Today, Marsabit County First Lady H.E Alamitu Jattani had the honor of hosting H.E Tessie Musalia Mudavadi, spouse of the Prime Cabinet Secretary, as she officially handed over 13 state-of-the-art neo-natal incubators to six ASAL (Arid and Semi-Arid Land) counties including Isiolo, Mandera, Turkana, Samburu, Wajir and Mandera counties. This generous donation is part of the Okoa Malaika program, an initiative aimed at improving infant pre-term care across Kenya. We were also graced by the presence of First Ladies from Mandera, Isiolo, Turkana, Samburu and Wajir counties.

The Okoa Malaika program, aligning with the Universal Health Coverage (UHC) efforts, is an integral part of Kenya's strategy to enhance healthcare and reduce infant mortality rates.

Kenya's Chief of Defence Forces, General Francis Omondi Ogolla, and 11 other military personnel have lost their lives in a tragic aircraft accident in Elgeyo Marakwet County.

The incident occurred at around 2:20 p.m. today near the Sindar area, as the Kenya Air Force Huey Helicopter carrying the CDF and his entourage crashed shortly after takeoff from Chesegon, West Pokot County.

According to a statement released by President William Ruto, the military personnel on board who also perished in the crash include Brigadier Swale Saidi, Colonel Duncan Keittany, Lieutenant Colonel David Sawe, Major George Benson Magondu, Captain Sora Mohamed, Captain Hillary Litali, Senior Sergeant John Kinyua Mureithi, Sergeant Cliphonce Omondi, and Sergeant Rose Nyawira.

Two survivors from the crash are currently receiving medical treatment.

General Ogolla, a highly respected and distinguished four-star general, was on a working tour to visit troops deployed in the North Rift under Operation Maliza Uhalifu and to inspect ongoing school renovations.

President Ruto expressed his deepest condolences to the families of the victims and the entire nation, describing the incident as "a painful loss." He announced a period of three days of national mourning starting tomorrow, April 19th, 2024, during which the Kenyan flag, the Kenya Defence Forces Flag, and the Eastern Africa Community flag will fly at half-mast.

In honor of General Ogolla's service and sacrifice, the Kenya Air Force has constituted an air investigations team to determine the cause of the crash.

The incident has sent shockwaves through Kenya and the region, and tributes have poured in from leaders and organizations expressing sorrow and offering their condolences.

The County Government of Marsabit on Friday, April 5 issued a letter to the Royal Media Services (RMS) demanding the retraction of a story aired on Citizen TV claiming that it was unable to account for Ksh8.2 billion.
In the letter seen by Viral Tea, the county administration claimed that the media house's report indicated that the county could not account for Ksh8.2 billion received for the 2020/2021 Financial Year and that as a consequence of the alleged failure to account for the amount, the County lost Ksh160 million from the Kenya Development Support Programme (KDSP).
According to the statement, Governor Mohammud Ali of Marsabit alongside a team from the County Government appeared before the Public Accounts Senate Committee on March 27, 2024, following an invite by the Clerk of the Senate on February 15, 2024, to appear before it.
This was for consideration of the Report of the Auditor General on the Financial Statements of the County Executive of Marsabit for the Financial Year 2020/2021. The TV station was invited to cover the proceedings.

The Marsabit county administration added that the Chairman of the Committee, Moses Kajwang made a statement to the effect that the sum of Ksh8 billion could not be accounted for, a figure which it noted was drawn from the gross total received by the County Government for the Financial Year 2020/2021 which was clearly stated by the Office of the Auditor General being Ksh8,224,789,000/-.

It accused the TV station as well as RMS' digital platforms of publishing defamatory and libellous words which disparaged the County Executive and adversely affected as well as destroyed its moral and public reputation among right-thinking members of society and in particular the nation.
They claimed that the same creates a false innuendo, imputes and implies that all the members of the county executive are corrupt, dishonest and morally bankrupt individuals who cannot be trusted with public funds.

"That by the contents of the said articles in their entirety, in their natural and ordinary meaning, or by imputations and innuendoes, you meant and were understood to mean that the Marsabit County Executive is corrupt, is incompetent, cannot be trusted with public funds, does not perform its duties in a manner that maintains public confidence and has no regard for the law," reads the letter in part.
Marsabit County further argued that the story was not only false and sensational but also riddled with demonstrable malice.

"That in further overt aberration from the law specifically the Media Council, CAP 411B and trite ethical standards in journalism, your news editors and digital/social media content moderators deliberately failed, refused and or altogether ignored to invite the Marsabit County Executive to offer any comment or rebuttal to the subject articles prior to their publication.
"We are equally concerned that the aforementioned persons did not take any measure of prudency to corroborate the story but authorized it for public consumption as speculative, flawed, melodramatic and sensational as it was," added the letter.

The county deemed the words complained of as false in material particulars and only crafted and calculated to injure the reputation of the County Executive of Marsabit in both the public and private sectors.
It, therefore, demanded that RMS admit liability for the defamation and libel as well as an immediate retraction of equal prominence for its defamatory and libellous publications,
It is also seeking clarification on the correct position and an unconditional and unequivocal apology as well as a commitment from RMS to permanently desist from the publication of falsehoods concerning the County Executive of Marsabit.

The county leadership warned that failure to respond to the demands in seven days from April 5 would prompt it to seek legal redress against the media house.
"Take notice that unless we hear from you in the aforesaid terms within seven (7) days commencing today, we shall commence appropriate legal proceedings against you without further reference to you and at your own peril as to costs and incidentals," concluded the letter.

Just a day after Azimio leader Raila Odinga issued a warning that he may take legal action over the school capitation, Treasury has made an announcement that Sh31.34 billion has been released.

