Nagtungo ang DILG IV-A sa Barangay Talisay, San Andres, Quezon upang magsagawa ng Ugnayan sa Barangay at Serbisyo Caravan noong June 26-27, 2024.
Nakiisa ang barangay officials at ang ibaβt ibang sektor gaya ng kababaihan, kabataan, mangingisda, magsasaka at senior citizens ng Barangay Talisay sa naganap na Ugnayan sa Barangay noong June 26, 2024. Dito ay pinag-usapan ang mga kasalukuyang problema na nararanasan ng kanilang barangay, at nag-identify ng mga programa bilang solusyon dito. Nagbigay din ang DILG IV-A ng technical assistance sa barangay officials para sa pagsasaayos ng kanilang Barangay Development Plan.
Nasa higit kumulang 600 na mamayan ng Barangay Talisay naman ang dumalo at nabigyan ng libreng serbisyo mula sa ibaβt ibang ahensya ng gobyerno: libreng gupit mula sa AFP at PNP; libreng bunot ng ngipin, gamot at check-up mula sa DOH at Provincial Government of Quezon (PGO); libreng binhi mula sa Department of Agriculture; libreng healthy snack mula sa DOST; aplikasyon ng National I.D. mula sa Philippine Statistic Authority; at libreng school supplies mula sa Philippine Coast Guard.
Bukod naman sa medical services, nagbigay rin ng iba pang serbisyo ang Provincial Government of Quezon tulad ng livelihood training sa paggawa ng dishwashing liquid. Ang Pamahalaang Bayan ng San Andres ay nagbigay din ng assistance mula sa Municipal Civil Registrar at sa mga usaping legal mula sa Legal Office.

Ito ay bilang pagpapatibay ng mga hakbang upang mapanatili ang SIPS status ng lungsod.

ππ‘ π§ππ π‘ππͺπ¦ | Troops from the 80th Infantry Battalion (80IB) seized a cache of weapons while pursuing a group of communist rebels in San Jose Del Monte City in Bulacan, near the boundary with Rizal province, the Philippine Army reported on Thursday.
Lt. Col. Mark Antony Ruby, commander of the 80IB, told reporters that the operation, which was carried out on Wednesday, was prompted by reports from concerned citizens regarding armed elements associated with the Komiteng Larangan Gerilya (KLG) Narciso.
He said this armed group is a local faction of the Communist Party of the Philippines-New Peopleβs Army (CPP-NPA), operating along the Bulacan-Rizal boundary.

Rolando Acido emphasized the importance of community information awareness in preventing youth recruitment by communist terrorist groups and bolstering support for the governmentβs initiatives to curb insurgency.
According to Lt. Col. Antony U. Ruby, Commanding Officer of the 80th Infantry "Steadfast" Battalion, the pamphlets distributed to students do not contain any misinformation depicting activists as terrorists.
He also stated that the said distribution of Information, Education and Campaign (IEC) materials was part of their implementation of Community Information Awareness and Approach Program (CIAAP), in collaboration with the Department of Education (DepEd) Rizal, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and Hands Off Our Children Movement Inc.
JTF Katagalugan holds RTF-ELCAC IV-A meeting to address insurgency
CAMP CAPINPIN, Tanay, Rizal β In a concerted effort to eradicate insurgency, the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) IV-A, through the Joint Task Force Katagalugan (JTFC) convened here, Friday, June 7.
The face-to-face meeting included the participation of Advisers to the Cabinet Officer for Regional Development and Security (CORDS), Co-Vice Chairpersons, Head Secretariats, and the heads of the twelve clusters/lines of efforts, and presided over by no less than ASec. Jose Dominic Clavano IV of the Department of Justice (DOJ).
The agenda covered a comprehensive review of the accomplishments and challenges faced during the previous quarter, the introduction of new action plans, and the way ahead of each cluster to address pressing concerns that would lead to the attainment of peace and development objectives.
Further, the gathering underscored the commitment of RTF-ELCAC IV-A to maintain momentum in its mission to create a peaceful and secure environment conducive to regional development.
During the meeting, ASec. Clavano IV commended the members of the task force for their dedication and hard work in their relentless pursuit of peace and stability in the region.
The head of the different cluster also reiterated their commitment to sustain their mandates emphasizing the importance of respective agencies in eradicating insurgency in the country.
The different clusters reassured their commitment to support the thrust of the 2nd Infantry βJungle Fighterβ Division to the region, and pledged to remain vigilant and proactive in their efforts to counter the threat of insurgency and build a brighter future for the entire CALABARZON region.

