Ojuromi Main Market Modernization: Evacuation of Old structures in Progress to Pave way for the Foundation laying of the 2nd Phase 100 lock up shops.
The work will go hand in hand with the 100 shops currently in progress in fulfilment of Hon Dr Inedegbor Kelly promise of adding 200 lock up shops to expand the economic activities in Uromi.
The work is been supervised by Arch Asibor Solomon who did the Architectural work of the project.
The chairman is calling for maximum cooperation from all traders while urging the contractor to stick with the stipulated time of delivery.
When Completed, this will boost trade and commerce in Esan North East while generating fortunes for the council and by extension providing jobs for the youths.

Dr Inedegbor Kelly Paid a Condolence Vist To Osuman's family

The Esan North East Executive Chairman has paid a condolence visit to the family of Late Engr Lawrence Osuman, a PDP chieftain in Uromi describing his loss as one too hard to bear.
Engr Lawrence Osuman who departed this world on Friday 9th February 2024 at the age of 54, was the Coordinator General of Dr Kelly Inedegbor's campaign organisation towards the build up of September 2nd 2023 Edo LG Poll.
Addressing the wife and children of the deceased at their residence in Uromi, the chairman expressed his grief over the loss of Osuman. He said he was shocked on hearing of his departure, a man whom he had a personal relationship with. The council boss wished that Engr Lawrence Osuman had tarried a while to see and experience the new Esan North East Local Government he's building which the deceased has always advocated and laboured for.
Extolling the virtues of late Osuman, the chairman described him as a God fearing man, very courageous, a giver and a man who necessarily lived for the good of mankind. He recounted on the support Osuman gave to him during the Edo LG Poll that saw him emerged as the chairman of Esan North East Local Government. He regretted that despite the human efforts made to save Osuman proved abortive noting that it was the will of God for him to be called home adding that no man can question the will of Almighty God
Dr Kelly Inedegbor admonished the wife and children of the deceased to cheer up while expressing hope of a glorious life hereafter
Responding to the Chairmanâs visit, the wife and first son of the Osuman expressed their appreciation to the council boss for identifying with their family in this moment of grief. She added that the family have accepted the sad incidence and have taken it as the will of God. The family also use the opportunity to extend their invitation to the Chairman and his cabinet towards the burial ceremony of the patriarch of the family slated for March 2nd 2024
Before his departure from the residence of Late Osuman, the chairman proceeded to the stand where the portrait of Late Osuman was displayed to sign the condolence register opened for the deceased

Uromi Market Face-lift: Dr Kelly Inedegbor Removes Old structures to Pave way for a 100 lock up shops in Ojuromi main market
Currently, the payloader is removing the old structures to pave way for the new lock up shops.
The foundation ceremony will be done as soon as the payloader is done with his work.
The beauty in all of this is the personnel engaged for this task. They are all home based, well groomed and are excelling in their various fields of endeavours exhibiting the highest form of professionalism one can get worldwide.
We appreciate *Arch Solomon Asibor*, who live and reside with us in Uromi for coming up with the market design and his services will be engaged throughout this process.

Health Care: Dr Kelly Inedegbor Rehabilitates Ebhebe Primary Health Center.

As part of his Electioneering campaign to the good people of Ebhebe in Esan North East, the Chairman is pleased to announce the completion of the rehabilitation of the PHC.
With the chairman also approving the furnishing of the Center with the necessary medical equipments, the glory days of the health center is set to return.

Recreational Center: Dr Inedegbor Kelly Receives the Design for the Proposed Esan North East Children's Indoor Play Arena.
Tuesday 13th February 2024.
The Indoor hall for Children's activities will be built side by side with the Proposed Gym center that was announced some months back.
This idea was conceived out of necessity due to the Children's desire to continue to gather themselves at former Sizzlers especially during festive seasons and public holidays to unwind and build up some beautiful memories for themselves. Despite the fact that Sizzlers no longer operates, this wouldn't deter them from gathering themselves during celebrations.
Due to the high risk involved during their recreational activities, Creating a recreational center wouldn't be a bad idea as this will help in eliminating the traffic gridlock off the Mission road since they extend their activities to the main road and also bring in some revenue to the council as the hall will be opened for different activities where parents can have a time out with their kids
The Council boss Seeks for Private partnership to bring this idea to reality.

