosovo public universities – Public (non)information", through its consortium partner ORCA.

QAINT Project supported Faculty of Education (University of Pristina) in a joint workshop to review and update the quality standard in the admission of candidates to the Master programs of the Faculty of Education, in order to organize a process that enables candidates with greater potential for professionalism in the fields of education and teaching. Through a detailed analysis of the admission tests of previous years, the strengths, difficulties and potential areas for improvement were identified.

During last week, the Kosovo Accreditation Agency (KAA), supported by the Quality, Accountability, Integrity and Transparency in Higher Education (QAINT) project, held two workshops to discuss and review two very important activities for the KAA:
The draft Regulation on internal organization and job systematization of the KAA which will help define the internal organization and systematization of the KAA job positions, as well as job descriptions;
Revision of the Monitoring Methodology in order to harmonize it with new Draft Law on KAA, that aims to regulate the status of the Agency as an independent agency in the processes and responsibilities of accreditation, re-accreditation, validation and monitoring in order to ensure quality in the higher education system.

𝐇𝐚𝐩𝐩𝐞𝐧𝐢𝐧𝐠 𝐧𝐨𝐰: Roundtable discussion on the academic integrity of entry into the teaching profession
The Faculty of Education, in collaboration with the QAINT project has invited the Minister of MESTI and other relevant representatives, Faculties of Education from all universities in Kosovo and other relevant stakeholders in the education field, to discuss the matter of academic integrity in the Faculty of Education of the University of Prishtina, more specifically, improving the quality and standards of student entrance exams and student admission into the teaching profession.
The Faculty of Education sought QAINT’s support in offering technical assistance in improving the quality of student entrance exams.
The outcome of the event is the compilation of a policy paper aiming to influence the improvement of standards of student entry into the teaching profession and their abilities and readiness to perform in an academic environment.