We categorically refute the allegations made by the Kabataan and ACT Teachers party-lists regarding the distribution by the Armed Forces of the Philippines of supposedly βred-taggingβ pamphlets which allegedly depicted rallyist as terrorists during a seminar held at Taytay Senior High School in Rizal.
A careful perusal and review of the said pamphlets will easily prove that there is no βred taggingβ in the said materials. Nowhere in the said materials does it characterize rallyists as terrorists. It merely informed the students of the modus operandi of recruiters of the New Peopleβs Army (NPA) which is factual and based on evidence.
The Armyβs 80th Infantry "Steadfast" Battalion conducted the seminar as part of a civic education program aimed at raising awareness about national security threats and promoting patriotism among youth. This initiative, in collaboration with Deped-Rizal, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and Hands Off Our Children Movement Inc., focused on educating the youth about the dangers posed by insurgent groups, including the Communist Party of the Philippines-New Peopleβs Army (CPP-NPA), which is designated as a terrorist organization by the Philippines and other several countries.
The seminar adhered to a Memorandum of Partnership with DepEd-Rizal to conduct information education campaigns for senior high school students in Rizal province. It aimed to provide them with knowledge of the indicators or red flags that they are being recruited by CPP-NPA organizers. This aligns with Rizal Provincial Resolution No. 03, series of 2023, which supports community information programs to protect vulnerable sectors from terrorist recruitment and exploitation.
We strongly deny any accusations of βred-taggingβ. The seminar in question focused only on NPA recruitment and did not target any other organization. Contrary to the claims made by the Kabataan and ACT Teachers party-list, these seminars provided factual information that allows the youth to make informed decisions affecting their lives. The seminars were conducted transparently with the consent and cooperation of the Division of Rizal and attendance was voluntary per DepEd Rizalβs directive, contrary to reports of mandatory attendance without prior notice.
The AFP and NTF-ELCAC are committed to fostering an environment where the youth can engage in constructive discourse and critically thinking. We are committed to upholding the rights and freedoms of all citizens, ensuring that no individual is unjustly targeted or harassed. The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) today celebrates the unanimous concurrence of both Houses of Congress, most recently from our Senators, in advancing President Ferdinand Marcos Jr.'s amnesty program for remnants of rebel groups in the country, particularly the communist terrorist groups (CTGs).
We are ready to implement the President's amnesty program in collaboration with relevant government agencies. We deeply appreciate the efforts of our Senators and Congressmen for their unwavering support of the Presidentβs quest for genuine and lasting peace in our country.

On November 22, 2023, the President signed Executive Order (EO) No. 47. This order amends EO 125 from 2021, updating the National Amnesty Commission's (NAC) functions to include processing applications for amnesty under the new proclamations.
The establishment of the NAC, as outlined in the President's EO, is crucial. The Commission's duty to review amnesty applications under Proclamation Nos. 403, 404, 405, and 406 guarantee a just and transparent procedure.
Furthermore, Pres. Marcos Jr. issued Proclamation No. 404, granting amnesty to former Communist Party of the Philippines-New Peopleβs Army-National Democratic Front (CPP-NPA-NDF) members for politically motivated crimes punishable under the Revised Penal Code (RPC) and Special Penal laws.
On November 29, 2023, House Concurrent Resolutions Nos. 19, 20, 21, and 22 were introduced by House Speaker Martin Romualdez and other House leaders in support of President Marcos Jr.βs amnesty proclamations for various rebel groups.
While amnesty provides a chance for redemption, it does not exempt individuals from accountability for grave offenses. We must reinforce our dedication to upholding the rule of law, ensuring accountability for past actions, and adhering to the principles of Bagong Pilipinas.
The Proclamation excludes crimes such as kidnap for ransom, massacre, r**e, terrorism, crimes against chastity as defined in the Revised Penal Code, crimes committed for personal gain, violation of Republic Act (RA) No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, grave violations of the Geneva Convention of 1949, and genocide, crimes against humanity, war crimes, torture, enforced disappearances, and other gross violations of human rights.
It's essential that all stakeholders in peacebuildingβincluding religious leaders, marginalized groups, and civil society organizationsβare included in these inclusive initiatives. To establish unity, peace, and development, all sectors of society must cooperate and participate.
We must also continue dialogues and engagements to address the root causes of the conflict. Our Local Peace Engagement (LPE) actively involving local government units (LGUs) down to the barangays has been very successful. Sustainable peace can only be achieved by addressing social ills and fostering social justice and equality.
The NTF ELCAC embraces this comprehensive approach to amnesty, which aligns with our commitment to building an inclusive and peaceful society, as envisioned in Bagong Pilipinas. By resolving the issues affecting the former rebels and providing them a path towards reconciliation, we facilitate the achievement of lasting peace and inclusive development for all Filipinos.

