I hope everyone had a good 4th of July. We got soaked in a rainstorm that had the indecency to start just minutes before the fireworks were supposed to go off. They made everyone clear out because of the potential for lighting in the area. So hopefully all of you had a better holiday than ours.

Sanctions on Russian oil have backfired, doing little to reduce revenue to Russia, while taking a heavy toll on Western economies. We discuss why sanctions cannot be based on emotional reactions or the need to punish, but must have clear goals with thoughtful consideration of the unintended consequences.

Next we reflect on how Biden’s Summit of America’s was undermined by his insistence that he would not invite the autocratic governments of Nicaragua, Venezuela and Cuba leading to Mexico and others countries to boycott. Instead of increasing democratic norms, is the US weakening its influence in Latin America?

Now that the results are in we continue to look at the impact of the Colombian Presidential Elections on the United States. Will Gustavo Petro, Colombia’s first leftist President, be the next Hugo Chavez or govern as a moderate to avoid upsetting Colombian elites? And how likely is Colombia to wean itself off oil production and exports in an era of high prices?

We conclude the episode with a special guest. When the war in Ukraine began, my colleague at Johns Hopkins (SAIS), Steven Schrage, jumped on a plane to help the refugees crossing into Poland. (Seriously, I showed up to our virtual staff meeting to discover he was zooming in from Poland.) Steven is someone I deeply admire. I am so happy that I was able to talk to him about the Ukrainian refugee situation and the problem of human security. We discuss his experience on the ground interviewing refugees and volunteers about the lack of measures to prevent abuse. He also shares the positive signs of change in implementing procedures that will do more to protect these refugees.