As schools prepare to reopen next week, Raila had accused the government of causing unnecessary hardship for children and teachers by withholding the funds.

Out of the allocated funds, Sh4.74 billion will be used for Free Primary Education while Sh7.60 billion will go towards capitation for junior secondary schools in the first term.

An additional Sh2.80 billion has been budgeted for school examination and invigilation fees, and Sh16.20 billion will cover the costs of Free Day Secondary School.

This release of funding will significantly reduce the mounting unpaid bills that have burdened learning institutions.

"Our MPs have been tasked with pushing for this, and we are also planning to take legal action to compel the Ministry of Education to release full capitation for both primary and secondary schools, ensuring a smooth start to the school year," said Raila in his New Year's message.

His Excellency the President Dr. William Ruto, and the First Lady, Mama Rachel Ruto, hosted a breakfast for county first spouses at State House, Nairobi, today. The meeting reinforced the important role of the first spouses in uplifting their communities.

President William Ruto confirmed his commitment to work with all elected governors in Kenya and promised increased allocations for the Women Enterprise Fund and the National Government Affirmative Action Fund. Further, the application process for the funds will be digitized to ease access by all Kenyans.

Mama Rachel Ruto asked the first ladies to work together to come up with ways to support governors and their governments. She urged them to adopt a forest in their respective counties as part of the Office of the First Lady's objective to plant 500 million trees and lead in promoting financial literacy among women in their counties through table banking, supported by Joyful Women Organization's County-based Economic Empowerment Officers.

Further, she proposed a food exchange program where first spouses from counties with food sufficiency would support their counterparts facing drought.

Through Mama Doing Good and its partners, the Office of the First Lady will offer mentorship and technical assistance to initiatives started by the county's first spouses.

AGAINST ALL ODDS

The last 4 years turned out to be a truly testing one for Diba Matacho, a student at Marsabit Mixed Secondary School who fell ill in 2018, when he was diagnosed with chronic tuberculosis.

As he was on medication, his lungs collapsed and he developed lung fibrosis, forcing him to depend on oxygen therapy to survive.

Diba was supposed to sit for his K.C.S.E exams in 2018, but his condition had him stay in hospital fighting for his life.

Shortly before the National exams, he hit the headlines after the Marsabit Referral Hospital C.E.O Liban Wako and his friends launched an appeal to raise funds for portable oxygen concentrator, which would have been an effective way in battling the oxygen shortage and help him sit for his exams which he registered as a private student.

On 1st December, Marsabit County Firstlady Alamitu Jattani donated a portable oxygen Concentrator to Matacho, to help him maintain oxygen supplies as he sits for his exams. She said she was touched by the 23 year old boy's predicament.

Today, he is a happy man after successfully sitting for all his exams at the Marsabit Referral Hospital, and still managing to score B-.

Today, I presided over the awarding of the best performing health facilities in Marsabit County, courtesy of the THS-UCP(Transforming Health Systems For Universal Health Care Project) World Bank project. THS-UCP is a 5-year project which began in 2017/2018, with the aim of improving the utilisation and quality of primary health care services by supporting a set of evidence-based interventions that are expected to contribute to UHC with improved equity and enhanced efficiency.

President Kenyatta gives Marsabit Leaders Two Weeks To Resolve Communal Conflicts

The President cautioned the leaders that failure to bring forward a concrete strategy to stop the conflicts will push the Government to deploy security agencies with strict instructions to forcefully end insecurity in the county.

โ€œMy dear friends from Marsabit you should sit down together and decide that you want peace amongst yourselves. You must agree amongst yourselves and bring me the solution because you have it. I will call you after two weeks, if you do not bring an agreed solution then you will have decided that the Government intervenes and you know what that means,โ€ the President said.

President Kenyatta spoke at State House, Nairobi, on Tuesday when he hosted a delegation of leaders from Marsabit, Isiolo and Tana River counties.

The President emphasized the need for Marsabit leaders to change their approach and work together to promote unity instead of fuelling conflicts among residents.

โ€œPeace is an important thing that brings a lot of benefits. Make peace so that you can benefit fully by being at the center of government. Instead of focusing on war and petty tribal clashes, focus on how you will uplift the lives of the people of Marsabit County,โ€ President Kenyatta said.

Saying he has worked with many leaders with a view of building a strong and stable country, the President urged Marsabit leaders to embrace the same approach to ensure their county is peaceful.

โ€œThe most important thing is for the 50 million Kenyans to live together peacefully. Let us work for peace as this is what will enable us to achieve our development agenda. Please learn from me, I have worked with most of you. You can all see, despite having had political differences with the ODM leader Raila Odinga, we decided to discard our differences and join hands to build a peaceful country,โ€ President Kenyatta said.

He once again advised leaders across the country not to allow political competition to undermine peace and security urging them to work together towards uniting all Kenyans.

Responding to development issues raised by the delegation of leaders, President Kenyatta said the construction of Lamu Port and the road infrastructure in the region is intended to benefit the counties of Tana River, Isiolo, Marsabit and Mandera as the country expects to connect with Ethiopia and South Sudan.

Regarding taking services closer to wananchi, Interior Cabinet Secretary Fred Matiangโ€™i said already the Government has commenced the process of creating six new sub counties in the three counties.

He assured that the Government will also review police deployment in the North Eastern region to tackle security challenges.

The leaders, led by Marsabit Governor Mohamud Mohamed, commended President Kenyatta for flagging off a convoy of relief supplies which, they said, will go a long way in alleviating hunger in the region.

They pledged to support the President in his endeavour to unite all Kenyans, noting that they will continue working together in supporting his development agenda.

Also present were Transport and Infrastructure CS James Macharia, Mandera Governor Ali Roba, Marsabit Senator Godana Hargurah and several MPs from the three counties among other grassroots leaders.
