The Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA), in partnership with the Bohol Integrated Development Foundation, Inc. (BIDEF), has been implementing the project entitled “Consolidating CSO Networks for Citizens’ Engagement towards Participatory and Accountable Governance for Poverty Reduction Phase 2 (CCCE PAG-PR 2)” for 3 years now. The project aims to strengthen civil society organizations’ (CSOs) capacities in mobilizing effective citizens’ demand for transparency, accountability, and participatory local governance in pursuit of improved service delivery toward poverty reduction in 3 municipalities/cities in the province of Bohol namely: Corella, Dagohoy and Tagbilaran City. CCCE PAG-PR 2 is
funded by the European Union.

In line with this, the project will host a social accountability forum to present the major gains, key gaps, and challenges to stakeholders and to culminate the three-year program of empowering local CSOs to engage local authorities.

We would like to thank our partner local government units and CSOs in the municipalities of Corella and Dagohoy and the City of Tagbilaran for all the support.

The CCCE - PAG PR2 project conducted a Finalization of Data Analysis of Citizen Led-Monitoring in the Municipalities of Corella and Dagohoy, Bohol on September 20-22, 2022. The activity was facilitated by Ms. Jay Rose Rodeo, MEAL Officer of PhilDHRRA and participated in by CLM volunteers of Corella and Dagohoy. The activity aims to analyze the data gathered of the 4 projects that were monitored using KOBO TOOLBOX - the online digital platform used for efficient data consolidation and analysis. The data also was finalized for presentation to the partner LGUs for feedbacking and action planning.

The project is implemented by the Bohol Integrated Development Foundation, Inc. (BIDEF) in partnership and collaboration with the Philippine Partnership for the Development of Human Resources in Rural Areas (PHILDHRRA).

The Bohol Integrated Development Foundation, Inc. (BIDEF) through the CCCE PAG PR2 project conducted the Mentoring and Coaching for Citizen-Led Monitoring on September 12 & 13, 2022 in the Municipalities of Corella and Dagohoy, Bohol. The activity was participated in by the CLM volunteers of the 2 with the aim of capacitating them on how to gather data using the KOBO Collect applications to KOBO TOOLBOX and then finally to the excel file. Moreover, the mentoring activity also discussed how to consolidate data using the different formulas from MS Excel for easier and efficient consolidation and analysis process.

This project is implemented by BIDEF in partnership and collaboration with the Philippine Partnership for the Development of Human Resources in Rural Areas (PHILDHRRA).

The actual Citizen-Led Monitoring (CLM) of 4 identified projects in the Municipality of Dagohoy was conducted on September 6-12, 2022. The projects monitored were the Barangay Disaster Risk Reduction Fund Utilization (2019 to 2022), BDRRM Plans, and Community Preparedness and Awareness in terms of Disaster Risk Reduction and Management in the 4 Barangays of Dagohoy (Barangay Malitbog, San Vicente, Poblacion, and Caluasan).

The CLM Volunteers are the CSO leaders and members of the project partners from youth, farmers, and women’s sectors. The CLM volunteers used KOBO TOOLBOX and KOBO Collect Application as digital platforms for actual monitoring for an effective and efficient feedbacking system to improve service delivery of the Local Government Units.

The project is implemented by the Bohol Integrated Development Foundation, Inc. (BIDEF) in partnership and collaboration with the Philippine Partnership for the Development of Human Resources in Rural Areas (PHILDHRRA).

The CCCE - PAG PR2 project conducted a STRATEGIC PLANNING DEVELOPMENT WORKSHOP on August 11-13, 2022 at Level 007, J.A. Clarin Street, Tagbilaran City. It was participated in by the PO/CSO leaders and representatives from the target sites of Dagohoy, Corella and Tagbilaran City, Bohol. The training workshop was facilitated by Mr. Haley Atienza.

The activity aims to chart the strategic direction and program thrusts of the organized groups and identify action points for community and LGU engagement and project concerns.

Actual Citizen-Led Monitoring (CLM) of LGU projects in the Municipality of Corella conducted on August 21-25, 2022. The CLM activity led by the CSO volunteers in Corella monitored the infrastructure projects the Construction of the Barangay Covered Court in Barangay Canapnapan and the Rehabilitation/ Construction of Water Works System, Well Drilling, Aquifer Testing and Pump House Construction in Barangay Tanday. The CSO volunteers also monitored the livelihood projects on the Integrated Community Food Production in the 8 Barangays of Corella and Sustainable Livelihood Program of PO beneficiaries in barangay Cancatac. The methodologies used during the monitoring were the Key Informant Interview (KII), Focus Group Discussion (FGD), Survey Tools, and On-site Inspection.

Courtesy calls/visits conducted to the 4 barangays in the Municipality of Dagohoy on August 15, 2022 together with the CLM volunteers. These barangays were the following: Malitbog, San Vicente, Poblacion and Caluasan. These were the barangays identified for the CLM Project Monitoring.

The Provincial Project Coordinator together with the CLM volunteers conducted a courtesy call/visit to the Local Chief Executive (LCE) of the Municipality of Dagohoy, Hon. Germinio Relampagos, on August 5, 2022. The CLM volunteers also had a courtesy visit to Hon. Juan Manuel Y. Lim, Municipal Mayor of the Municipality of Corella on August 8, 2022 for the upcoming project monitoring in the said LGU. The team visited the offices of the Municipal Planning and Development Coordinator (MPDC) and the Municipal Local Government Operations Office (MLGOO) for the CLM activities and additional feedback and recommendations.

