OPAPP taps WestMinCom in pushing development programs for former MNLF combatants, enhance peace and security in MNLF communities

ZAMBOANGA CITY – The Government of the Philippines Coordinating Committee (GCC) tasked to engage with the Moro National Liberation Front (MNLF) urged the Armed Forces of the Philippines’ Western Mindanao Command (WestMinCom) to actively take part in programs that would help strengthen the GPH-MNLF peace process.

During an information, education, and communication (IEC) campaign organized by the Office of the Presidential Adviser on the Peace Process (OPAPP) in partnership with the AFP Peace and Development Office (AFP PDO) on Thursday, June 24, GPH Coordinating Committee Chair for MNLF Sema Group and Presidential Adviser on Military Affairs Arthur Tabaquero said that through committee’s partnership with the AFP “we will be able to resolve the security issues in communities and sustain the gains of the 1996 Final Peace Agreement.”

“The 1996 Final Peace Agreement brought innovations in peace making and from that period gave birth to new breeds of conflict-solving strategies that require a whole-of-government approach,” said Tabaquero.

He explained that the national government and the MNLF are closely working together to complete the remaining commitments made by both parties under the 1996 Final Peace Agreement.

Tabaquero said this goal can be achieved by implementing a transformation program that would usher socio-economic development for the MNLF members, as well as enhance peace and security conditions in their communities.

This program, he said, will largely benefit MNLF members who were not integrated into the AFP and PNP.

For his part, Undersecretary Cesar Yano underscored the importance of providing economic opportunities to combatants and their families to sustain the gains of the GPH-MNLF peace process.

He likewise emphasized the role of the security sector in helping to create a conducive business climate in MNLF communities, as this will encourage more investors to set up operations in these areas.

“When we deal with rebel groups, we have to ensure that their children will be given priority to get into school and receive proper education,” said Yano.

“Let’s start small because self-reliance is very important. They really need ang alalay ng gobyerno,” he added.

Yano also advised brigade commanders to come up with “innovative means” in building stronger relationships with the former combatants.

OPAPP Director Jana Gallardo, head of the GPH Coordinating Committee’s Secretariat, who joined via VTC provided updates on the GPH-MNLF Peace Process.

Gallardo briefed attendees from the Western Mindanao Command of the AFP on the history of the GPH-MNLF peace process, the peacebuilding work being carried out by the GPH-MNLF Coordinating Committees, and the efforts under proposed transformation program for the MNLF.

WestMinCom Commander LtGen Corleto Vinluan, on the other hand, stressed the need to provide MNLF members with more livelihood opportunities.

“This is a manifestation of our desire to be inclusive in our peace advocacy and engagement. We should never leave anyone behind,” Vinluan said.

“After all, they (MNLF) are all Filipino people. We are here today because peace and security is a shared responsibility,” he added.

In a message of Presidential Peace Adviser Secretary and GPH Coordinating Committee Chair for Misuari Group Carlito Galvez Jr. read by OPAPP Assistant Secretary Andres Aguinaldo, the former extended its gratitude to the different task forces and units of the WestMinCom for participating in the said IEC activity.

Galvez said the activity has served as an effective venue to exchange ideas and learn from the experiences of those in the peace panel as well as those on the ground.

“It is crucial for our peace partners such as the WestMinCom to be updated on the peacebuilding and peacekeeping interventions being undertaken by the GPH and MNLF Peace Coordinating Committees,” he said.

“Dialogues such as these are very important, as we finalize the transformation program for former MNLF combatants, which outlines the various socio-economic interventions we shall be implementing to uplift their well-being,” Galvez added.

Also present during the activity were Community Healing and Reconciliation Subcommittee Chair BGen (Ret) Buenaventura Pascual and Chief of the AFP PDO BGen Francisco Ariel Felicidario III. # # #
