North Adams Moving Police Station to Berkshire Plaza 14/12/2022

We’re thankful that this move is happening, and glad the Mayor and City Council have finally found a solution to our dire situation regarding building conditions, Officer safety, and resident accommodations.

With these accommodations, and further commitment to bring our staffing to a level befitting a safe and effective Police force, NAPD will have finally progressed past decades of underfunding, understaffing, and lack of support. We’re grateful for and optimistic of these developments!

On Saturday, 10/23/2021 at approximately 11:54 PM, North Adams Police Department patrol units were dispatched to 145 State Street for a report of an altercation taking place in which gunshots were fired at a residence. Upon arriving on scene, officers were able to determine that six 9-millimeter rounds were fired at the residence, penetrating the upstairs apartment walls.

After gathering information from witnesses, patrol officers were able to put out a regional broadcast to surrounding agencies relevant to a vehicle the alleged suspect was seen leaving the area in. Approximately 1 ½ hours later, officers of the Adams Police Department identified the vehicle in the broadcast. At that time, the Adams Police Department assisted by the North Adams Police Department performed a traffic stop of this vehicle. Through information provided from witnesses on scene, along with surveillance video, a male party was taken into custody without incident.

After a subsequent investigation in the following days, North Adams Police Department Detectives executed a search warrant on a residence in North Adams based on information gathered from the incident. This search warrant resulted in the seizure of two 9-millimeter handguns. A second male party was taken into custody as a result of this search warrant. Both individuals have since been arraigned at Northern Berkshire District Court.
The North Adams Police Department would like to thank the Adams Police Department and the Massachusetts State Police for their assistance with this case.

*NAPD activity for September, 2021*

Calls for service: 1,080
Arrests: 77
Incident Reports: 216
Accidents: 38

Please make note, as always, these statistics only reflect police calls in which generated an officer response. Our 9-1-1 center, which is also extremely understaffed and underfunded, handles a vastly higher number of business and emergency calls in addition to the above reflected numbers.

In September, NAPD saw another officer transfer to a neighboring agency, making two in three months to leave our department. In reference to the numbers above, our department of less than 20 is handling call volumes and police activity that is typically experienced by an agency staffed with 30-40 officers. This issue has been no secret for over a decade, however we have never gotten the support and resources we need. As of right now, we have 12 dedicated patrol officers (with two out on extended leave) to cover our shifts, along with two reserve officers. Our supervisors and other units are commonly taken out of their roles to cover patrol minimums.

Due to this, our shifts continue to run at dangerously low, unsafe staffing numbers. With minimal staffing levels, minimal resources, and high call volume, it’s apparent why we keep losing talented officers to municipalities that take the safety of it’s residents and officers seriously.

*North Adams PD Activity for August 2021*

NAPD officers responded to 1,050 calls for service requiring police assistance, including 34 motor vehicle collisions. These calls for service do not include Fire and EMS calls, unless an officer was also requested to respond.

Additionally, as a result of these calls for service, 59 arrests were made and 170 incident reports were generated.

This is a fairly accurate representation of our monthly activity. It should be noted that this call volume is being handled by a department that has shrunk in number to 19 active full-time staff, aided by 3 part-time officers currently working in a full-time capacity to help with staffing deficits. Unfortunately, these numbers are going to continue to shrink as officers seek alternative employment and 2 of our part-time officers attend the police academy next month.

Last week, Laci’s pedal go-kart was stolen from the front porch of her house. Officers had responded and after checking surveillance video identified the suspect, who was subsequently charged for the crime. Officers weren’t able to recover the go-kart for Laci, so the police Union purchased Laci a new one! Sergeant Kelly, Officer Kline, Officer Clement and Officer Cogswell responded to Laci’s house and presented Laci and her mother, Jamie, with the new go-kart. Our officers are dedicated to helping our community and the residents we serve.

It’s been over five months since Iberkshires posted an article about the deplorable conditions of our facility and we are still no closer to any answers. What’s worse, we have been given the opportunity of a temporary facility that would alleviate virtually all of our current issues and is move-in ready. The Union is concerned that we will once again lose out on this opportunity, just as we have with other solutions in past years due to inaction.

The fact that this temporary facilitity is not being entertained by the City is disheartening and insulting. A capital project, which quite frankly has been a discussion for well over ten years now with no progression, would take years to finish. With the public’s interest in mind, we simply cannot operate out of our current facility any longer.

Reviewing neighboring Demographics with comparable municipalities, the following has been concluded and supports the North Adams Police Department’s dire need for more staff and resources.
All data has been sourced from NeighborhoodScout.com.

North Adams, MA (Population 12,730):
Annual Crime- Violent: 74 Property: 409 Total: 483
Number of full-time sworn officers: 24

Greenfield, MA (Population 17,258):
Annual Crime- Violent: 84 Property: 342 Total: 426
Number of full-time sworn officers: 35

In conclusion, the North Adams Police Department has MORE overall crime, a significantly lower Crime Rating, and a higher Crime rate per capita than Greenfield, MA. Greenfield has comparable demographics to North Adams. North Adams PD and Greenfield PD also have approximately the same call volume, arrest statistics, and incident report statistics. The only difference between the two municipalities regarding their police agencies is that the Greenfield Police Department is adequately staffed to keep their city safe, and have been provided a facility that allows their staff to professionally accommodate the public and perform their jobs.

For decades, the North Adams Police Department has operated with dangerously low staffing levels out of a building that does not accommodate the public or its officers. When is enough finally enough?
