It is an exciting year for 11-year-old Chidera Igwe, but not for a reason common to girls her age.
The Grade 5 student at St. Kateri Tekakwitha Catholic School in Regina just published her first book, The Carnival Boy.
The fictional novel follows the adventure of Melissa, a lover of carnivals who loses her way during a family vacation. Her encounter with a young boy changes her life as she tries to find a way out of the carnival.
Igwe started writing in Grade 3 and has written more than a dozen storie The Carnival Boy has received more acclaim than any of her previous work.
"I published this one because when I got people to read it, like my friends or my teachers, they really just had that enjoyment feeling," she said. "I'd write manuscripts and they would read it and they liked it, but this one they said was as if they were reading an actual book."

2021 Passport Intervention Update in Regina
All documents have been sent to Ottawa. We await response from Ottawa on exact date for the passport intervention in Regina.
Please note that when we have a date, there will be a scheduled time slot sent out to all who submitted their documents and made payments for Admin fees and logistics to NCAR.
If you submitted your documents and you are yet to make the necessary payment please do so.
For those who missed the deadline, we are still able to receive your applications until we have a date from Ottawa so follow all necessary application steps and submit in due time.

Mortgage Stress Test Changes Coming June 1 – What You Need to Know
Starting June 1, 2021, the minimum qualifying rate used for both the insured and uninsured mortgage stress tests will be increasing.
Whether you’re making a down payment of less than 20% or more than 20%, you will now have to prove you can afford payments based on your contract rate plus 2%, or 5.25%, whichever is higher. Currently, the minimum qualifying rate is 4.79%.
The changes were announced by the Office of the Superintendent of Financial Institutions and the Department of Finance and will reduce the maximum mortgage you qualify for by between 4-5%. That means if your current maximum mortgage is $400,000, it will fall to $382,400 on June 1 if you’re applying with a federally regulated institution.Â
The higher stress test will not apply to your purchase if it was made before June 1 (with a signed purchase to offer).

The Nigerian Canadian Association of Regina (NCAR) will be offering an opportunity to all Nigerians in Regina to renew or apply for new Passports by June/July 2021. Please take the following time sensitive actions:
STEP 1: Review the Passport Application Procedure using the following link https://nigeriahcottawa.ca/e-passport/
STEP 2: Complete the online application process and pay the necessary consular fees to the Nigerian High Commission using the link https://portal.immigration.gov.ng/
STEP 3: Take out money order as required for the Government Administrative Fees. See https://nigeriahcottawa.ca/2021/02/03/restoration-of-administrative-charges/ [You will be required to bring this Money Order to the Venue of Event].
STEP 4: Pay $250 per passport fees to the NCAR electronically via email money transfer to [email protected]
[If you are applying for more than one passport, your payment will be $250 multiplied by the number of passports].
Kindly state the name(s), phone number and email for whom payment is for when sending the electronic payment.
NOTE:The $250 is for organizing the event. Fees will cover hall rental and logistics
STEP 5: Put printed copies of the following documents in a legal size envelope (if applying for more than one person within the same family unit, put each family members copy together in one envelop)
• Copy of data page of expired/expiring passport
• Copy of payment slip
• Copy of Acknowledgment slip
• Copy of online application with passport photo affixed
• Copy of Police Report (if applying for a MISSING passport)
• Certified true copy of Birth Certificate (if applying for a NEW passport for a minor)
• Copy of Student’s ID Card (if you a full-time time)
STEP 6: Submit the sealed envelope to ANY of the 2 African stores in Regina:
