We've published an update to our map of London's Low Traffic Neighbourhoods, revealing:
- Hackney has the highest proportion of suitable streets with a LTN (70%) of all London boroughs, followed by Waltham Forest (48%);
- Islington and Newham have respectively 43% and 37% of suitable streets covered by LTNs;
- Bottom are Bexley and Barking and Dagenham (both with 4%).

With 3 new Low Traffic Neighbourhoods approved in Haringey and 2 LTNs made permanent in Lambeth, it's been a pretty good end/start of the year for active travel in some London boroughs. Healthy Streets News, Issue 6 – Healthy Streets Scorecard Haringey approves three new LTNs, Lambeth approves proposals to make two LTNs permanent and Hackney makes the Homerton LTN permanent.
This climate change fighting machine has been around for ages, but, up until the eleventh hour, was largely overlooked at COP26. London boroughs can help the planet and improve residents' health by making the streets safer and more appealing for cycling. We want to see:
1. Borough-wide Low Traffic Neighbourhoods
2. A default 20mph speed limit on all borough and Transport for London controlled roads
3. Small-area Controlled Parking Zones borough-wide
4. Protected cycle lanes on main roads
5. Traffic-free streets around all schools, where possible, and safe walking and cycling routes to school

Healthy Streets News, Issue 5 – Healthy Streets Scorecard More Wandsworth School Streets, Hackney has highest proportion of adults cycling, traffic reduced in Islington LTN, Inner London 20mph
To mark World Car Free Day, Possible's Car Free Cities team made pop-up parklets in London, Birmingham, Bristol and Leeds to show alternative uses for parking spaces. Did you see their pop-up parklet in Hackney, built with help from the Parents' Air Quality and Road Safety Group of Hackney New Road Primary School? Parent volunteers provided plants, chairs, tables, books and food and lots of passersby stopped to enjoy the positive community spirit.

CPZs are essential to reducing commuter parking and ‘switchable’ car trips, but in 15 boroughs parking is controlled on less than a third of roads. has the lowest proportion of the Inner London boroughs (21%). and have the lowest proportions of the Outer boroughs, with parking controlled on less than 10% of roads.

We'd like to see all London boroughs introduce protected cycle lanes on main roads. There's clear evidence that more people cycle where there's a network of safe protected routes in a city and that women and children are disproportionately affected by the lack of such infrastructure.
Local authorities like the City of London, London Borough of Waltham Forest and Camden Council delivered significant lengths of new cycle track over the last year. But our 2021 Scorecard shows only 4% of London's overall road length is covered by protected cycle track, so there's lots more to do.

What a difference a year makes. Here's the historic Low Traffic Neighbourhoods and the new ones introduced in London after the first lockdown started in March 2020. Hackney tops the LTN indicator with 55% of suitable roads covered. Waltham Forest has the highest proportion of LTNs covering its suitable street area of the Outer London boroughs. Westminster has the lowest proportion of the Inner London boroughs.
Since publishing the Healthy Streets Scorecard in July, some boroughs and members of the public have provided us with new information which feed in to some of the metrics. We welcome this engagement and will be able to update the relevant maps and metrics later this Autumn after we have again written to all boroughs for any updates. School Streets have been rolled out at pace in Merton which has gone from 4% of schools with them (2020 HS Scorecard data*) to 41% (HSS 2021). The proportion of Islington's schools with School Streets has increased from 16% to 40%. In Hackney, the % went from 8% to 39%.

The City, Waltham Forest and Enfield boroughs are leading on installing protected cycle tracks, but London's overall proportion is very low (on average only 4% of the capital's road length has protected cycle tracks). Our 2020 London Boroughs Healthy Streets Scorecard results showed Islington had the lowest car ownership level with just 33 cars registered for every 100 households. Just one week to go until we launch our 2021 Healthy Streets Scorecard results on Tuesday, 6 July! One of the four 'outcome' indicators we measure is car ownership rates, where there are very significant differences between London boroughs. Our 2020 Scorecard revealed there were 2,661,026 cars in London. The Mayor’s target for car ownership is for there to be 250,000 fewer cars registered in London by 2041. That equates to 12,500 fewer cars each year for 20 years. But our 2020 Scorecard data showed just 168 fewer cars registered in London, comparing the 2019 and 2020 data.
