His career was devoted mostly in the field particularly in Mindanao for 20 years, where he earned rich and bountiful experience in Counter-Insurgency and in Anti-Criminality Campaign, law enforcement, and public safety operations. As a student he was an outstanding campus leader in High school and in College. An active Boy Scout leader and attained highest rank in scouting - Eagle Scout. Attended world gathering and training such as: International Wood Badge Course, Scout Leader Course in Chatahoochee Council, Georgia USA; Fall Camporee in Columbus Council, Georgia, USA. He was the Chief of Doctrine Development of NHQ-PNP in 1994, where he had a chance to moderate the PNP Fundamental Doctrine, the Ethical Doctrine, PNP Drills and Ceremonies and others. He Authored books such as the PNP Doctrines and Doctrine Development as a Guide; Reinventing the PNP - Structural Concept; Bank Robbery Prevention; Doctrine of Regularity and other unpublished works. He was previously detailed with the Department of the Interior and Local Government as Executive Director of Patrol 117 Commission. Held the position of a Regional Chief Director of Staff in Region 10 prior to his present post. Presently he is taking post graduate studies for Doctor of Philosophy and currently continues to advocate as an educator being Professor IV to Mindanao University of Science and Technology teaching Public Administration for post graduate studies. An awardee of Instructor of the Year for Police National Training Institute-Philippine Public Safety College Regional Training School as he continues to educate police trainees.