Ladies and gentlemen,
31 days or better still a month gone as 2024 flies on. Indeed, the saying that time waits for no man has been proven right once again. Its important for us to keep redeeming the time cos the days are evil.
Upon swearing in as the Executive chairman, I made a promise to run an open and transparent system where everyone will have a say and know how things are been done in Esan North East local government council. I do say and I have always maintained that I'm not a super human. I thank you all for your advise and wise counselling. Your support, backings to some of our policies have been tremendous and helpful. Like Oliver Twist, I ask for more. Please keep exploring all our means of communications. I do see your messages and I do reply to all your messages.
January started on a positive note. Projects that are yet to be completed are still ongoing. I approved some money to the contractor doing the perimeter Curvy metal fencing in Ojuromi main market to ensure the work is completed. The renovation work at Olika House is almost 90% completed as some principal officers whose offices were undergoing renovation are relocating to their offices. To the glory of God and service to humanity, we were able to present a budget sum of N3.9bn code named _*Budget of Development*_ to members of the legislative arm as our 2024 fiscal year budget. We awaits the input of the Legislators before I sign the budget into law.
A lot awaits us this February. There shall be changes especially on those trading on the right of way of motorists and other road users. We call for cooperation from each and everyone of us.
This is another month. A 29day journey begins today. We must maximise the time as a Government and as an individual knowing fully that any time gone is gone forever. Let's not forget the stuff February is made of. A month of love and sharing. Remember your loved ones this period and put smiles in someone's face. Remember to show love to Esan North East Local Government by treating her well and good. Stop indiscriminate waste disposal, take care of the environment and preserve nature for the good of man. Pay your tax and levy accurately. Cooperate with the security agencies at every stop and check roadblocks.

Esan North East Weekly EXCO Meeting

Resolutions Reached at the Meeting
Majority of what transpired at the meeting was a review on the security situation, gross misconduct among council staff, negligence of duty and review of the books submitted by the Accountant of Local government education authority, a body under the local government council.
1. Security Audits: Exco again raised concerns on the prevailing insecurity situation in the local government area and recommended that the Executive Chairman in the next Security Council meeting request that the Security Chiefs in the local government area carry out security audits to answer questions regarding why there is an upsurge in insecurity in the local government and how to tackle it. The exco frowned seriously at the rate of kidnapping for ransom in the local government where family members have to source for money by all means to get their loved ones out of the den of kidnappers. They called on the security agencies to rise to the occasion and rescue those in captivity.
2. â Suspension of a council Staff for indiscipline: After a review of a case of insult and assault, Exco approved a 3 month suspension for a junior staff who insulted and assaulted a senior staff member in her office
3. â Attendance Register: Exco expressed displeasure about council staff members absenteeism and approved that the Head of Local Government Administration (Holga) opens attendance register in all staff offices and review every Friday and report to the Executive Chairman
4. â Exco received the Accountant of the Local Education Authority, an agency under the local government in charge of payment of primary school teachers, salaries and pensions. The exco extensively interrogated the unusual occurrence of rising monthly salaries, rising monthly pensions, while teachers are retiring from service with no new recruitments.
At the end of the interrogation, Exco then resolved that all monthly salaries, updates and summaries must be submitted to the Executive Chairman monthly, forthwith, before submitting to salaries ICT unit in Benin City.