KOBO TOOLBOX Training was conducted on August 3-5, 2022 in Corella, Dagohoy, and Tagbilaran City participated in by the CSO volunteers from the women, youth, farmers, and fisherfolks. The training was spearheaded by Ms. Jay Rose Rodeo of PhilDHRRA.

The CSO volunteers were capacitated using digital platforms for an effective and efficient feed-backing system to improve service delivery of the local governments. The project will be developed and introduced KOBO Collect applications as an online platform to be used for citizen monitoring for the local government projects or programs and substantial participation of citizens in local governance and promotion of government transparency through civic technology.

This project is implemented by the Bohol Integrated Development Foundation, Inc. (BIDEF) in partnership with the Philippine Partnership for the Development of Human Resources in Rural Areas, Inc. (PhilDHRRA) with the support from the European Union (EU).

The CCCE-PAG PR2 project implemented by the Bohol Integrated Development Foundation, Inc. (BIDEF) in partnership with the Philippine Partnership for the Development of Human Resources in Rural Areas, Inc. (PhilDHRRA) conducted the Citizen Led Monitoring (CLM) Questionnaire Formulation in the municipalities of Corella, Dagohoy and City of Tagbilaran on July 29, 30 and August 1, 2022, respectively. This was participated by the CSO volunteers and representatives of the concerned offices from Local Government Units (LGUs). The project/s that were chosen to be monitored were identified by the CSO volunteers and LGUs. The questionnaires were formulated through the collaborative efforts of BIDEF, CSO volunteers and LGUs.

One of the project components is to mainstream citizen-led monitoring (CLM) through partnerships using digital platforms for an effective and efficient feedbacking system to improve service delivery of the local governments. The project will develop and introduce another online platform to be used for citizen monitoring for the local government projects or programs and substantial participation of the citizens in local governance and promotion of government transparency through civic technology.

The “Consolidating CSO Networks for Citizens’ Engagement towards Participatory and Accountable Governance for Poverty Reduction Phase 2 (CCCE PAG-PR 2)” project conducted the Citizen - Led Monitoring Coordination Meeting and Questionnaire Formulation last July 29 and 30 and August 1, 2022 in the target municipalities of Corella, Dagohoy and Tagbilaran City, Bohol. It was a preparatory activity to finalized the questionnaire/tool for the identified government projects to monitor by CSO partners and volunteers in coordination with the Local Government Units (LGU).

Last July 19, 21, & 28, 2022, the project conducted the Community Bases Enterprise Development Series 2 (Business Proposal) Blended Training held in Tagbilaran City, Bohol.

This capacity development interventions are intended for the recipient of Social Enterprise Development Assistance of the project for the selected CSOs in the target Municipalities of Dagohoy, Corella, and City of Tagbilaran, Bohol.

The Bohol Integrated Development Foundation, Inc. (BIDEF) and the Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA) through the “Consolidating CSO Networks for Citizens’ Engagement towards Participatory and Accountable Governance for Poverty Reduction Phase 2 (CCCE PAG-PR 2)” project held Courtesy Visits to the newly elected Mayors and Vice Mayors of the Municipality of Corella and Dagohoy, Bohol on July 18, 2022. This is to orient the new administration on the project that aims to strengthen capacities of local civil society organizations (CSOs) to forge partnership with their local government units (LGUs) towards transparent and accountable governance. CCCE PAG-PR 2 project is funded by the European Union (EU) and is being implemented in six (6) provinces, including Bohol.

BIDEF also appeared before the Sangguniang Bayan of Corella regular session for re-accreditation of the organization and advocate for the institutionalization of the Corella Peoples Council.

The Bohol Integrated Development Foundation, Inc. (BIDEF) in partnership with PhilDHRRA through the “Consolidating CSO Networks for Citizens’ Engagement towards Participatory and Accountable Governance for Poverty Reduction (CCCE PAG-PR) Phase 2 project” conducted a Refresher Course on Local Development Planning and Budgeting and Understanding Local Governance in the Lens of the Civil Society Organizations participated by the Peoples Organizations/Civil Society Organizations of Municipality of Dagohoy, Corella, and Tagbilaran City on July 13-14, 2022 at Panda Tea Garden Suites, Tagbilaran City, Bohol. The activity aims to strengthen the CSO participation and deepen the understanding of the CSO on their Roles and Responsibilities during local development planning and budgeting. The activity also high lightened the CSO accreditation process that timely been discussed since the CSO needs to accredit in their respective Local Government Unit.

Last October 12-13, 2021, the Bohol Integrated Development Foundation (BIDEF) in partnership with Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA) conducted the CLM Tool Development using KoBo Toolbox in the Municipality of Corella and Dagohoy for Citizen Monitors in the Citizen-Led Monitoring (CLM) activities of the project.

The objective of the training is to orient CCCE PAG-PR Phase 2 project partners on basic community-based participatory research, research tool development and introduce different online platforms for effective and efficient citizen monitoring towards improved service delivery of Local Government Units.

Conducted a 1- day Development Live Orientation in two consecutive days (July 12- 13, 2021) in Municipalities of Corella and Dagohoy, facilitated by the Department of Interior and Local Government- Bohol.
Development Live is a mobile app used for community-based monitoring system, which strategizes for a regular supply of reports from citizens on the infrastructures projects of the government for transparency, accountability and citizen participation and also strengthens the citizen participation in governmental processes.

Website