CAMP CAPINPIN, Rizal β A terror plot by the New Peopleβs Army was foiled by the 2nd Infantry βJungle Fighterβ Division after soldiers unearthed an arms cache in General Nakar, Quezon on Saturday, March 9, 2024.
Troops from the 1st Infantry βAlways Firstβ Battalion were conducting focused military operations at Sitio Anibongan in Brgy Magsikap when they discovered the said arms cache that included one shotgun, an anti-tank explosive, four anti-personnel mines, 2 hand grenades, and a blasting cap.
In a statement, 2ID Commander Maj. Gen. Roberto S. Capulong emphasized that the discovery of the arms cache has prevented a potentially devastating attack targeting the security forces and civilians.

Ipinakita ng 80th Infantry (STEADFAST) Battalion, sa ilalim ng pamumuno ni Lt. Col. Mark Antony U. Ruby, ang kanilang dedikasyon sa pangangalaga sa kalusugan sa ginanap na Health and Wellness Fair bilang bahagi ng ika- 127 na anibersaryo ng Philippine Army noong Marso 8, taong 2024.
Naguna sa makabuluhang aktibidad ang Commander ng 2ID, PA at ang panauhing pandangal, Maj. Gen. Roberto S. Capulong, kasama si Brig. Gen. Jose Augusto V. Villareal, Assistant Division Commander.
Pangunahing layunin ng Health and Wellness Fair ang magbigay ng libreng serbisyong pangkalusugan sa mga kasundaluhan, kanilang mga pamilya, at mga civilian employee.
Sa pangunguna ni Col. Mailyn T. Panganiban, namumuno sa 2nd Army Station Hospital, isinagawa ang libreng konsultasyon sa kalusugan, check-up sa mata, libreng vaccines, mental health assessment, dental check-ups, libreng gupit, at iba pang benepisyo.
Hindi rin nagpahuli ang mga kasundaluhan sa pagpapakita ng pagkakaisa sa pamayanan sa pamamagitan ng pagdo-donate ng dugo upang matugunan ang pangangailangan sa military at tiyakin na may sapat na reserba ng dugo sa oras ng pangangailangan.
Sa kabuuan, ang aktibidad ay nagdulot hindi lamang ng pagpapanatali ng kalusugan kundi pati na rin ng kasiyahan sa mga kasundaluhan at komunidad.
Nagpapakita ito ng diwa ng serbisyong militar na naglalayong magtagumpay hindi lamang sa larangan ng seguridad kundi pati na rin sa pangangalaga sa kalusugan at kapakanan ng kanilang mga miyembro at ng komunidad na kanilang pinagsisilbihan.

Two Milisyang Bayan members surrendered while five CPP-NPA-NDF supporters withdrew their support to the communist terrorist group during a ceremony in Mulanay, Quezon on Wednesday, December 20, 2023.
The Mulanay Task Force to End Local Communist Armed Forces headed by its municipal mayor, Hon. Aris Aguirre, with assistance from the 85th Infantry βSandiwaβ Battalion and Mulanay PNP, led the ceremony that saw the surrender of two MBs who were part of Platoon REYMARK from the Southern Tagalog Regional Party Committeeβs Sub Regional Military Area 4B and the withdrawal of support of five CPP-NPA-NDF supporters from Barangay Mabini.
The said individuals expressed their willingness to break ties with the communist terrorist group through the voluntary ex*****on of sworn statements in condemnation and their withdrawal of support to the CPP-NPA-NDF.
In a statement, 2nd Infantry βJungle Fighterβ Division Commander Maj. Gen. Roberto S. Capulong attributed their surrender and withdrawal of support to the successful collaboration between the LGUs, security forces and valued stakeholders in promoting peace and empowering communities to be resilient against the atrocities of the CPP-NPA-NDF.

Joint forces of the Philippine Army and Philippine National Police apprehended an NPA leader wanted for murder in San Pablo, Laguna on Friday, December 22, 2023.
Troops of the 1st Infantry Battalion assisted the Philippine National Police units of Laguna, Quezon, San Pablo, and Kalayaan in a joint law enforcement operation at Barangay San Crispin, San Pablo, Laguna and served a warrant of arrest to Tirzo Buenafe for the crime of murder under criminal case number 8320-G dated July 01, 2009 issued by the presiding judge of Branch 61 Regional Trial Court of Gumaca, Quezon with no bail.
Buenafe alias Boboy Opinaria/Jess is a former Regional Yunit Guerilla Platoon Leader of the Southern Tagalog Regional Party Committee and is listed as the Most Wanted Person of the Police Regional Office-4A.
In a statement, 2nd Infantry βJungle Fighterβ Division Commander Maj. Gen. Roberto S. Capulong said that the arrest of Buenafe manifests the concerted effort of the security sector to bring those responsible for criminal acts to justice.
He also emphasized the importance of collaboration between the community and the security forces in the enforcement of the law against criminals and in countering threats posed by communist terrorist groups.