Ojuromi main Market: Esan North East Executive Chairman Meets with the Leadership of the Uromi Trader's Union
Wednesday 24th January 2024.
The meeting was summoned at the instance of the Council boss to brief the Trader's union on the new changes that shall be effected soon. Some of them include
1. Relocating the traders away from the front of the perimeter Curvy metal fencing to either inside the market or to Ekiohie market or to any other available market
2. Maintaining the front of the fence which will serve as a parking lot for vehicles.
3. Relocating the caravan stores along Oyomon road to pave way for the construction of 200 lock up stores at 100 stores each on both sides of Oyomon road. This will free up the road from street traders and create access to vehicle users.
4. The central road down to Lugard Street have been captured in the Budget for reconstruction. This will affect some traders and those trading along that route should be advised to seek for alternatives.
5. It was observed that there are a lot of dilapidated shops inside the market and the council boss mandated the council engineer to visit the shops alongside with the president of the Trader's union to do cost analysis to see how the shops can be rebuilt.
6. The Honorable Chairman uses the occasion to announce an increment of shop rentage to the traders. After much deliberations, a compromise was reached and the rentage fee was pegged at
(a) Lock up shops upstairs and downstairs facing the main road was increased from N5000 to N7000 while the downstairs of the back building was increased from N5000 to N6000. Those occupying the upstairs at the back will still maintain the N5000 fee.
(b) Lock up stores of medium sizes was increased from N3000 to N4500 while the others where increased from N1000 to N1300.
Open stores rentage of N418 was increased to N800.
Lock up stores at Ekiohie market was increased from N1000 to N1500.
Trader's levy of N5000 per annum remains.
The goodnews that was cheering to the traders was the flexibility of payment plan introduced by the Executive Chairman. Dr Kelly made it know to the Trader's union that a monthly, quarterly or yearly payment is acceptable depending on what suits the trader and the traders doesn't need to pay the yearly rent at once.
It was also observed that the traders occupying the council's Lock up stores do pay far higher than the approved amount due to 3rd party involvement. This wasn't pleasant to the Chairman and he revoked all Lock up stores at Ekiohie and that of Ivue markets. Allocation of shops will begin soon and only the end users will be considered. Same will be extended to Ojuromi main market once the work going on is completed.
The council boss pleaded with the Trader's union to immediately commence sensitization exercise for its members on this new development to avoid them claiming ignorance when enforcement begins. He was particular about those trading in front of the fence as such won't be acceptable anymore now that festive periods are over.

2024 Budget of Development: Esan North East Council Boss Hon Dr Inedegbor Kelly Presents N3.9bn 2024 Budget Estimate before the Members of Esan North East Legislators at Olika House, Uromi
Introduces Councillor's Constituency project worth N110m at N10m per councillor
House Leader promises prompt attention and speedy deliberations to the 2024 Budget of Development
Monday 22nd January 2024.
Esan North East Council Chairman, Hon Dr Kelly Inedegbor on Monday 22nd January 2024 presented a Budget Estimate of Three Billion, Nine Hundred and Ninety Four Million, Seven Hundred and Eighty Eight Thousand, One Hundred and Eighty Two naira, Thirteen kobo (N3,994,788,182.13) for 2024 fiscal year before the Esan North East Legislators for approval.
The Honorable Chairman made this presentation during a session of the Legislators at the Chief Anthony Enahoro's Legislative Chambers, Olika House, Uromi Edo state.
During the presentation, the chairman tagged the Budget as "Budget of Development" with the sole aim of addressing key infrastructures in the local government to improve the quality of life in Esan North East Local Government. He gave a brief of the 2023 fiscal year and the Budget performance which he pegged at 51%. On assumption of office in September of 2023, you will recall that the Council Boss met a running Budget and he approached the Honorable members of the House for Budget ratification where funds where approved for the construction of Upper Iyere Street, construction of Primary Health Center Building at Chief Anthony Anenih Road, Construction of Boreholes at Ebhebe, Efandion, Ukuaza and Ebulen Communities respectively. Others are the re-roofing of Secretariat Building, Perimeter Curvy metal fencing of Ojuromi Main market along Oyomon and Mission road phase 1 & 2, Renovation of Selected offices in the Secretariat Building, Bulldozing of Ojuromi Main Market Annex along illushi Road, Uromi amongst others.
For the 2024 fiscal year, the council chairman gave a breakdown of the N3.9bn estimate which will be generated from the share of Statutory Allocation (67.34%), share of VAT (28.53%) and Internally Generated Revenue (4.13% an improvement from 2.1% in 2023 fiscal year.). Total Recurrent Expenditure of One Billion, Seven Hundred and Eighteen Million, Eight Hundred and Twenty Two Thousand, Four Hundred and Seventy Nine naira, fourty one kobo (N1,718,822,479.41) representing 43.03% of the total estimate for 2024 fiscal year.
Of the Recurrent expenditure, Personnel cost was estimated at Six Hundred and Ten Million, Six Hundred and Fourteen Thousand and Sixty Eight Naira, Sixty Nine kobo (N610,614,068.69) representing 37.26% of the Recurrent expenditure which is mainly used for payment of salaries, allowances and claims of pensionable staff of the local government. The Overhead estimate was proposed for Two Hundred and Eighty Nine Million Four Hundred and Thirty Thousand (N289,430,000) representing 17.66% of the Recurrent expenditure which is mainly used for the day to day running of the offices.
For Capital projects, the council boss proposed an estimate sum of Two Billion and Ninety Six Million Naira (N2,096,000,000) representing 92.09% for key infrastructural developments in the local government for roads and building constructions. Parts of the road enmarked by the council boss includes:
1. Construction of side drianges only for Ebhebe village.
2. Construction of Mary De Queen Road formerly known as Ogboni road.
3. Construction of Central road/Lugard road
4. Construction of Ojuromi market Annex
5. Rehabilitation of failed portion of Amendokhian road amongst others.
6. Grading of some earth roads in Uromi and Uzea
7. Desilting of water drianges and clearing of gutters
8. Provision of Primary Health Centres. The Health Sector will be given the necessary logistics support during the various rounds of immunization and enlightment campaigns.
Dr Kelly noted that his administration has concluded work on the Esan North East waste management by-law which he intends to use to tackle the menace of indiscriminate waste disposal in the Local Government.
The council boss also announced his plans to build a gym center and children recreational center under the PPP arrangement.
High point of the presentation was the new innovation the chairman introduced into the 2024 Budget, a conceptualised idea he had 20years ago as a Councillor where a N110m was budgeted in 2024 budget as Councillor's Constituency project at N10m per councillor. This will allow the councillors to spot out a project within his Constituency worth the approved amount as Constituency project.
The House Leader thanked the Chairman for a wonderful presentation of the 2024 Budget and assured him of the Legislator's cooperation

