Be weary of trying to get free phone plan from Qlink they are a rip off sanctioned by the government. The phone costs are more than other sites and the payments for phones are double and the phones are old tech. You can pay 1/2 the lease with a company like straight talk than you would with q link. So whats going on is they are getting paid double for the phopne and you re getting free service.

President Signs American Rescue Plan Act

Dear Friend,

A year ago, life changed dramatically for all of us. Schools, businesses, and government offices shut down as the COVID-19 pandemic began and Pennsylvania rushed to stop the spread of to the virus.

Congress passed several COVID relief bills over the course of last year which provided much-needed relief to people and businesses across the country, but I believe that the previous Administration could - and should - have done more to contain the virus sooner and get our economy back on track faster.

Today, more than half a million Americans have died from COVID-19, millions of Americans are still out of work, most schoolchildren are still learning remotely, and lots of households and small businesses are still struggling to stay afloat.

Now, more help is on the way. On March 10, I joined a majority of the House in voting to approve the final version of the American Rescue Plan for the COVID-19 pandemic, and on March 11, President Biden signed it into law.

That means that hundreds if not thousands of dollars in federal Economic Impact Payments (EIPs or ‘stimulus checks') will be arriving in most Americans’ bank accounts or mailboxes soon.

In addition, the American Rescue Plan will extend federal unemployment benefits, which were scheduled to expire on March 14, through September 6. This includes the $300 per week supplemental federal benefit. The new law also exempts up to $10,200 in unemployment benefits that were received in 2020 from federal income taxes for households making less than $150,000.

On top of that, the American Rescue Plan increases the size of federal income tax benefits like the Child Tax Credit, the Child and Dependent Care Tax Credit, and the Earned Income Tax Credit for this year – and it provides assistance to struggling renters and homeowners.

The new law also provides nearly $50 billion in new aid for small businesses, including $25 billion in aid to restaurants and bars and $1.5 billion for live venues which have suffered as a result of the pandemic. It also provides $24 billion to states to help child care providers stay open safely during the pandemic – and $15 billion to states for helping low-income families and essential workers afford child care.

The law also increases Affordable Care Act (ACA or “Obamacare”) premium subsidies for health insurance plans purchased in ACA marketplaces like www.pennie.com in Pennsylvania – and it provides more than $47 billion in emergency assistance for renters, homeowners, and homeless Americans to help people struggling to keep a roof over their heads.

In addition to putting money in Pittsburghers’ pockets, this new law will:

speed up the production, distribution, and administration of vaccines in order to crush the COVID-19 pandemic;
help reopen our schools safely and more rapidly;
put Americans back to work; and
provide essential aid for state and local governments hurt by the pandemic.

The remainder of this e-newsletter provides more details about the provisions of the American Rescue Plan that affect households and individuals.

Stimulus Checks

In December, Congress approved a COVID relief package that provided an Economic Impact Payment (EIP or “stimulus check”) of $600 per person.



Now, under the American Rescue Plan, households will get an Economic Impact Payment (EIP or “stimulus check”) for an additional $1,400 per person (adults, children, and adult dependents such as college students, disabled adults, and elderly relatives). White House Press Secretary Jen Psaki recently said that the Administration expects "a large number of Americans" to receive their checks by the end of March.

Individuals with annual incomes of up to $75,000 and joint income tax filers with incomes of up to $150,000 will receive the full amount of the EIP ($1,400 per person). The EIP will be phased out for households with annual incomes above those amounts, with individuals earning $80,000 or more and joint filers earning $160,000 or more receiving no EIP.

The amount of EIP that people will receive initially will be based on their 2019 tax returns, or their 2020 tax returns if they’ve already filed them. The IRS will make additional payments later this year to households that filed their 2020 returns after the initial payments were made – and who had less income in 2020 than in 2019. In addition, households that don’t receive the full amount they’re entitled to can claim the credit when they file their 2021 tax returns next year. And, finally, The ARP specifies that households that receive larger payments this year than they’re entitled to based on their 2021 income don’t have to pay back the difference.

This EIP will either be direct deposited in each household's bank account or sent to them in the mail as a check or electronic benefit transfer (EBT) card. More information on the details will be forthcoming shortly from the Internal Revenue Service (IRS), which administers the money, but a good guide should be to look for your EIP to arrive the same way that the two previous ones did. More information will be available at www.irs.gov soon.

Child Tax Credit (CTC)

The American Rescue Plan increases the size of the maximum Child Tax Credit significantly in 2021 – from the current $2,000 per child to $3,000 per child (and $3,600 per child under age 6).

Rather than making parents wait until they file their 2021 taxes to get this money, the law directs the Treasury to issue advance monthly payments (based on their 2019 or 2020 tax returns) to households starting in July of this year – resulting in monthly payments of $250 per child (and/or $300 per child under age 6) so that parents don’t have to wait until tax time to get part of this much-needed assistance. They would receive the other half of the credit when they file their taxes next year.

It also makes the credit fully refundable, which will cut child poverty in half this year by making the full amount of the CTC available to the 27 million low-income families that don’t currently earn enough money to receive the maximum credit amount. As someone who cares deeply about reducing poverty in this country, I would like to see these provisions made permanent, and I will be working to do so.

The law also phases out the maximum child tax credit for households starting at $75,000 for single filers and $150,000 for joint filers, so households with higher incomes than that will receive smaller CTCs. Single filers with incomes between $75,000 and $200,000 and joint filers with incomes between $150,000 and $400,00 can claim the pre-ARP maximum credit of $2,000 per child.

