Message of Hope Amidst the COVID-19 Pandemic

BASAHIN: For six (6) months now since the Province of Quirino declared a State of Preparedness against the Coronavirus Pandemic in February 10, 2020, our Province remained COVID-19 Free.

There are three (3) important interdependent elements in our war against COVID-19, read the further details below:

UP Experts Predict 85,000 COVID-19 Cases by end of July; 130,000 by end of August

Isang grupo ng mga eksperto mula sa Unibersidad ng Pilipinas ang naglabas ng projected COVID-19 cases sa dulo ng buwan ng Hulyo na umaabot ng 84,515. Sa dulo naman ng Agosto ay nagrarange ito mula 99,523 hanggang 130,677.

Patuloy pong umaakyat ang mga kaso sa ating bansa, sa ating Rehiyon, mayroon na tayong naitatalang 284 COVID-19 cases as of July 24. Bagamat, ang ating Probinsya ay nanatiling COVID19-free, Ang Provincial Interagency Task Force ng Quirino ay patuloy na nakaalerto at full force sa pagsagawa ng Anti-COVID19 measures upang mapanatiling COVID-free ang ating Probinsya.

Hinihiling po namin ang inyong patuloy na pakikiisa upang labanan ang COVID-19. Matagal na po ang laban natin na ito at matindi na po ang ating mga sakripisyo, pero hindi pa po tapos ang laban. Huwag po sana nating sayangin ang sakripisyo ng bawat isa lalong-lalo na ng ating mga frontliners.

Sama-sama po nating protektahan ang ating komunidad sa pamamagitan ng pagsunod sa IATF guidelines at pag-obserba ng proper health protocols.

Libingan Ng Mga Pangarap ng Ating Magsasaka

Noong aking nakita ang isang maluwang na bunton ng kamatis na nagsisibulukan sa gilid ng kalsada, ang unang pumasok sa aking isipan ay ang mga salitang ‘libingan ng mga pangarap ng ating magsasaka.’ Sapagkat sinisinimbulo ng imaheng ito ang libingan ng mga pangarap ng magsasaka upang mabigyan ng mas mabuting kinabukasan ang kanilang mga pamilya.

The difficulty in marketing the produce of our farmers can be attributed partly to the COVID-19 pandemic, but as a public servant, I felt some guilt that we in government are not giving enough assistance and support to our farmers. Moreover, most of those who live in poverty in the rural areas are farmers and fisherfolks.

I immediately formed a team from the Office of the Governor, the Office of the Provincial Agriculturist, Economic Enterprise Office, Q-Life, Tourism, Nutrition Office, the Provincial Engineering Office, DA, DTI, DOST, and the National Irrigation Administration to look into the problems of our farmers.

Our intervention produced results immediately. From the initial price of PhP4 per kilo of tomatoes when our team arrived in the farms, the price went up to PhP20 plus in two weeks time. The key was in developing a direct channel of distribution for the farmers’ produce from the farm direct to the consumers.

Ngunit hindi lamang po ito ang mga suliranin na kinakaharap ng ating mga magsasaka. To solve the problems of our farmers and give them a fighting chance to achieve their dreams, we have to adopt a holistic program that includes the following:

1. Pagkakaroon ng pagkakautangang mababa ang interes.
2. Gumawa ng paraan upang hindi na kailangan dumaan pa sa maraming middlemen ang produkto ng mga magsasaka.
3. Gumawa ng mga datos upang magkaroon ng market matching na gagabay sa mga magsasaka upang maiwasan ang overproduction at tumaas ang kanilang kita.
4. Pagtatag ng storage at processing facilities na malapit sa mga bukirin.
5. Magpatayo ng irrigation facilities para sa mga high value crops.
6. Mag-assign ng agricultural technicians upang turuan ang mga magsasaka sa mga makabagong paraan ng farming at iba pa.
7. Mag-organisa at bigyan ng kakayahan ang mga farmer cooperatives na magsimula at lumaki.

In our experience, teamwork and a well-coordinated effort by the LGUs and the different national government agencies is the best way to achieve success. Kaya po nating talunin ang kahirapan sa pamamagitan ng pagtulong sa mga magsasakang maabot ang kanilang mga pangarap sa pamamagitan ng kapit-bisig na aksyon ng buong Gobyerno.

Nag-umpisa na po ang probinsiya ng Quirino mamahagi ng 1,000 kada-pamilya sa bawat barangay....Ang programa pong ito ay isa sa mga adhikain ng ating Mahal na Congressman Junie E. Cua, Gobernador Dakila Carlo E. Cua at sa pamamagitan po ng suporta ng ating mga Sangguniang Panlalawigan na maipaabot ang tulong pinansiyal sa ating mga KAILYANS na apektado ng COVID-19..

As per the public address of our President last night, The Province of Quirino will now be under MODIFIED GENERAL COMMUNITY QUARANTINE (MGCQ) further classified as low-risk level.

In connection with the report we posted regarding the four Quirinians who were traced to have contact with the COVID-positive case in an establishment in Cordon, Isabela, we asked Dr. Mila Villar, Provincial Health Officer, regarding their situation. “The four people identified were subjected to Antibody Tests which yielded a NEGATIVE result”, she stated.

In addition, Dr. Villar said “Despite knowing that they have tested negative, we have still required them to observe the 14 – day strict home quarantine supervised by their respective Municipal Health Officer.”

When asked regarding the measures the Province has been taking to ensure that Quirino will still be COVID-FREE, Dr. Villar stated “All Locally Stranded Individuals (LSIs) coming from the National Capital Region (NCR) are subjected to ANTIBODY TESTING which should yield a negative result while Returning Overseas Workers (ROFs) are required to have a NEGATIVE RT-PCR result before returning to the Province. Both LSIs and ROFs are also required to observe a 14-day strict quarantine.”

“The barangay, municipal, and provincial quarantine facilities are always ready for our Kailyans who are returning to the Province,” she added.

Upon knowing this, Governor Dax Cua said “Mahal talaga tayo ng Panginoon, Salamat sa Diyos na COVID-Free pa rin ang Probinsya natin hanggang sa ngayon.”