Security Council Meeting: Esan North East Security Council's Decision on Influx of Herders into UROMI
During the extensive security council meeting held on the 16th of January 2024, the council considered the likelihood of influx of herdsmen down southern Nigeria due to the dry season which seems to bite harder in the north. There's possibility of these herders to settle in Uromi/Uzea and there's need to review the security risk associated with this mass movement and make out plans to mitigate the negative effects to avoid been taken unaware.
The Chairman has mandated the DPO of Uromi Division to immediately summon a meeting with the leadership of the farmers and herdsmen in Uromi and Uzea to work out modalities to checkmate the influx of herders especially this dry season.
The aim is to have the data and profile the herders moving into the local government for easy monitoring for effective policing.

Esan North East Security Council Meeting Held at Olika House, Uromi

Attendees: Heads of different security outfits in Uromi.
Resolutions Reached at the Meeting
1. The council resolved that no heavy duty vehicles of any sort should be allowed passage through the local roads in Uromi Since the federal road passing through angle 80 in Uromi to Eastern Nigeria is now motorable.
2. â The task force ably led by Hon Osas Okouzi has been empowered to arrest any heavy duty vehicles caught passing through the local roads and impose fine on them payable to the local government account from which money would be paid to the task force.
3. â The council frowned at the attitude of Uromi people particularly the youths towards vigilante members who volunteered to look after the community so that the rest of us can sleep with our two eye closed. Young people are reported to rain abuses on vigilante members when asked to stop and for their vehicles to be Searched. The Council enjoined every resident of Uromi and Uzea to henceforth accord vigilante members the respect they deserve.
4. â Council thanked members of the public for raising alarm on social media regarding security challenges, but noted that claims widely circulated so far on the social media have all been found to be untrue. It then pleaded with members of the public to contact heads of security agencies in the local government area and the Council Chairman, who is very accessible, with information that would be more useful for security management rather than for the purpose of raising alarm to cause panic.
5. Council also discussed plans and strategies to further reorganize the vigilante in Uromi and Uzea

