The National Council for Mental Wellbeing, a PTACC partner, has published its 2024 Certified Community Behavioral Health Clinics (CCBHC) Impact Report with a number of key highlights, including that 80% of all CCBHCs now offer one or more forms of medication-assisted treatment for opioid use disorder (OUD). The 2024 White House National Drug Control Strategy has been released and includes several sections discussing deflection as a tool at the nexus of public health and public safety:

Excerpt: "Too often, people experiencing a mental health or substance use crisis end up interacting with the criminal justice system when they need mental health and SUD services. Today, significant work is underway to shift this paradigm.... Deflection programs aim to create non-arrest pathways to treatment and services for people with SUD, mental health conditions, or co-occurring disorders in non-violent, low-level cases, consistent with public safety. Importantly, these are voluntary services that offer a variety of deflection pathways. Pathways include interventions to help people under arrest as well as preventive options and outreach post-overdose."

‘Deflection’ Opens a New Path for Justice Reformers and Crime Reduction

“Deflection” is an early, upstream initiative that creates supported pathways to recovery. It works in a contextually relevant, community-determined framework to best respond to the same issues as Diversion, but without needing or requiring a crime, crisis, overdose, event, or arrest.

This new initiative creates a community-based framework for shared action at the intersection of police, treatment, and community, yet without threat of arrest. Notably, it happens earlier than possible through Diversion while also having the potential to achieve scale.
