Inviting 3,500 candidates to apply for permanent residence. This all-program draw considered candidates from the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP) and required a minimum Comprehensive Ranking System (CRS) score of 483. The previous draw held on April 12 invited 3,500 candidates with a minimum CRS score of 486. March 2023 saw a total of four draws, including the largest-ever all-program draw that invited 7,000 candidates.

Express Entry is an application management system that evaluates and ranks candidates based on human capital factors, such as work experience, language ability and education, and those with high scores are most likely to receive an invitation to apply for permanent residence. Candidates who receive an invitation have 60 days to submit their final application.

Canada continues to call for an end to violence in Sudan and stands with the Sudanese people as they strive for peace.

Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced the Government of Canada will introduce new immigration measures to support Sudanese temporary residents who are currently in Canada and may be unable to return home due to the rapidly deteriorating situation in their country.

Once these measures are in place, Sudanese nationals can apply for an extension of their status in Canada and move between temporary streams, allowing them to continue studying, working or visiting family free of charge. These measures would help ensure the continued safety of the Sudanese population already in Canada, keep families together, and give them a safe place to stay. Details will be made available in the days ahead.

Ontario is investing $25 million more over the next three years, on top of the $15 million over three years that was announced in Budget 2022, to double Ontario’s skilled immigrant intake. The investment will work to address labour shortages and promote economic growth in the province.

The minimum Comprehensive Ranking System (CRS) cut-off score was 486. In an all-program draw, candidates are considered from the Canadian Experience Class (CEC) the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP).

This draw follows three consecutive Express Entry draws in which 7,000 candidates were invited. The most recent draw on March 29 also saw the lowest CRS cut-off score since December 2020, at 481.

Employers in Canada were approved to fill more than 220,000 positions through the Temporary Foreign Worker program last year, taking advantage of government decisions that broadened access to migrant labour.
TFW approvals jumped 68 per cent from 2021, according to a Globe and Mail analysis of figures recently published by Employment and Social Development Canada. Over the final three months of 2022, companies were authorized to hire nearly 69,000 positions through the TFW program – the most in a quarter since at least 2017.
The numbers reflect part of the hiring process: Foreign workers still need to get the appropriate permits to fill those positions.

Canada Announces New Measures
For Turkish & Syrian Nationals

Effective from March 29, 2023 nationals of Türkiye and Syria will benefit from below listed new measures:

▪️extension of temporary status (study, work or visitor) within Canada free of charge.

▪️priority processing of immigration applications submitted by earthquake victims

▪️new open work permit of up to 3 years for temporary residents already in Canada.

▪️easier transition between temporary residents statuses

▪️no requirement of passports and travel document requirements for the Canadian permanent residence applicants outside Canada

▪️For Canadian citizens and permanent residents in Turkey and Syria, there will be no costs for temporary passports, passports with restricted validity, emergency travel papers, Canadian citizenship certificates, or permanent resident travel documents

The number of applications for permanent residence received by Immigration, Refugees and Citizenship Canada (IRCC) dropped in 2022 due to a freeze on Express Entry draws for federal programs that lasted for almost 10 months.

The latest data reveals the number of permanent residence applications received by the IRCC plummeted by 60.3 per cent, falling to 264,778 from 667,261 in 2021.

That is a 27.7 per cent lower level of applications received than during the first year of the COVID-19 pandemic, in 2020, when the IRCC received only 366,408 applications for permanent residence.

IRCC extends Post Graduation Work Permits for 18 months that are expired or expiring in 2023.
Those who were eligible for PGWP extension in 2022 will also qualify for this new extension.
Beginning April 6, 2023, these changes will allow PGWP holders who want to remain longer to participate in a facilitative procedure to extend their work permit, allowing Canada to retain high-skilled personnel.
PGWP holders who are eligible for the facilitative procedure will shortly get reminders about login onto their online IRCC Secure Account to opt in and amend critical personal information beginning April 6, 2023.
For those who apply, will receive by an email, the interim work authorization, which they can affix to their expired PGWPs.

Canada has conducted its second-largest Express Entry draw of all time, issuing 7,000 Invitations to Apply.

The March 15 all-program draw featured a minimum Comprehensive Ranking System score of 490, one point higher than the previous all-program draw, which took place on February 1.

This was Canada’s third all-program Express Entry draw of 2023, with the previous two seeing 5,500 ITAs each. It has also conducted one draw targeted at Federal Skilled Worker candidates and three at Provincial Nominee Program candidates.

Canada has now issued 24,260 ITAs in 2023 after inviting 45,115 candidates in the whole of 2022.