Today, we celebrate our officers and men of the Armed Forces of the Federal Republic of Nigeria for the role they are playing in keeping the country safe and secured. Against all odds, these gallant men and women deserves our accolades, our support, our encouragement as they put their lives on the line for the sake of Nigerians.
Armed forces remembrance day do offers to us an opportunity to renew our hope towards the security architecture in Nigeria and our continuous resolve to chose the part of peace, dialogue in resolving whatever angers our mind. The pains of war is deep. It shouldn't be an option as loved ones depart untimely.
At times, I do imagine some states in Nigeria without the presence of our gallant officers who are at the frontline battling insurgency, banditry and other social vices capable of truncating the peace of this country. On my part, as the Executive chairman of Esan North East, I will continue to show solidarity towards the Armed Forces of the Federal Republic of Nigeria.
Personally, I salute the courage of our officers. The sacrifices of these great men and women can't be forgotten in a hurry.
I sympathise with families that have lost either their brother, sister, husband, wife to the enemies of peace. The good thing is, Heros never die, they live on. In our memories and consciousness, they live within us. We remember them today and pray God to grant them eternal rest.
We also remember those that are faced with one form of deformity or the other due to the wounds of war. Some have lost their limbs, while some may never be normal again. We count their scars as victory against the evil forces of Nigeria. We pray for those whose lives now hang on the balance. Healing is their portion.
For those at the frontline battling these terrorist at their den, we pray for victory.
One thing is certain, No where in history has it been recorded that the power of darkness overpowered that of Light. This is our confidence as a people and as a nation.

The Resolutions From the Meeting
1. The Exco gave an approval for the payment of One Million and Twelve Thousand Naira, One Hundred and Twenty-Seven Naira (N1,012,127) debt to BEDC in favour of the people living within the General Hospital area, down to Asemota Hospital area and environs towards reconnecting their transformer that was relocated to the council secretariat from General Hospital road by Agba road junction to safe guard it from vandals for the restoration of light in the area.
2. In other to create right of way in our Ojuromi market, the exco approved the clearing and grading of the back of the Ojuromi market to enable the relocation of traders from the front of the market.
3. An Approval was granted for the awareness and surveillance programme in the Local Government to check the spread of Lassa Fever.
4. The exco also gave an approval for the presentation of the 2024 Budget Estimates titled "Budget of Development" to the Legislative Council on Tuesday, 16th, January, 2024.
5. The sum of Two Million, Seven Hundred and Eighteen Thousand Naira (N2,718,000) for the repairs of the faulty transformer and restoration of light in Ebhebe Quarters was also Approved by the exco.

Esan North East Executive Chairman, Hon Dr Inedegbor Kelly, Members of Petroleum Monitoring Committee interfaces with Uromi Petroleum Dealers Association

The meeting was called at the instance of the Esan North East Council boss Dr Kelly arising from the outcry from members of the public on the way and manner Petroleum dealers are operating in the local government. The trend became too ugly and the council boss had to react in the best Interest for the good of all.
After deliberating with the Association, the following resolutions were reached:
1. The pump price for Premium Motor Spirit popular known as petrol should sell between N670 and N680. This price became necessary as some dealers sells above N700 which is against the approved price.
2. All Petrol dealers should ensure their meters are in order and in line with the 5% Department of Petroleum Resources (DPR) maximum allowable allowance. The Executive Chairman was particular on this despicable act of adjusting meters to rip off the hands of end users who are already feeling the severe heat arising from the removal of subsidy. He warned those involved in this act to desist from it as they won't find it funny if caught in the act.
3. The chairman and members of the Petroleum Monitoring Committee are to embark on tours to neighbouring local government to do a comparative analysis on metering.
4. On no account should any dealer hoard any product with the aim of creating artificial scarcity or panic buying that will result to arbitrary increase of PMS in the local government.
The Petroleum Monitoring Committee were charged by the council boss to bring to book any dealer that will deviate from the resolutions reached at this meeting.

Profiling of Bike Riders in Esan North East
