to the April ribbon cutting of the first phase of Henderson Crossing a new, contemporary community of townhomes offering historic tax credits, in the heart of East Baltimore’s revitalization. Dozens of families are moving into Baltimore City to live in beautiful new houses on previously blocks of vacant homes. Hearing remarks about scaling up these types of projects to transform Baltimore from Mayor Brandon M. Scott, Comptroller Brooke Lierman, State Senator Cory McCray, DHCD Secretary Jacob Day, and City Council President Nick Mosby inspires us as we represent Cross Street Partners at the Federal level and in Baltimore City.
On July 1st, we joined our client Trulieve; Maryland elected officials; Will Tilburg, the Acting Director at Maryland Cannabis Administration; and Jacquie Cohen Roth with CannabizMD to celebrate the historic day of sales of adult use of cannabis in Maryland! We appreciate Governor Wes Moore's continued leadership in developing a safe, fair, and equitable recreational cannabis market and look forward to continuing our years of work on cannabis policy. The High Street Team was thrilled to participate in the inaugural ! We had great conversations about conservation, climate, recreation access, and opportunities for the outdoor industry to advocate for its priorities. High Street's Matt Mullin and Romel Nicholas facilitated a panel discussion focused on bipartisanship and discussed what it takes to get things done in a divided Congress. A little over a week out after wrapping up the 2023 Legislative Session, High Street is proud to reflect upon our work on behalf of our clients and announce their successful 2023 Legislative Victories in Maryland:
HB 556/ SB 516 - Passed comprehensive legislation that establishes and implements Maryland’s recreational adult-use cannabis industry
SB 224 - Passed Advanced Clean Trucks legislation that requires manufacturers to sell an increasing annual percentage of zero-emission medium and heavy-duty trucks
SB 781 - Set a new goal for offshore wind power development and enables multi-state transmission planning while creating good jobs for Marylanders
HB 908 - Permanently established community solar program and improved the ability of low-income Marylanders to participate
HB70 - Passed legislation that requires the Department of Transportation to implement stop gap safety measures on long term roadway projects
And, Secured over $3.5 million in capital budget funding for the City of Salisbury and Greater Baden Medical Services

We are thrilled for our clients Sierra Club Maryland Chapter in the final passage and Senate concurrence on Advanced Clean Trucks Rule which sets requirements for vehicle manufacturers to sell an increasing percentage of zero-emission medium- and heavy-duty vehicles – including electric trucks, delivery vans, and school buses – in the state beginning in Model Year 2027!
After working in the offshore wind industry for nearly a decade, High Street was excited by the excellent news from Governor Wes Moore at Business Network For Offshore Wind announcing the specific and ambitious goal of 8.5GW of OffShore wind! We are proud to work with Advanced Energy United, Delegate Lorig Charkoudian & Senator Katie Fry Hester in support of the POWER Act in the Maryland General Assembly to ensure Maryland has the transmission infrastructure to make it a reality. We are almost to the finish line with this legislation and thank Governor Moore for prioritizing this issue!
This is one of the reasons why I love my job. Getting to know our clients and legislators as people outside of the rush of voting sessions and hearings is critical as well as fun!

2022 was quite the year for High Street Strategies! Our team grew with the addition of Amy, Norah Carlos, and Jarryd Hawkins, we traveled across the country for conferences, led lobby days on Capitol Hill, maintained strong relationships across Maryland, and had a fantastic time doing it! As we reflect on all our successes, we wanted to share some of our favorite memories Annapolis, D.C., and beyond! We look forward to 2023, Happy New Year to all!

The High Street team is saddened by the passing of Congressman Donald McEachin. He will forever be remembered as an environmental justice champion and climate change advocate. This past spring, we heard Representative McEachin speak after he was named a 2022 Clean Water Champion at the Choose Clean Water Coalition Conference in Richmond. The award is presented to individuals who exemplify the values of the Coalition, are a true champion for clean water, and demonstrate a commitment to diversity, equity, inclusion, and justice. Our thoughts are with his family, friends, and Virginia constituents. Giving back is a core part of our ethos here at High Street. That’s why it’s an honor to volunteer our time with the Veteran's Outdoor Advocacy Group(VOAG). We were so proud that VOAG was appointed to the Task Force on Outdoor Recreation for Veterans, which formally kicked off this past Wednesday at the Department of Veterans Affairs. VOAG’s work promoting the power and benefits of outdoor adjunct therapy for Veterans will be critical to the work of the Task Force, and we couldn’t be more excited to be part of the VOAG team!
