Dear Voters,
And now, the end is near and so I face the final curtain, as the song says. All presidential aspirants were interviewed by anchormen and women of various television and radio and youtube channels. My only disappointment is that questions dealt more on micro leaving the macro issues untouched. For instance, it would have been more revealing if presidential aspirants could have been asked about geopolitics in all continents, Europe, America, Asia, Africa, and Australia. It has bearing on our international relations because they are all connected to economics. A third-year student in political science can easily elaborate on these.
The other issue that could have been raised is a management style, especially on policymaking. I am sorry to say that our system of management is 50 years behind Japan, the United States, and Europe or even China, South Korea, and Singapore. Thailand, Indonesia, and Malaysia are catching up. What about the Philippines? Dictatorship and puppetry prevail.
In the early 1980s Zero-based budgeting was introduced by then-Secretary Jaime Laya of DBM. It could have been a step in the right direction had it been continued. Other policy formulation techniques of the ’80s are still relevant until now. It is quite technical but can be learned. I am sure VP Leni Robredo can easily resonate with these because she could have been akin to her husband’s skill in management, The late Jess Robredo was an engineer and management graduate from La sale, U.P., and Harvard Universities. VP Leni Robredo is intelligent and can easily respond to the challenges of management concepts and theories. For instance in policymaking, mathematical figures and statistics are very important. In project planning the Development Academy of the Philippines can help a lot. In project implementation, the Logical Framework Systems approach used by USAID for developing countries can be adopted but neglected by the Philippines as an effective tool. In evaluating maintenance programs and when selecting the best-buy equipment and maintenance, terotechnology popularized in Great Britain may be adopted. Terotechnoly lessens graft and corruption. There are so many more modern management tools available that can be explored. If we can only adapt to modern government management practices to narrow the gap of our backwardness, six years of the president’s term is too long to see progress. I believe only VP Leni Robredo can do this because of her open-mindedness.