Child and Dependent Care Tax Credit (CDCTC)

The new law also increases the amount of child and dependent care expenses that are eligible for the Child and Dependent Care Tax Credit. It increases the maximum CDCTC from $3,000 for one child or dependent to $4,000 – and from $6,000 for two or more qualifying children and/or dependents to $8,000. More information will be available at www.irs.gov soon.

Earned Income Tax Credit (EITC)

The American Rescue Plan also increases the eligibility for the Earned Income Tax Credit and increases the maximum EITC amount for childless adults for 2021. The law increases the income limit for the EITC from $16,000 to roughly $21,000, and it eliminates the age cap for older workers. In addition, it increases the maximum EITC amount for childless adults from $530 to $1,500. More information will be available soon at www.irs.gov.

Unemployment Benefits

For nearly a year now, the federal government has provided emergency unemployment insurance to Americans who lost their jobs as a result of the pandemic through the the Federal Pandemic Unemployment Compensation (FPUC) program, the Pandemic Unemployment Assistance (PUA) program, and the Pandemic Emergency Unemployment Compensation (PEUC) program.

Those programs provided additional weeks of benefits for workers who had exhausted their regular state unemployment benefits – as well as benefits to the self-employed and people such as gig workers, who don’t normally qualify for unemployment insurance. The federal government is also currently providing a supplemental unemployment benefit of $300 per week. Those benefits were all scheduled to expire on March 14.

The American Rescue Plan extends all three of these programs (FPUC, PUA, and PEUC), as well as the $300 supplemental weekly benefit, through September 6. With our economy employing nearly 10 million fewer workers than a year ago, I believe it’s essential that the federal government continue providing support for laid-off workers until we crush the pandemic and can fully reopen our businesses. The new law also exempts $10,200 in unemployment benefits that were received in 2020 from federal income taxes for households that made less than $150,000 that year in order to ensure that struggling Americans don’t get hit with a tax bill they can’t afford to pay.

The Pennsylvania Department of Labor and Industry has indicated that some Pennsylvania residents who have filed for unemployment benefits over the past year may have to reapply in order to continue receiving unemployment benefits. The Pennsylvania Department of Labor and Industry has announced that workers who applied for unemployment benefits at the beginning of the pandemic and are still unemployed will have to reapply; that includes anyone receiving benefits through Unemployment Compensation (UC), Pandemic Emergency Unemployment Compensation (PEUC), or Extended Benefits (EB), as well as some people receiving benefits through the Pandemic Unemployment Assistance (PUA) program. People required to reapply may do so starting next week. Please consult the Pennsylvania Department of Labor and Industry website or call 1-888-313-7284 Monday through Friday from 8:00 AM to 4:00 PM for more information.

Health Insurance

The middle of a deadly pandemic is no time to go without health insurance, so the American Rescue Plan contains provisions to make premiums more affordable.

This new law increases subsidies for health insurance policies purchased through any of the Affordable Care Act marketplaces (Pennsylvania residents’ marketplace can be accessed online at www.pennie.com anytime of the day or night - or by telephone at 1-844-844-8040 between 8:00 AM and 6:00 PM). What’s more, those larger subsidies will reduce future premiums for Americans who are already receiving them in 2021 and 2022!

Pennsylvanians who receive or received unemployment benefits at any time in 2021 are eligible for a significant premium subsidy for health insurance they purchase as well – they should contact pennie.com as well (online at www.pennie.com anytime of the day or night - or by telephone at 1-844-844-8040 between 8:00 AM and 6:00 PM).

In addition, the ARP makes an important change in the COBRA health insurance program for laid-off workers. Until now, individuals who lost their jobs could keep their employer-provided health insurance coverage IF they paid their employer’s share of the premium as well as their own. That usually made such coverage prohibitively expensive. The American Rescue Plan will cover 100 percent of the employers’ share of laid-off workers’ health insurance premiums if the workers continue to pay their share. This could make a difference for many households. More information should be available soon on the Pennsylvania insurance Department website.

Housing Assistance

The American Rescue Plan provides nearly $50 billion in emergency rental and homeowner assistance for homeless Americans and low-income households struggling to keep roofs over their heads and pay their utility bills. Most of this assistance will be available through local government agencies – such as Allegheny County – but some of the money may be administered by local non-profit agencies. Information about how to apply for this assistance isn’t available yet, but I will share this information with you when it is.

The ARP also provides $5 billion in funding to help struggling households pay their utility bills. Most of that money will be available through the Low Income Home Energy Assistance Program (LIHEAP) to help with electric or heating bills, but $500 million will go to help people pay their water and sewer bills through the Low-Income Household Drinking Water and Wastewater Emergency Assistance Program that was authorized at the end of last year. I will share information with you about applying for this assistance when it becomes available, but helpful information about utility assistance is available now at the Allegheny County website.

Food Assistance

The US Department of Agriculture estimated that more than 35 million Americans suffered from hunger or food insecurity in 2019, and some research suggests that the number of Americans suffering from hunger or food insecurity doubled last year as a result of the pandemic.

The ARP will provide billions of dollars in additional food assistance to help Americans at risk of hunger or food insecurity – including increased SNAP benefits through September 30, temporarily increases the value of WIC Cash Value Vouchers to provide more support to low-income women and infants, provides more funding for the Commodity Supplemental Food Program, expands the age of eligibility for the Child and Adult Care Food Program (CACFP) at emergency homeless shelters to cover more young adults, and expands the Pandemic-EBT Program to ensure that low-income families will have access to school meals and food aid during both the school year and the summer months.

Food assistance is available locally through the Allegheny County government website.

Small Businesses

As I mentioned at the beginning of this update, the American Rescue Plan provides nearly $50 billion in new aid for small businesses, including $25 billion in aid to restaurants and bars and $1.5 billion for live venues which have suffered as a result of the pandemic.
