Vice President Sara Duterte, who previously accused the government of mishandling funds, ironically left the Department of Education (DepEd) with a total of P12.3 billion in unsettled Notices of Suspension (NSs), Notices of Disallowance (NDs), and Notices of Charge (NCs) as of December 31, 2023, according to the Commission on Audit's (COA) 2023 annual audit report.
The report indicated that non-compliance with existing laws, rules, and regulations resulted in P10.1 billion in suspensions, P2.19 billion in disallowances, and P7.38 million in charges, all of which remained unsettled by the end of 2023.
The audit also found that the DepEd did not strictly follow the required procedures for granting, utilizing, and liquidating cash advances, leading to an accumulation of unliquidated cash advances amounting to nearly P7 billion, contrary to prescribed regulations.
Additionally, the report pointed out that over P15.48 billion in allotments went unutilized due to the delayed, partial, or non-implementation of various programs, activities, and projects (PAPs) and unfilled plantilla positions.

Vice President Sara Duterte told House lawmakers that she would "forgo the opportunity" to answer inquiries about the P2.037 billion proposed budget of her office.

House Quad-Committee Chairperson and Surigao Del Norte 2nd District Rep. Ace Barbers questioned AR Dela Serna, former executive assistant to former presidential spokesperson Harry Roque and a former incorporator at Biancham Holdings and Trading, Inc., about his qualifications.
During the committee's third public hearing on Wednesday, August 28, Barbers asked Dela Serna if he had any medical background. Dela Serna responded, "Hindi po" and "No po," confirming that he is neither a nurse nor has any medical training.
Dela Serna's connection to Roque came under scrutiny following a raid by the Presidential Anti-Organized Crime Commission (PAOCC) at the Lucky South 99 POGO hub in Porac, Pampanga. During the raid, Dela Serna's appointment papers as Executive Assistant III under Roque's office, dated October 5, 2021, were discovered, along with an affidavit from Roque.
In the affidavit, Roque stated that he "needed a travel companion since I am diabetic, with a coronary stent, and suffering from acute spinal stenosis," assuming full responsibility for Dela Serna's financial needs during trips to Poland, Ukraine, and Italy in October 2023.
