African National Congress Youth Leaque (ANCYL) Ward 38, Branch Executive Committee Statement

As of the 20th November 2022 (Sunday) , ANCYL hold it's meeting to discuss the current affairs partaining to Youth Struggle. The meeting resolved certain issues that hampers the success of it's programs that aim to change the life of Young People within ward 38, area of jurisdiction.

Majority of young people are unemployed and that is a reality and it pains our youth whereby they lost hope into the government and private sectors. Nepotism and favoritism plays pivotal or vital role in terms of employment and business opportunities within our local Municipality the so-called Madibeng Local Municipality and Private sector.

Young People are found into the tuckshops, complex and car wash because they've lost hope, no one speaks for them and graduates are worse because there's no sign of economic transformation.

FURTHER DISCUSSIONS WERE NOTED IN THE BEC MEETING:

1.1 PARALLEL STRUCTURE OF THE ANCYL IN WARD 38

ANCYL legitimate structure was elected on the 21st Of May 2022, whereby the branch Chairperson Lehlogonolo Nyoni and Thabang Dithebe elected with the collective, signed the package which took certain delegates to regional Congress and Provincial Congress.

On December last year the Provincial Congress Preparatory Committee (PCPC) which led by Convener Cde Koketso Mogomotsi and Wesley's adopted the list of BCPC members within the Province.
On May the very same BCPC delivered the branch congress by the Convener Comrade Thabang Dithebe and Coordinator Lerato Makondo, which elected the following members.

The BCPC delivered successful Congress and the deployee was present to reassure that leadership within the branch is of legitimacy and BGM convene in accordance. The Constitution outlines that, Article J: Organisational Structures of the ANCYL, Section 15: Subsection 16.1 (Composition), (b) Not more than two (2) designated members of the REC shall preside upon the proceedings of the meeting, but shall have no voting rights.

In terms of section 16.2 Procedures, Procedures and powers.
a) The Branch Congress shall convene once a year. It shall:
(b) Consider and make proposals to the Regional and Provincial Congresses;
(c) Receive, discuss and adopt the Branch Executive Committee report on the work of the
branch
(d) Discuss and adopt resolutions on local matters in keeping with the overall policy objectives of the ANCYL
(e) Elect the Branch Executive Committee that will consist of the Chairperson, Deputy
Chairperson, Secretary, Deputy Secretary, Treasurer and eight (8) additional member.

ANCYL ward 38 took a resolution to distance itself from Parallel Structure self-appointed Chairperson Itumeleng Nkosi and Secretary Thandi Ntema

Such people are not members of the organization and criminals that lack credibility and capacity. Non-schoolers of high note cannot scare us as the collective. Drop out is a drop out, we as the collective cannot allow ourselves to be enrolled or partnisism by Houtkop that lacks political training or consciousness.

We alert young people that we have criminals that think ANCYL belongs to them and fact is that they don't have membership, the branch register don't have such names of criminals. We have real members in good standing and branch Secretary can reaffirm that.To be continued...

1.1.1 a. WAY FORWARD REGARDING PARALLEL STRUCTURE

We as the collective we will request the advise from the regional structure (ANCYL) and BEC of the ANC in terms of clarity and go-ahead within the matter concern therewith, Provincial and National Structure. If all structures fail to intervene on the issue we will consult with the external factor for assistance.

b. BEC RESOLUTION
All bogus members to be called in terms of explaining their interests for causing the divisions amongst the branch. Audi Alterim parten principles is of pivotal importance. Disciplinary Committee will pursue such invitation and convene those comrades to clarify the matter which is led by the Deputy Chairperson Comrade Precious Malaka.

BEC decisions binds to all branch membership and all matters partaining to it's resolutions are to be implemented.

1.2 MEMBERSHIP

The collective is aware of the about to lapse membership which requires membership renewal before the membership lapse. The Constitution enshrined that, in Article G: Membership,
Subsection 4. Members shall join the ANCYL only once, and membership shall lapse when a person turns 35 years old, is expelled following disciplinary proceedings, loses his or her South African citizenship, resigns from the Youth League in writing to the organization, passes away,
and/or if after an annual membership audit or review, it is found that such a member has not
paid his/her annual subscriptions for up to three (3) months.

This means that all membership shall expire or lapse within three months after joining the movement, the grace period remain of 3 three months. In the organization we are guided by the Constitution not common sense.

BEC will kick start membership drive to recruit new members more particularly to include young people of Block F, France side as the new demarcation veleted into ward 38 in the previous Local Government Elections of 2021.To be continued...

1.3 STEVE BIKO EVENT, ONLINE APPLICATION AND SARS APPLICATION

The ANCYL remain committed force towards addressing socioeconomic challenges of young people and to enhance political consciousness. On the program which was held at Selamodi Primary School, Sports Ground on the 17th September 2022, went all out to assist Mocha to apply into different tertiary institutions across the country.

The programme went well and successful, and we there promised young people that we will always be available for them to fight this poverty together. Other programs will unfold next year.

ANCYL is an autonomous body in which it performs it's functions without fear or favour. And the vanguard of poor young people.

ANCYL WARD 38 BEC remain clear and resolute about it's decion. The Youth Shall Govern.

ANC YOUTH LEAGUE WARD 38 CONGRATULATES NEWLY ELECTED PROVINCIAL LEADERSHIP OF THE ANC.

The ANC last week Friday to Sunday-Monday held its Provincial Congress.The Province went to 4-5 years without proper structure after the disbandment of PEC that was led by former former chairperson Supra Mahumapelo.

Delegates of the ANC voted in favour of the current and present leadership which is led by chairperson Nono Maloyi and Secretary Lowi Diremelo to revive,unite and renew the organization with the collective.

Young people must be given 40 percent towards organisational and governmental institutions to ensure that innovation and strategic management is practiced.On that approach is the revival and bringing back trust of the South Africans,North West particularly Madibeng citizens.

We don't need talk shows anymore but believe that the current leadership of the ANC will bring hope and light for our people.The ANC its visions is to develop and empower the South African people economically,socially and politically.

ANC on their National Lekgotlha took a resolution to give young people 40 percent and is non negotiable and is binding.ANCYL ward 38 will by next month start with their programs and show visibility towards young people that their interest will be addressed.

Sectoral meetings with young people will commence soon for engagement regarding socioeconomic issues and to provide with the way forward.We are the representatives of you and we will always be available for young people.

ANCYL ward 38 will bring back hope to young people and will demand opportunities into Madibeng Local Municipality and Private sector.Is now a time or never.
