The decree establishes the duty of the citizens of Belarus, permanently residing in the country of foreign citizens and stateless persons who did not participate in the financing of public spending or to participate in such financing less than 183 calendar days in the past year, to pay the fee of 20 basic units.
Citizens involved in 183 calendar days or more in a year of labor and other decreed activities (business, craft, creative, lawyer or notary, the provision of services in the field of rural tourism, the performance of work under civil law contracts, training in full-time education) considered participating in the financing of public spending and thus exempt from payment of the fee.
To participate in the financing of public spending will be treated as child rearing periods before the age of 7 years old, a disabled child under the age of 18 years, three or more minor children.
The fee to be paid by payers, reduced by the amount paid by them in the past fiscal tax period (income tax on natural persons, a single tax from individual entrepreneurs and other natural persons, the tax under the simplified system of taxation).
Collection shall be paid not later than 15 November of the year following the tax period, based on the tax authority's notice.
Non-payment or partial payment of collecting fines involve in size from 2 to 4 basic units or administrative arrest with mandatory assignment to perform community service.
The decree comes into force after its official publication and will be applied to relations arising from 1 January 2015.

Беларуский dark ambient проект VESICATORIA, который в прошлом году отметил 15-летие, выложил трек, название которого можно перевести, например, как "Призрак, видение, появление, видимость", войдет в альбом с обнадеживающим названием Awakening. Темная и густая атмосфера переплетается с звуками урбанизированого упадка, скрипы и скрежет с инфернальным шепотом и практически оккультным трансом. Количество инструментов и эффектов просто зашкаливает погружая все глубже в то темное что есть внутри у каждого.
Бокс с 11 новыми треками станет седьмой студийной полноформатной работой беларуского электронщика работа над которым шла почти два года.
Релиз запланирован на 5 февраля, и любители музыки темных сфер уже считают дни в его ожидании. Сам музыкант обещает - и представленная публике песня это подтверждает, - что альбом станет необычайно сложным структурным и атмосферным.
